* Three-year (2007-2010} 402 Traffic Safety Grant (Traffic Services)
* One-year (2007-2008} 410 Traffic Safety Grant (Alcohol Related)
Chief of Police Kim Wadding recommends City Council approval of the Iowa Governor's
Traffic Safety 402 traffic services grant ($30,644.04} and the 410 alcohol-related grant
($27,830). The 402 traffic services grant is a three-year grant beginning October 1,
2007, and ending September 30, 2010, with the first two years providing 100°I° of the
program funding and the third year providing 75%. The 410 alcohol-related grant is a
one-year grant beginning October 1, 2007, and ending September 30, 2008.
These two grants provide the opportunity for the Police Department to strengthen its
traffic safety efforts by supplying overtime costs, equipment, and supplies for an
effective traffic safety program.

SUMMARY:
The Dubuque Police Department is committed to providing the utmost in traffic safety
through effective and constructive means. To continue our work, the Dubuque Police
Department is requesting funding for overtime hours focused on traffic enforcement and
prevention. The overtime hours will be used for selective enforcement of moving
violations as they relate to motor vehicle accidents. Two highlighted areas will be
speed and stop sign violations. The funding includes 536 overtime hours for selective
enforcement projects. The total overtime cost is $21,024.04. Additionally, our request
includes travel-related expense for training ($1,000.00), promotional materials
($700.00) for various traffic safety awareness campaigns, and equipment costs
($9,600) for a total request of $30,624.04.
For the past years, the department has been provided funding through the Governor's
Traffic Safety Bureau for focus on the awareness and dangers of the impaired driver.
Through this combined education and enforcement effort, the Dubuque Police
Department was successful in fulfilling its awareness pledge while incorporating many
new and innovative promotional campaigns all highlighting traffic safety. This current
proposal extends this strategy into police services for all traffic safety concerns.
Through careful analysis of our motor vehicle accidents, our intent is to focus specific
attention to the reduction and elimination of traffic accidents at high-risk intersections.
Using our past success of selective enforcement and education awareness, we are
confident we will be successful.
OVERVIEW:
The Dubuque Police Department consists of 94 sworn officers and nine civilian staff.
The City of Dubuque is located in the northeast portion of the state along the
Mississippi River and has a population of 57,031. Dubuque serves as the county seat
for Dubuque County with a total county population of 89,387. Highways intersecting in
Dubuque include Highway 20, Highway 61, Highway 151, and Highway 52.
PROBLEM STATEMENT/NEEDS ASSESSMENT:
As we review the Iowa Problem Identification Report by the Governor's Traffic Safety
Bureau (FFY07), the report shows Dubuque County ranking 8th of the 99 Iowa counties
for the overall importance of the highway safety problem. With the City of Dubuque
containing a significant amount of the population, we play a major role in improving the
ranked position through effective and prudent traffic safety measures. Additionally,
Dubuque County ranks significantly in other key areas. They include:

The Federal Funds requested serve to strengthen both our enforcement and education
effort. The overtime request funds 960 hours of overtime to supplement speed, stop
sign, and seat belt selective enforcement specifically for the high incidence
intersections. Enhancement of speed enforcement through the purchase of new radar
units helps to increase our speed enforcement efforts by allowing us to more accurately
and precisely measure speeds on our major highways. The roadways are heavily
traveled and the new radar units enhance our fleet strength to do multiple speed stops.
Finally, our request focuses on traffic safety education. With our seat belt usage
current rate of 89.5%, as of August 26, 2006, we realized the importance of such a
visible and proactive approach to promoting a safe and comprehensive program.
Through the use of these grant funds, our hope is to achieve a seat belt compliance
rate of 95%.
OBJECTIVES:
1. Develop a monthly report and monitor the traffic accident to citation-
issued ratio, to decide if this ratio is consistent given improved accident
investigation technique.
2. Reduce the total number of injury crashes by 5°l0.
3. Increase occupant restraint use to a consistent rate of 95°l° during the
next three years.
4. Increase child restraint usage through specific traffic safety saturation
patrol.
5. Conduct specific traffic saturation patrols regarding speed, stop light/sign,
seat belt, alcohol and child restraint violations.
6. Initiate a minimum of twelve public information releases.
METHODS:
1. Through the specialized accident investigation training, each patrol shift will
have improved investigative talents to utilize. In addition, the Accident
Investigation Report will include a specialized section outlining those
accidents not receiving citations and the reason(s). The report is to be
submitted by the Traffic Safety Patrol Lieutenant and forwarded to the office
of the Police Chief with any recommendations related to:

