APPROVAL OF MINUTE:R John Markham made a motion to approve the minutes of the 11/26/01 meeting with the correction of the annual parking rates to $265 and $330 per year. The motion was seconded by Doug Brotherton. AYES: All. NAYS: None. J).2. AIRLINF: CONCESSION REOUB.~TR The Commission discussed Mesaba's request of September 25, 2001 and American's request of November 13, 2001 for financial concessions. The Air Service Tasldorce has discussed this at several meetings. The recommendation of the Taskforce was that some type of gesture should be made whether this be a letter of support, or a monetary reduction of fees. Amedcan suggested types of concession they were looking for, however, the Commission felt they were not able to offer a blanket percentage reduction of fees. Mike Van Milligen, attending a yearly Air Service Taskforce meeting, proposed waiving their September expenses. The Commission discussed this would be nearly $9,800. Teri Goodmann made a motion to follow the recommendation of the Air Service Taskforce and offer to waive all baggage claim fees for the months of September, October, November and December. This was seconded by John Markham. AYES: All. NAYS: None. 03. REVIEW OF THE AIRPORT COMMISSION GOALS The Commission discussed the review. Various Task Fome members will review goals in their area and discuss them with the new Airport Manager to formulate an update on each goal. At the next meeting a goal session of 20-40 minutes will follow the meeting. 04. FIRST MONTH GOALS FOR THE NEVV AIRPORT MANAGER The Commission established these items as first month goals for the new airport manager. a. Review of the Airport Commission goals. b. Attend his introductory receptions on January 10 and 16th, and appearance at the City Council meeting on January 7th' Meet with two former Airport Chairs for updates. Meetings with Staff. Meeting with each Commissioner. Meet CMT and become familiar with the Terminal Feasibility Study. Tour of City Hall and lunch arranged by Randy Peck, John Markham will attend the luncheon. 0~. AIRPORT CONSTRUCTION UPDATES The Commission agreed they would use last year's budget presentation with updated figures. 06. DICUSSION OF VISIT TO NORTHWEST AIRLINES The Commission agreed a visit to Northwest would be beneficial and asked Ted Goodmann to check on dates in February available for Rick Dickinson to join the Commission. 07. TASK FORCE REPORTS Doug Brotherton reported he had talked with Rich Hansen of Great Lakes and discussed the past due account. Doug tded several times recently to reach him but was unsuccessful. The Commission decided to refer the matter to Tim O'Brien, asking him to write for a payment schedule. Doug will be contacting Tim with the Commission's request. REPORT ON PURLIC CONTRACT CODE CONFERENCI= Peggy Dickson reported on the conference she, along with several other department members, attended. The meeting was informational in the review of Iowa Public Bidding law. The City Clerk is currently working with the Finance Director on a checklist that can be utilitized by any City Department to make sure that all steps in letting public contracts are understood. The Commission stated they will adopt this checklist as a part of their procedures. 09. fi'I-YEAR PART '139 SAFETY RECOGNITION FOR AIRPORT STAFF Ted Goodmann moved to recognize the efforts of the staff in achieving the 11-year Part 139 Perfect Safety Record. With the multitude of events in the past few months operating without a manager, and working through the events of September 11, 2001, the Commission wanted to thank Bob Boleyn and Gordy Vetsch for their great job as Co-Acting Airport Managers. The Commission said it was a testimony to the work of staff that the Airport has achieved this record even during events this past year. t0_ CHUCK CLAYTON REOUEST TO ADRESS THE COMMISSION Chuck was not present at the meeting. 11, AIRPORT MANAGER'S VEHICLE The Commission discussed the use of a vehicle for the Airport Manager and what the Commission determined during employment negotiations. The Commission agreed the vehicle was to be used for City business, not personal, and was not to be driven to and from work, however, it is understood that certain circumstances could involve taking it home to leave early in the morning for a conference. Ted Goodmann made a motion the new manager make the decision on his vehicle and implement the purchase. This motion was seconded by Doug Brotherton. AYES: All. NAYS: None. .1.2. SERVICE TO COMMERCIAL CARRIERS The Commission delegated to the Air Service Task Force the question of providing services of a mechanic to the airlines. Doug Brotherton said this would be a contract that would be entered into between the airlines and the mechanic. There have been informal arrangements since 1984. If the airlines choose to do a formal on-call there probably would be compensation involved. Airlines many times fly in their mechanic. The Commission will await a report from the Task Force. 13. CORRESPONDENCE There were no comments. There was no public input. Bob Boleyn informed the Commission that today he had several conversations with the FAA regarding recovering some of the September 11, 2001 security expenses. The FAA has been saying only. material expenses were covered by legislation, however, it now appears there may be some money available to cover LEO expense. This money must come out of the Airport Improvement Program (ALP) funds earmarked for Dubuque. Dubuque has to make the application immediately. With the Rehabilitation of Taxiway Charlie and Delta Lighting scheduled from this money, Bob talked with our engineers, Crawford, Murphy and Tilly (CMT), as the lighting project has not been bid. CMT felt we would not be jeopardizing the viability of the lighting project by using part of the money for security reimbursement. CMT felt the bids will come in close to or under estimates and there will be sufficient entitlement money for both AlP applications. Doug Brotherton made a motion to adjourn.
