Wadding Police Chief RE: Annual Liquor License Request for Gin Rickey's, 1447 Central Avenue INTRODUCTION The purpose of this memorandum is to recommend the issuance of an annual liquor license for Gin Rickey's, 1447 Central Avenue. BACKGROUND As part of the application process for a liquor license, the police department conducts a limited background check regarding persons listed as the business owner(s). Gin Rickey's identifies Joseph Hefel, 1483 Old Mill Road, and Eric Frommelt, 140 North Algona, both of Dubuque, Iowa as co-owners. On August 2, 2006, the Dubuque City Council approved asix-month liquor license for Gin Rickey's at 1447 Central Ave in Dubuque. This recommendation came after reviewing local arrest records and police involvement concerning the two applicant/owners. DISCUSSION GIN RICKEY'S (1447 CENTRAL) Since the issuance of the six-month liquor license there have been a total of 11 calls for service. Of the 11 calls, one was a burglary to a motor vehicle, two suspicious person complaints, three traffic related stops, two extra attentions, an agency assist, a tavern inspection, and a parking dispute. RECOMMENDATION The six-month liquor license is nearing expiration and the owners are requesting an annual liquor license. Based upon a review of the above business, the calls for service, and no arrest history additions for the owners, we would recommend approval of an annual liquor license for the establishment of Gin Rickey's, 1447 Central Avenue.
