Lyons Interpretive Center INTRODUCTION This memo transmits a Preserve America grant application for the Mines of Spain Interpretive Exhibit and Education Program E.B. Lyons Interpretive Center, for the City Council's review and approval. A resolution in support is enclosed. DISCUSSION The Friends of the Mines of Spain is asking for the City of Dubuque to serve as the sponsor for this grant application. The Preserve America matching-grant program of the National Park Service (NPS) provides funding to designated communities to support preservation efforts through heritage tourism, education and historic preservation planning. Dubuque was the first city in Iowa designated as a Preserve America Community. The City of Dubuque owns the existing E.B. Lyons Interpretive Center at the Mines of Spain. The Iowa Department of Natural Resources (IDNR) operates the Center and owns and manages the 1,380 acre Recreation Area. The Friends of the Mines of Spain is anon-profit corporation that assists the Mines of Spain Park Staff in the administering of the Mines of Spain and the Interpretive Center. The E.B. Lyons Interpretive Center serves as a visitor information center and park office for the Mines of Spain. Displays and exhibits provide information about the history and features of the park. It currently serves over 200,000 visitors annually and provides hundreds of programs for school aged children, youth groups and families. Demand for more programs and services has continued to increase over the years. The Friends group is leading a fundraising campaign to expand the current Center to include more space for interpretive and educational purposes. With expansion, many more visitors would be served and new programs implemented. The expansion would include: (1) Amulti-purpose room for programs, special events and meetings; (2) A biology lab and classroom for visitors and school programs ranging K-12; (3) Creation of Preserve America Grant Application -- Mines of Spain page 2 new exhibits and displays for visitors to explore the science and history of the region; and (4) A library/reference room to house field identification books, historic documents, DVDs, videos, and .reference materials. The $1.5 million 6,300 square foot expansion will double the size of the Center and make it ADA accessible. The Mines of Spain Interpretive Exhibit and Education Program will help create a major interpretive exhibit and education program which tells the story of the Mines of Spain in a variety of formats: curriculum-based field studies for school groups, workshops, seminars, publications (brochures, tour guides, maps), educational materials, indoor and outdoor exhibits, signs, audio-visual materials, electronic media (enhanced website). The project will update and expand existing interpretive and: educational exhibits, displays, facilities and materials, focusing on raising awareness, appreciation, and stewardship of the park's historic and natural resources. BUDGET IMPACT The total project budget is $300,000, with $150,000 from the Preserve America grant. The City is not obligated to provide any match; however, if the grant is awarded, then the City must upfront $150,000 in direct costs for the project design and construction. If the City Council declines to approve the application's submittal, it will be withdrawn. Briefly summarize your project emphasizing the primary objectives and results. (Your summary must fit in the space provided. Use at least a 10-point font.) The 1,380 acres of the Mines of Spain State Recreation Area includes woodlands, prairie, and blufflands that overlook the Mississippi River along a 3 mile shoreline. This National Historic Landmark preserves rare riverfront habitat and also contains thousands of years of human history dating from the early Mississippian period through the early 20~h century. At the heart of the Mines of Spain is the E.B. Lyons Interpretive Center which opened in 1976. This unique structure was architecturally designed to blend into the natural setting of wooded prairie and bluffland. Most important, it has served as a focal point for environmental and cultural educational programs and interpretive activities at the Mines of Spain for over 30 years. It currently serves over 200,000 visitors annually and provides hundreds of programs for school aged children, youth groups and families. Colleges in the Dubuque area such as University of Dubuque, Loras College, Clarke College as well as the University of Wisconsin in Platteville utilize the Center for their students. Demand for more programs and services has continued to increase over the years. Burgeoning interest in the rich history of the area and growing awareness of the significance of the Mississippi River and its watershed has created greater demands on the Center. Continued success and growth in interpretation and education are significantly inhibited by current space limitations. The City of Dubuque owns the existing structure. The exhibits would be focused in the area of the existing offices and the new atrium, multi-function room, classroom and archival area. A schematic drawing of the expanded and renovated Interpretive Center is attached. 