SISTER CITY RELATIONSHIPS ADVISORY COMMISSION
Title 2, Chapter 9
2-9-1: COMMISSION CREATED:
There is hereby created the sister city relationships advisory commission to have such
powers and responsibilities as hereinafter provided. (Ord. 59-10, 11-1-2010)
2-9-2: PURPOSE:
The purposes of the commission shall be to facilitate and maintain economic and
cultural exchanges with the city's officially recognized international sister cities; to
explore potential relationships with cities where a sister city relationship may be
mutually beneficial; and to engage partnerships with the business community and
education institutions that will enhance sister city relationships. (Ord. 59-10, 11-1-2010)
2-9-3: INTERNAL ORGANIZATION AND RULES:
The commission may adopt rules and regulations to govern its organizational
procedures as may be necessary and which are not in conflict with city or state code.

2-9-4: PROCEDURES FOR OPERATION:
All administrative, personnel, accounting, budgetary, and procurement policies of the
city shall govern the commission in all its operations. (Ord. 59-10, 11-1-2010)
2-9-5: MEMBERSHIP:
The commission shall consist of thirteen (13) members appointed by the city council.
A. Two (2) members shall be representatives of the city council.
B. Eleven (11) members shall be at large residents of the city, appointed by the city
council. (Ord. 1-11, 1-18-2011)
2-9-6: TERMS:
The initial terms of commissioners will be as follows: three (3) commissioners for terms
ending February 1, 2012, three (3) commissioners for terms ending February 1, 2013,
and five (5) commissioners for terms ending February 1, 2014. Thereafter, each
member of the commission shall hold office for three (3) years or until such member's
successor is appointed and qualified. (Ord. 1-11, 1-18-2011)
2-9-7: VACANCIES:
Vacancies caused by death, resignation, or otherwise shall be promptly filled by the city
council for the unexpired term of office. (Ord. 59-10, 11-1-2010)
2-9-8: OFFICERS; ORGANIZATION:
The commission shall choose annually, from its own membership, two (2) persons to
serve as facilitators, each to serve a term of one year. The city manager shall appoint a
city staff person to serve as secretary. The commission shall fill vacancies among its
officers for the remainder of the unexpired term. (Ord. 59-10, 11-1-2010)
2-9-9: MEETINGS:
A. Regular Meetings: The commission shall meet quarterly.
B. Special Meetings: Special meetings may be called by the facilitators or at the written
request of three (3) members.
C. Open Meetings: All meetings shall be called and held in conformance with the Iowa
open meetings law.
D. Attendance:
1. In the event a member of the commission, created by this chapter, has been absent
for three (3) or more consecutive meetings of the commission, without being excused by
the facilitator, it shall be grounds for the commission to recommend to the city council
that the position be declared vacant and a replacement appointed.
2. Attendance shall be entered upon the minutes of all meetings.
E. Minutes: A copy of the minutes of all regular and special meetings of the commission
shall be filed with the city council within ten (10) working days after each meeting.
F. Quorum: Six (6) members of the commission shall constitute a quorum for the
transaction of business. The affirmative vote of a simple majority of the members
present shall be necessary for the adoption of any resolution. (Ord. 59-10, 11-1-2010)
2-9-10: COMPENSATION:
The members of the commission shall serve without compensation, provided that they
may receive reimbursement for necessary travel and other expenses while on official
commission business within the limits established in the city administrative policies and
the city budget. (Ord. 59-10, 11-1-2010)
2-9-11: REMOVAL:
The city council may remove any member of any board or commission which it has
established. (Ord. 59-10, 11-1-2010)
2-9-12: POWERS:
The commission shall have the following powers, duties, and responsibilities:
A. To recommend to the city council the official acknowledgement of or absolving of a
sister city relationship.
B. To facilitate and maintain the exchange of information by and between the city and its
sister cities through, but not limited to, correspondence, delegation visits, and event

COMMISSIONS CHAPTER 10 SISTER CITY RELATIONSHIPS ADVISORY
COMMISSION SECTION 2-10-5 MEMBERSHIP BY INCREASING THE
MEMBERSHIP TO THIRTEEN . MEMBERS, AND SECTION 2-10-6 TERMS
PROVIDING THAT FIVE MEMBERS ARE APPOINTED FOR TERMS ENDING
FEBRUARY 1, 2014
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA:
Section 1. City of Dubuque Code of Ordinances Section 2-10-5 is amended to
read as follows:
2-10-5: Membership: The Commission shall consist of thirteen (13) members appointed
by the City Council.