^ Observations regarding traffic engineering/ordinance improvements
2. Reduce overall accidents by using enforcement methods of directed
patrols for motor vehicle moving violations primarily related to speed and
stop sign violations during peak traffic hours. Peak hours include:
a} 7:00 A.M. to 9:00 A.M.
b) 11:00 A.M. to 1:00 P.M.
c) 3:00 P.M. to 7:00 P.M.
3. Occupant restraint use will continue to be highlighted through effective
enforcement and the use of several media promotional features.
4. Working closely with area medical offices, help promote the use of child
restraint devices. Enforcement of child restraint violations will become a
separate selective enforcement project.
5. Traffic safety will be highlighted during the Fourth of July, Labor Day,
Thanksgiving, Christmas, New Year's, and Memorial Day in media news
releases and other promotions.
EVALUATIONS:
Evaluation of the project will be accomplished in a variety of ways. Those include:
1. For the first year of the project, traffic fatalities and serious injuries
statistics will be compiled and compared with traffic fatalities and serious
injuries from the three-year baseline average. In the second and third
year, annual fatalities and serious injuries will be compared with the total
for the previous year and also with the three-year baseline average.
2. All traffic violations will be compiled, both moving and nonmoving.
Additionally, all citations issued because of a motor vehicle accident are
recorded and documented as to type and compared to the overall AI
(Accident Investigation) ratio and reported on the Traffic Investigation
Report. The report will also include any observations regarding traffic
engineering/ordinance improvements.
3. Occupant restraint compliance will be surveyed at six different locations
throughout Dubuque. A minimum of three occupant restraint surveys will
be conducted starting at the beginning of the contract year with one at the
end. A minimum of 300 vehicles per intersection will be observed for
compliance.

focused on preventing the operation of motor vehicles by intoxicated drivers,
decreasing alcohol-related traffic injuries and fatalities, and increasing the use of
occupant restraints.
The funding requests 200 overtime hours for selective enforcement projects at a cost of
$6,930, five in-car video systems at a cost of $20,000 and two Preliminary Breath Test
devices at a cost of $900. For the past several years, the police department has
received funding through the Iowa Governor's Traffic Safety Bureau to focus on the
awareness and dangers of the impaired driver. Through this combined education and
enforcement effort, the Dubuque Police Department has been successful in fulfilling its
awareness pledge while incorporating many new and innovative promotional campaigns
all highlighting traffic safety. This current proposal continues this strategy. Our intent is
to focus specific attention towards the reduction of motor vehicles operated by
intoxicated drivers, reduce injury and fatality accidents, and increase the usage of
occupant restraint devices, Using our past success of selected enforcement and

The Federal Funds requested serve to strengthen our enforcement and educational
effort. The overtime funds 200 hours of overtime to supplement OWI enforcement
during peak hours. The request allows for the purchase of two additional Preliminary
Breath Testing units that upgrade and/or replace older models. Additionally, the grant
helps to purchase five in-car video systems. The in-car video systems are an effective
tool and provide a measure of accountability for both the police officer and the public.
The in-car video systems facilitate the collection of evidence for criminal prosecution or
complaint investigation and can be used by the department as a training tool for officer
safety and best practices.
The Dubuque Police Department has 19 marked patrol units. Coupled with this year's
purchase of four digital video in-car systems along with the digital system computer
backbone, our continuing goal is to purchase five digital units in FY2008 and six units in
FY2009 until all patrol units are outfitted. The digital in-car video system adds efficiency
and proficiency in capturing, storing and retrieving the in-car video images.
Finally, our request focuses on traffic safety belt usage. As of August 16, 2006 we
experienced a safety belt usage rate of 89.5% and realize the significance of having a
visible and proactive traffic safety component related to safety belt usage awareness
and enforcement. Through the use of these grant funds, our hope is to achieve a seat
belt compliance rate of 95%.
OBJECTIVES:

morning hours, focusing on preventing the operation of motor vehicles by
intoxicated drivers.
2. Increased occupant restraint use to a consistent rate of 95°to.
3. Increase child restraint usage through specific traffic safety saturation

