The Community Development Advisory Commission has reviewed the Council's Fiscal
Year 2015 budget allocations and revised funding recommendations for the Purchase of
Services Grant (PSOG) applications to match funds available in the FY15 budget.
Discussion
The City Council reviewed funding for the FY15 Purchase of Services Grants at their
budget hearing on Thursday, February 20th. The FY 2015 budget recommended
$10,000 in Community Development Block Grant Funds (CDBG) and $43,789 in
General Funds for a total of $53,789 for Purchase of Services Grant Funding. The
Commission's previous recommendations exceeded the available funding and the
Commission is submitting a revised funding recommendation.
The Commission reviewed funding options for the Purchase of Services Grant
applications at their meeting on March 19, 2014. As summarized below, the
Commission recommended funding for the same ten programs based on the
applications rank and the need for the services in the community. The commission
recommended continuing Community Development Block Grant funding for Project
Concern 2-1-1 Information & Referral Program ($10,000). Funding recommendations
for the remaining nine programs were reduced by 20% to result in the budgeted amount
of $43,789 for General Funds. This results in a total funding level for the budgeted
amount of $53,789. The revised funding for the agencies is summarized below:

Three applications did not receive ranking because the City Council agreed to fund
these agencies for three years beginning in FY13: Four Mounds HEART program for
$5,000; Matter (formerly Dubuque Art Center) for $15,000; and Opening Doors for
$15,000. These amounts are shown separately.
Action Step
The Commission recommends the Council approve the recommended funding for the
FY 2015 Purchase of Services Grant applications and proceed with awarding contracts
to the agencies.