3. PROJECT DESCRIPTION AND BUDGET Applicants are strongly encouraged to provide answers in the spaces provided. A. Describe the historic resources affected by the project, including whether they are listed in the National Register of Historic Places and/or designated at the State or local level. The Mines of Spain was dedicated as a State Recreation Area in 1981. The Mines of Spain Area Rural Community Archeological District, Lead Mining Community Archeological District, and Prehistoric District, and the Dubuque Trading Post--Village of Kettle Chief Archeological District were listed in the National Register in 1988. In 1993, the area was designated as a National Historic Landmark. Julien Dubuque Monument was listed in the National Register in 1988 and was designated as a City landmark in 1993.The park is a National Wildlife Federation Urban Sanctuary, a Watchable Wildlife Area, a nationally Important Birding Area, and contains the 600-acre Catfish Creek State Preserve. It is a Silos and Smokestacks National Heritage Area afFliate and a National Scenic Byways Interpretive Center. The earliest known inhabitants of the Mines of Spain were the Mesquakie. Their village was located at the mouth of Catfish Creek, just south of where the Julien Dubuque Monument now stands. From this site, they Mesquakie carried on a fur trade with French voyagers. They also worked the lead mines for many decades dating back to before the Revolutionary War. There is also evidence of prehistoric Native American cultures, some dating back as much as 8,000 years. Mounds, village sites, rock shelters, trading post sites, and campsites dot the landscape. Julien Dubuque was the first European to settle in what is now Iowa in 1788. In 1796, he received a land grant from the Governor of Spain, which gave him permission to work the 189-square mile area owned by Spain and known as "Mines of Spain." The Julien Dubuque Monument, built in 1897on the site where Dubuque was buried, sits high above the River and provides the "Landmark" for the Mines of Spain. Lead mining was a major part of this area's history, first by the Native Americans, and in later years (late 1830s through the 1850s) by European miners and farmers. The Civil War caused renewed lead mining activity which waned after the war, but continued until 1914. The Mines of Spain include a variety of interesting land forms, plant species and communities, animals and water types. A large portion of the area is rugged, wooded Mississippi River Bluffland. While much of the original timber along the River was logged off during the steamboat era (1865-1880), portions of the Mines of Spain were left untouched, leaving us with burr oak trees today that are over 250 years old. Portions of the park have seen diverse use over the years cattle grazing, row cropping, logging, and mining and quarrying. Other portions remain much as they were when Julien Dubuque arrived. Project Objectives • How will the proposed project enhance heritage tourism in the community and help preserve its historic resources and cultural assets? The E.B. Lyons Interpretive Center serves as a visitor information center and park office for the Mines of Spain. Displays and exhibits provide information about the history and features of the park. A bird and butterfly garden, native prairies, woodland flower gardens, hiking trails and the historic Otto Junkermann farm site are just some of the many attractions at and around the Center. The expansion of the Center represents a major effort to preserve and maintain one of the most valuable resources in the area. Some of these resources include 3 miles of Mississippi River shoreline, 14.5 miles of hiking trails, 5 miles of cross country ski trails, 4 interpretive trails, 252 archaeological sites, historical monuments and a variety of wildlife. It also boasts some of the most diverse ecological habitats ranging from blufflands that overlook the river to 320+ acres of tall grass prairies, 959+ acres of forested woodlands and 18 acres of wetland. It is home to 468 plant species, 37 animal species, and 213 bird species. The site features Julien Dubuque Monument, Horseshoe Bluff, Catfish Creek, and countless lead mines. With the expansion of the E.B. Lyons Interpretive Center, we envision an increase of interpretive programs, and an increase in visitation, so additional exhibits and displays would be needed. The outcome will be to provide a place for expanded education, increased experiences for the visitor and a facility for all to use in their ways. We look to create an atmosphere for heritage tourism to attract more visitors to the community and to the park. We look to create a stronger partnership with the Mississippi River Museum and Aquarium, Dubuque Audubon Society and regional school systems. The expansion and the complete renovation to the Interpretive Center will be an important asset for the area. New and updated exhibits will provide information on nationally significant historic, cultural and natural features which abound at the Mines of Spain. With the addition, the Center will be able to provide more interpretive programs, conduct biological studies, create a reference library, preserve and store artifacts, and create a facility that will have multiple interpretive and educational uses for everyone. The addition will provide a large exhibit area for permanent and traveling exhibits for interpretation of lead mining, Native Americans, historic farming techniques, and natural habitat. The expansion will include an entrance to the