DECEMBER 17, 2001

Michael Buelow called the meeting to order at 4:00 p.m.
MEMBERS PRESENT: John Nemmers, Leslee Spraggins, Dave Czarnecki, William
Niemann, Mike Buelow, Briana Tully, Art Sunleaf
MEMBERS ABSENT:
STAFF PRESENT: Don Vogt, Paul Horsfall, Chris Johnson
Mike Buelow completed the Certification of Compliance with the iowa Open Meetings
Law.
APPROVAL OF MINUTES:
Dave Czarnecki moved to approve the Minutes of the November 6, 2001 ESAC
meeting. Art Sunleaf seconded the motion. There were no changes or additions
and the Minutes were approved as distributed.
TEST AGENDA:
Briana Tully moved to accept the agenda. Dave Cznarnecki seconded the
motion. Motion passed unanimously.

OLD BUSINESS:
NEW BUSINESS:
1. StormwaterManagement.
Gus Psihoyos and Deron Muehring, City Engineering., introduced
themselves. Deron provided handouts to the Commissioners regarding
the stormwater management program. Deren gave a detailed
presentation to the Commissioners on the stormwater management study
up to this time. He told the Commissioners that he would take questions
at any time during the presentation.
Leslee Spraggins asked what the Engineering was asking of the
Commission? Gus stated that the Commission (as a whole or just
representation) may need to be involved during the alignment study. The
Commission asked that Engineering submit a monthly update as to the
status of the stormwater management project so they can stay informed.
Mike Buelow thanked Deron and Gus for their presentation.
2. Introduction of New Commissioner.
Mike Buelow introduced John Nemmers as the new Commissioner and
the other members of the Commission and staff welcomed him and
introduced themselves.
3. Deer.
Mike Buelow stated that he had spoken to Mary Rose Corrigan and that
the number of deer harvested stands at 122.

There was no one present to address the Commission.
CLARIFICATION OF TASKS:
Bill Niemann and Dave Czarnecki will continue to work on the memo to the City
Council regarding the deer program.
NEXT MEETING DATE:
Because the first Tuesday in January is New Year's Day, the Commissioners
agreed to not meet in January. The next meeting date is February 5, 2002.
FUTURE AGENDA ITEMS:
Deer, radon, storm water management.
ADJOURNMENT:
Art Sunleaf moved to adjourn the meeting. Bill Niemann seconded the motion. Motion
passed unanimously and the meeting adjourned at 5:05 P.M.
