SUBJECT: Purchase of Replacement Refuse Collection Vehicle
Public Works Director Don Vogt is recommending the purchase of a six cubic yard
refuse collection vehicle form Elliott Equipment for $59,138 to replace an existing
vehicle.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Purchase of Replacement Refuse Collection Vehicle
INTRODUCTION
The purposes of this memorandum are to provide information and request your
approval of the purchase of a six (6) cubic yard refuse collection vehicle to replace
#3406.
BACKGROUND
The Public Works Department's approved FY07 budget contains an appropriation of
$86,840 for the purchase of a replacement for #3406, a 1992 small refuse collection
vehicle used year round to collect solid waste setouts on streets and alleys too narrow
or difficult to serve with our much larger, twenty cubic yard vehicles. Bid proposals were
recently solicited for a new or lightly-used unit.
DISCUSSION
The attached memorandum from Vehicle Maintenance Supervisor Kevin Cornwell
recommends that the only bid proposal received, from Elliott Equipment, be accepted.
The unit recommended for purchase, while used, only has 700 miles on it and comes
with a full warranty. At the bid price of $59,138, a $27,702 budget savings would result.
ACTION STEP
I agree with Kevin's recommendation and request your approval of same. If you do
concur with our recommendation, (request that the vehicle purchase be approved by
resolution by the City Council at its February 20th meeting.

SUBJECT: Truck Replacement Recommendation - 6701533-73410
The Fiscal Year 2007 Refuse Collection Activity budget (6701533-73410) provides
funds ($86,840) for the replacement of one 6 CY rear loading type refuse collection
packer truck. On January 30, 2007, a request for bid proposals for one new or used
unit was mailed to vendors. Only one bid was subsequently received.
The bid received was from Elliott Equipment fora 2005 Chevrolet/GMC chassis with a
NewWay Diamond Back packer unit in the amount of $59,138.00. The vehicle has only
700 miles on it since it was used solely as a demonstration unit. The unit will come with
a new factory warranty on both the chassis and the packer body. It is my
recommendation to award a purchase contract to Elliott Equipment for this unit.

RESOLUTION APPROVING THE PURCHASE OF A REFUSE COLLECTION
VEHICLE TO REPLACE #3406
Whereas, the City Manager recommends the purchase of a refuse collection
vehicle from Elliott Equipment, for a purchase price of $59,138.00, to replace
#3406;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. The purchase of a refuse collection vehicle from Elliott
Equipment for a purchase price of $59,138.00 is hereby approved.