Center with a welcome area and ADA compliant restrooms, as well as an outdoor courtyard. The welcome area will be open all year -- even when the Center is closed. It will include a large regional map of the area depicting the many diverse geographical features of the area. It will also provide maps to the hiking trails and landmarks located on the 1,380 acre Recreation Area. An audio visual component will be in place to assist the visitor in selecting specific areas of interest in the region. This expansion benefits heritage tourism in the community by: providing a welcome area with restrooms where currently none exists; providing information on the Mines of Spain Recreation Area and its resources; and providing materials on the nearby Mississippi River Museum, the many historical sites in the Dubuque area and recreation opportunities for the visitor. The Mines of Spain Exhibit and Education Program will enable individuals, school groups, tour groups, and people of all ages to enjoy and explore the park's prehistoric, historic, cultural and natural features while instilling appreciation for preservation of these historic and archeological resources and cultural assets. • Describe how the project meets the goals of the local or statewide preservation plan, heritage tourism plan, or other plan(s) that address heritage tourism and cultural resources. Identify the specific goal(s) and plan(s) and state when they were developed and adopted by the community. The Mines of Spain Exhibit and Education Program implements goals in the IDNR's Mines of Spain Long Range Plan. The project meets several goals of the IDNR's 2006 State Conservation and Outdoor Recreation Plan. The Mines of Spain Exhibit and Education Program also supports goals and objectives of the City of Dubuque's 2002 Comprehensive Plan's Cultural Arts Element and Environmental Quality Element. This project fulfills six out of the seven goals in the 2006 Iowa Great River Road Corridor Management Plan. The portions of these plans that pertain to this project are described in the Supplemental Information attached to this application. The Friends of the Mines of Spain is anon-profit corporation organized to inform and educate the public on nature, ecology, conservation, greenbelt concept, natural history, archeology, and current events pertaining to the Mines of Spain. The Friends group assists the Park Staff in the administering the Mines of Spain and the Interpretive Center. Community support for the expansion has been verified through a professionally conducted feasibility study. The Friends group is continually seeking public input and involvement in the project. In 2006 there were approximately 1,200 volunteers that provided services to the Center and recreation area. This number will continue to grow with an expanded facility and an increase in programs and services, increasing the amount of public involvement in the Center and recreation area. The Friends group has formed a Marketing and Public Relations Committee to gain better visibility for the Mines of Spain and the Center. The Friends group also has formed an Education and Program Committee that has enlisted key educators from the community to enhance programming and services to K-12 classes and college students, and to define and determine how schools can better use the facility. C. Project Activities -- Describe the project activities necessary to achieve the Project Objectives? List and describe all tasks and products. All grant activities must be accomplished within the grant period (generally 1 to 2 years). Fundraising Campaign: The Friends of the Mines of Spain Board of Directors will continue to coordinate and pursue local, state, federal, and private fundraising for the overall expansion project. Complete Final Design Documents: The Durrant Group has been retained to continue with the design of the addition to and renovation of the Interpretive Center. The Durrant Group is a nationally-recognized architectural firm with headquarters in Dubuque, Iowa. The Durrant Group will continue finalizing design documents for the expansion with direction from the Friends group and the IDNR. Request for Proposals /Selection of Exhibit Designer: Requests for proposals for the exhibit designer for the Preserve America grant will be developed, distributed and reviewed in accordance with National Park Service requirements. Selection of an exhibit designer will be made, and a contract awarded and negotiated. Bid Letting and Construction Contract Award: The IDNR will coordinate bid letting and contract award for construction of the addition to and renovation of the existing Interpretive Center, installation of a new well and septic system, and installation of the parking lot addition. Development of Exhibit and Educational Concepts: The selected exhibit designer will develop exhibit and educational concepts for review and approval by the Friends group, local scholars and educators, and IDNR and City staff. From the approved draft concepts, the exhibit and educational materials will be developed. Construction of the Expansion Project: The IDNR will be responsible for all project bids, construction inspection, and all construction-related activities per the 28E agreement with the Friends group. Installation of Exhibits /Implementation of Education Program: Installation of exhibits, displays and