4. Issue public information news releases after significant enforcement
events.
5. Participate in two multi-agency enforcement efforts.
METHODS:
1. Increase enforcement efforts during late night and early morning hours,
focusing on preventing the operation of motor vehicles by intoxicated
drivers. Those peak hours would be from 11:00 P.M. - 3:00 A.M.
2. Increase visibility and enforcement efforts during hours of school arrival
and dismissal times for occupant and child restraint enforcement, those

peak hours are from 7:00 A.M. - 9:00 A.M. and 2:00 P.M. - 4:00 P.M.
3. Work closely with the SAFE Kids Association and area medical offices to
help promote the proper use of child restraint devices. Enforcement of
child restraint violations will become a separate selective enforcement
project.
4. Highlight and participate in the Governor's Traffic Safety STEP projects,
especially those associated with high traffic times during the holidays.
5. Work with other area law enforcement agencies in providing at least two
joint multi-agency enforcement efforts.
EVALUATIONS:
Evaluation of this project will be accomplished in the following ways.
1. Occupant restraint compliance will continue to be surveyed through the
163, 402 and the 410 grants at six different locations throughout the City
of Dubuque.
2. Traffic stop logs will be reviewed and evaluated for each overtime
assignment completed.
3. GTSB reporting forms will be completed and filed in a timely manner.
4. Traffic statistics will be kept and shared with the public through news
releases regarding the joint multi-agency enforcement efforts.

INTRODUCTION:
The purpose of this memo is to seek approval for the above two federal traffic safety
grants administered by the Iowa Governor's Traffic Safety Bureau. Although similar, the
two grants differ in traffic safety focus and length.
The 402 traffic services grant is a three-year grant beginning October 1, 2007 and
ending September 30, 2010. This grant replaces a current traffic services grant that
began October 1, 2004 and ends September 30, 2007. As with the current grant, the
new 402 traffic services grant provides 100% funding for our general traffic safety
program for the first two years with shared funding for the third year, 75% from the
Governor's Traffic Safety Bureau and 25% from the city. The grant provides traffic
safety overtime hours for special projects, traffic safety training and related travel,
promotional materials, bike helmets, child safety and booster seats, two speed radar
systems, and two preliminary breath test instruments. The grant amount is $30,624.04.
The 410 alcohol related grant is a one-year grant scheduled to begin October 1, 2007
and end September 30, 2008. The 410 alcohol related grant is specifically focused
toward the impaired driver and its relationship with decreasing alcohol-related traffic
injuries and fatalities and increasing the use of occupant safety restraints. The 410
alcohol related grant provides funding for overtime hours for selective traffic
enforcement projects, five in-car video systems, and two preliminary breath testing
instruments. The grant amount is $27,830.
BACKGROUND:
The Iowa Governor's Traffic Safety Bureau (GTSB) is the state agency chosen to
administer federally funded 402 and 410 highway safety funding. The 402 highway
safety funds are federal highway funds designated to help communities initiate
comprehensive programming to address ongoing traffic safety and services concerns.
Those concerns include traffic issues related to alcohol, occupant protection, police
traffic services, speed, emergency medical services, traffic records, roadway safety,
motorcycles and pedestrian/bicycle safety.
The 410 alcohol related highway safety funds focus more specifically toward impaired
driving and its relationship with the reduction of motor vehicle accidents and increased
usage of occupant safety restraints.
DISCUSSION:
The availability of these two traffic safety grants enables the police department to
maintain its proactive approach regarding various traffic safety initiatives. If approved,
the grants provide overtime funds for special enforcement efforts related to speed, stop
sign violations, occupant protection, alcohol and other traffic safety concerns.
Additionally, the grants allow for the purchase of traffic safety educational materials,
infant and child safety seats, bicycle helmets, the purchase of new moving and
stationary radar units, in-car video systems and the purchase of new preliminary breath
test instruments used to detect intoxicated drivers.
The first two years of the three-year 402 traffic services grant the Governor's Traffic
Safety Bureau funds 100% of approved funds, during the third year the expenses are
shared with the Governor's Traffic Safety Bureau providing 75% funding ($22,968.03)
and the city funding 25% ($7,656.01) based upon the grant proposal amount of
$30,624.04. The 410 alcohol related grant is a one-year grant providing 100% funding
for the grant amount. The grant amount is $27,830. The due date for both grants is
February 28, 2007.
RECOMMENDATION:
Through the use of these two grant opportunities, the Iowa Governor's Traffic Safety
Bureau provides the opportunity for the police department to strengthen its traffic safety
efforts by supplying overtime costs, equipment, and supplies for an effective traffic
safety program. I would recommend City Council consideration and approval of both
the 402 traffic services and the 410 alcohol related grant proposals.
ACTION REQUESTED:
