During Commission discussion, concerns were raised regarding the lack of a secondary access for a subdivision of this magnitude. When fully developed, Silver Oaks Estates and the other existing subdivisions in the area will have 162 lots with a single access at Elmwood Drive and U.S. Highway 61/151. Therefore, the City of Dubuque Zoning Advisory Commission urges the Dubuque County Zoning Commission to facilitate Royal Oaks Development in obtaining a secondary emergency access to Silver Oaks Estates Subdivision.