educational materials will be coordinated with the construction of the addition and the renovation of the existing structure. Implementation of the entire major interpretive exhibit and education program which tells the story of the Mines of Spain in a variety of formats and age levels will be completed when the actual building construction is finished. Personnel 8 Consultant Qualifications -- List the project personnel that will administer and any consultants that will be hired to complete the project. Describe their responsibilities and the percentage of time each will dedicate to the project. Describe the criteria that will be used to competitively select consultants for their services. All Federal grants require consultants to be competitively selected (please see page 3 the guidelines for more information). Laura Carstens, Planning Services Manager with the City of Dubuque will serve as the project administrator. The City of Dubuque has a 28E agreement with the IDNR for administration of the Center. Carstens will work closely with the IDNR park staff at the Mines of Spain, the Friends of the Mines of Spain's Board of Directors and their Education and Program Committee to solicit proposals for exhibit designers, recommend an exhibit designer, negotiate a contract, and coordinate meetings with he selected exhibit designer to review exhibit and educational concepts with the Education and Program Committee, and IDNR and City staff. She will also work with the exhibit designer(s), the IDNR staff, Education and Program Committee, the Friends Board of Directors, and the Durrant Group as the exhibit and educational materials are developed and installed. Her percentage of time that will be dedicated to the project is estimated at 10%. Melvin Pacovsky (or his designee) will be the IDNR construction inspector and will be the project site and construction manager for the IDNR, per the IDNR 28E Agreement with the Friends of the Mines of Spain. Mr. Pacovsky is an IDNR employee. His involvement in the Preserve America grant portion will be on an as needed basis during construction to ensure adequate and timely communication with his role as construction manager for the IDNR. His percentage of time that will be dedicated to the project is estimated at 10-15%. Wayne Buchholtz is Park Ranger at the Mines of Spain, and an IDNR employee. He works with local schools and colleges His percentage of time that will be dedicated to the project is estimated at 10-15%. Kevin Eipperle is Managing Principal with the Durrant Group. He has been and continues to be the lead architect retained by the Friends of the Mines to design the expansion and renovation project. His involvement in the Preserve America grant portion will be on an as needed basis during design to ensure adequate and timely communication with his role as lead architect for the Durrant Group. His percentage of time that will be dedicated to the project is estimated at 5-10%. Exhibit Designer(s) -- to be selected. Selection of the exhibit designer(s) for the Mines of Spain Exhibit and Education Program will be done in accordance with National Park Service requirements. The percentage of time that will be dedicated to the project by exhibit designer(s) is estimated at 40% based on the designer(s) having other clients at the same time as they are engaged in the Mines of Spain project. The Board of Directors of the Friends of the Mines of Spain will be involved review and approval of the final designs for the exhibits and educational materials. The Board of Directors is leading the private fundraising campaign, and has a 28E agreement with the IDNR for the design and construction of the expanded and renovated Center. The percentage of time that will be dedicated to the project by the Board of Directors is estimated at 2%. The Education and Program Committee of the Friends of the Mines of Spain will be involved in the preliminary and final design and development of the exhibits and educational materials for the Mines of Spain Exhibit and Education Program. The Committee review preliminary exhibit and educational concepts, and then select final decisions for Board review and approval. The Committee also will be involved as the exhibit and educational materials are developed and installed. The percentage of time that will be dedicated to the project by the Education and Program Committee is estimated at 10%. List the secured sources and amounts of the required dollar-for-dollar non-Federal match, which can be cash, donated services, or use of equipment. Federal appropriations or other Federal grants may not be used for match, except Community Development Block Grants (CDBG) grants from the Department of Housing and Urban Development. All non-Federal match must be used during the grant period to execute the project. If the match is not secured, explain how it will be raised. Community support for the expansion has been verified through a professionally conducted feasibility study. The study concluded that the current space is inadequate to serve the increasing demand for programs in watershed education, environmental conservation and resource management. This support is being secured primarily through financial donations towards the project. The IDNR will staff the expanded facility, pay all operating expenses and maintain the building when completed. The Friends