During the past approximate 18 months our family had been considering a fitting
memorial to our sister, Kris Ann Mozena McNamer, as well as, a community asset to be
enjoyed by fellow Dubuquer's and visitors alike. After considerable research and
discussion, we identified the Tri-State View pavilion at Eagle Point Park as an ideal
location for an architecturally correct facility to compliment the architectural beauty of
the pavilions constructed in the 1930's under the direction of Alfred Caldwell. As you are
aware, the existing facilities are known nationally for their prairie style and are a
destination for visitors to Dubuque.
With a vision in hand and an acknowledgement that the existing pavilion was in need of
enhancements, we commissioned the services of Jeff Morton, Architect. Over the course
of several months of design and cost estimates we have finalized and delivered a plan and
budget to city staff.
The cost estimate for the new facility exceeds $550,000.00 as estimated by Maryville
Construction, the contractor for Premier Bank, Asbury office. The project details use of
local stone (Becker and Becker), Windows (Eagle), and local craftsmanship similar to
that found in the existing park facilities. We invite you to view the plans provided which
are will; the City manager.
We are pleased, as a family and in recognition of our sister, to provide the city with a gift
of $250,000.00 to be used for costs associated with the construction per the plans and
specifications provided. This amount is in addition to the $10,000.00 in architect fees.
It is very important to our family the pavilion be constructed in 2007 for personal
reasons. We understand the City has many priorities, budget limitations, or may even
wish our funds be used for other purposes, however, we have decided the new pavilion
provides an appropriate memorial to be enjoyed today and for generations to come. We
challenge your creativity to take advantage of our gift.
We respectfully request city council consideration of our gift and direct city staff to make
every effort to find complimentary funding sources to result in another destination for
enjoyment at Eagle Point Park. We eagerly await your direction to result in a 2007
construction.