entity. My wife and I began our doctoral studies at the University of Heidelberg and over the years
1959 -present we have traveled widely around the world. We have lectured for the Universitu of
California -Berkeley, Stanford University, Iowa State University and the University of New Mexico on their
Alumni European travel programs. We have also lived for various lengths of time in Italy, France,
Germany, Austria,Scotland, Chile, Argentina, Costa Rica and Mexico. We have also toured extensively in
Tunisia and explored much of Egypt on two occasions. Each year we are out of country for at least two
adventuresOur family is multi-lingual, we speak and read German, French, Italian and Russian -our son
studied at Leningrad State University and is married to a former Soviet photo -journalist. Through him our
family has ties with professors at the Nanjing Institute for Paleontology. In spirit and commitment my
family is international and thoroughly dedicated to fostering intercultural connections -East, West, North
and South.

wholeheartedly with the City of Dubuque's developing international orientation.) am especially interested

Housing Commission
2-5B-1: COMMISSION CREATED:
There is hereby created a housing commission. (2007 Code § 15-21)
2-5B-2: PURPOSE; APPROVAL OF PROPOSALS:
A. Duties And Responsibilities: The housing commission shall monitor and evaluate city
housing needs and shall make recommendations to the city council as to how those
needs can be met. In furtherance of this mission, the housing commission's duties
and responsibilities shall include, but not be limited to, the following:
1. To contribute as appropriate in the planning, coordinating and review of housing
development;
2. To conduct public hearings to ensure meaningful citizen input in the planning,
implementation and assessment of the city's housing programs;
3. To provide for and encourage the participation of low and moderate income persons in
the planning, implementation and assessment of housing programs;
4. To provide input into the community planning process and to assist in accomplishing a
coordinated and consistent housing development program of the city in accordance with
present and future housing needs;
5. To request and review ongoing surveys assessing housing needs and identifying future
community housing needs, particularly the needs of persons of low and moderate
income;
6. To support the efforts of the city council and other city commissions in the assessment
of the general housing needs of the community;
7. To undertake from time to time other specific ongoing housing planning which may be
referred to it by the city council;
8. To research and recommend to the city council policies and programs facilitating the
development of affordable housing;
9. To undertake public information efforts to educate citizens of the availability of federal,
state and locally funded housing assistance programs;
10. To assist in the preparation of the housing element of the city comprehensive plan and
the annual consolidated plan;
11. To offer comment, as appropriate, on the consistency of proposed housing
development with the comprehensive plan, consolidated plan and existing city -housing
strategies.
B. Project Approval: Any proposed low rent housing project shall be subject to specific
approval by the city council and any project requiring a referendum as provided in
the code of Iowa shall be submitted to the voters of the city in accordance with the
code of Iowa.
C. Monitor Housing Program; Conduct Hearings On Grievances: The housing
commission shall monitor the city's housing program and conduct hearings on
grievances which arise out of the operation of such program except in the area of

D. Additional Duties: The housing commission shall undertake such additional duties,
with regard to the housing trust fund, as are specified in this code. (2007 Code § 15-
22)
2-5B-3: MEMBERSHIP; VACANCIES; QUALIFICATIONS:
A. Membership: The housing commission shall be comprised of ten (10) members.
B. Term Of Office: Appointments shall be for a term of three (3) years.
C. Vacancies: Vacancy caused by death, resignation or otherwise on the commission
shall be promptly filled by the city council for the unexpired term of office.
D. Manner Of Selection: At least three (3) members of the commission shall be selected
specifically on the basis of experience in real estate development, banking, finance,
accounting, funds management or other related areas of expertise.
E Member Receiving Rental Assistance: One member of the commission shall be a
person who is a recipient of tenant based rental assistance under section 8 of the
United States housing act of 1937 (42 USC 14370 whose name appears on a lease
of section 8 property and who is eighteen (18) years of age or older. If such member
ceases to be a recipient of rental assistance under section 8, the term of such
member shall be deemed terminated and a new member who meets the
requirements of this subsection shall be appointed for the remainder of the term
(2007 Code § 15-23)
2-5B-4: MEETINGS:
A. Frequency Of Meetings: The housing commission shall meet not less than monthly.
B. Attendance Of Members: Members of the commission shall attend at least two-thirds
(2/3) of all regularly scheduled and held meetings within a twelve (12) month period. If
any member does not attend such prescribed number of meetings, it shall constitute
grounds for the commission to recommend to the city council that the member be
replaced. The attendance of all members shall be entered upon the minutes of all
meetings.
C. Minutes Filed With Clerk: The housing commission shall file with the city clerk a copy
of the minutes of each regular and special meeting of the commission within ten (10)
working days after each such meeting. (2007 Code § 15-24) `
2-5B-5: COMPENSATION:
All members of the commission shall serve without compensation except for
reimbursement of necessary expenses. (2007 Code § 15-25)
2-5B-6: INTERNAL ORGANIZATION AND RULES:
The commission may adopt rules and regulations to govern its organizational
procedures as it may deem necessary and which are not in conflict with this article.

2-5B-7: PROCEDURES FOR OPERATIONS:
All administrative personnel, accounting, budgetary and procurement policies of the city
shall govern the commission in all of its operations. (2007 Code § 15-27)