of the Mines of Spain will continue to contribute volunteer help as needed and provide additional funds through memberships, special projects and donations. Identify the specific goal(s) and plan(s) and state when they were developed and adopted by the community. The Mines of Spain Exhibit and Education Program implements goals in the IDNR's Mines of Spain Long_Range Plan. The project meets several goals of the IDNR's 2006 State Conservation and Outdoor Recreation Plan: ^ Tie recreational opportunities with other attractions and facilities and promote these cooperatively to attract visitors, both in state and out of state. ^ Develop partnerships between various agencies, special interest groups and government organizations, state and federal, to best preserve and promote outdoor recreational opportunities. ^ Educate all ages, with an emphasis on the young, in outdoor skills and stewardship ethics. ^ Manage lands and waters of various ecological communities and landforms carefully as nature preserves to be left in their present state, studied and appreciated by present and future generations. • Recreational developments should be appropriate uses of the particular land area and should incorporate the needs of protecting sensitive natural areas. ^ Need to define and preserve areas to remain primitive, areas that are resources to the state, nation and world. Protect representative landscapes in each landform region. ^ Focus on education of Iowans in order to increase the awareness and the appreciation of our natural resources. This includes everyday citizens and professionals in recreation and land management. ^ Need to develop and renovate existing facilities to ensure there is equal access for all users (person with disabilities) and ensure that all new projects will provide equal access. Need to focus not only on new developments, but minimizing the deterioration of existing facilities and ADA compliance of existing facilities. ^ Future recreational opportunities should focus on attracting people of all ages to Iowa and promote improving the health and wellness of Iowa. The Mines of Spain Exhibit and Education Program also supports goals and objectives of the City of Dubuque's 2002 Comprehensive Plan as follows: Cultural Arts Element Goal 6. To safeguard the cultural and historic resources of the community as critical to the quality of life and the attractiveness of Dubuque. Objectives: 6.1 Promote the preservation of historic buildings and architectural resources in the community. 6.2 Educate the community about the benefits of historic preservation to the community's quality of life, economic development efforts, tourism and tax base enhancement. 6.3 Explore, preserve and interpret for present and future generations, the history of Dubuque and the Mississippi River. 6.4 Increase appreciation, education, technical assistance and funding for the community's historical and architectural heritage. Environmental Quality Element Goal 7. To promote the protection, preservation and enhancement of the biodiversity of the city's bluffs, prairies, wetlands, waterways and all natural areas. Objectives: 7.1 Identify, restore, and protect areas of rare, native and sensitive habitat (including prairies and woodlands) with concern to the evolving understanding of management techniques. 7.2 Encourage environmentally appropriate public use of, and access to, the community's bluffs, wetlands and waterways. 7.3 Enhance protection and restoration of these sensitive areas as development and redevelopment occurs, including along the riverfront. This project fulfills six out of the seven goals in the June 2006 Iowa Great River Road Corridor Management Plan: ^ It will increase the identification and protection of the resources along the Great River Road. ^ It will expand local citizen awareness of the resources and importance of the Great River Road. • It will provide new travel experiences through effective interpretation and promotion of the Great River Road - by encouraging exploration and interpretation of the statewide natural resources. ^ It will increase information services to residents and organizations -with maps, audio visual options and the vast variety of program resources the rest of the Center will provide. ^ It will foster alliances with other organizations that are interested in the future of the Great River Road and develop partnerships as well - by sharing information on these organizations and encouraging the visitor to utilize their resources. ^ It will continue to identify and build the many volunteer opportunities for individuals and organizations - by increasing the number of volunteers that provide services to the Center and Recreation Area. The Friends group has formed a Campaign Cabinet to undertake acommunity-wide fundraising campaign for the $1.5 million expansion and renovation project, raising $80,778.09 in pledges, $9,000.00 in donations, and volunteer hours valued at $52,259.50 to date. The Friends group has formed a Marketing and Public Relations Committee to gain better visibility for the Mines of Spain and the Center. The Friends group also has formed an Education and Program Committee that has enlisted key educators from the community to enhance programming and services to K-12 classes and college students, and to define and determine how schools can better use the facility.
