SUBJECT: Petition for Drop-Off/Pick-Up Lane on 25th Street for a Licensed Child
Care Center at 2501 Jackson Street
On February 22, 2007, the Zoning Board of Adjustment granted Mr. Gary Carner, the
property owner, a conditional use permit to establish a licensed child care center at
2501 Jackson Street.
To ensure that the drop-off/pick-up area would be available during the hours of
operation for the licensed child care center, the Board's approval was with the condition
the applicant petition the Council for a dedicated drop-off/pick-up lane on 25th Street.
Planning Services Manager Laura Carstens is recommending that the request be
referred to the City Manager.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Petition for Drop-off/Pick-Up Lane on 25tH Street for a licensed child care
center at 2501 Jackson Street
Introduction
This memorandum transmits a petition from Ms. Renee Krier requesting designation of
a drop-off/pick-up lane on 25tH Street. Ms. Krier is the business owner of a licensed
child care center that will be renting the property at 2501 Jackson Street, adjacent to the
requested drop-off/pick-up lane. A site map is enclosed.
Discussion
On February 22, 2007, the Zoning Board of Adjustment granted Mr. Gary Carner, the
property owner, a conditional use permit to establish a licensed child care center at
2501 Jackson Street.
Mr. Carner's application identified an approximately 100-foot stretch of public right-of-
way on the south side of his property along 25t" Street as adrop-off/pick-up area for
parents and children. This area may be ideal for drop-off and pick-up; however, it is
public right-of-way and, therefore, anyone can park there. If cars were parked in this
area, the drop-off/pick-up would have to occur elsewhere, possibly on Jackson Street or
across 25tH Street in front of adjacent residences. This may require parents and
children to cross the street, which could pose a traffic safety problem.
To ensure that the drop-off/pick-up area would be available during the hours of
operation for the licensed child care center, the Board's approval was with the condition
the applicant petition the Council for a dedicated drop-off/pick-up lane on 25tH Street.
It is my understanding that the City Council has the ability to grant this request, and that
they have granted a similar request for St. Patrick's Church/School in the past.
Recommendation
I recommend that the City Council refer the petition for drop-off/pick-up lane on 25tH
Street for a licensed child care center at 2501 Jackson Street to the City Manager.

I, Renee Krier business owner of a licensed clu`Id care center well be renting out property at 2501
Jackson St. I'm asking for a designated drop off and pick up area located on the left hand side, which is
North side of East 25~` street. Because this would prevent parents from having to park on the opposite side
have the street. And. keep the children from having to cross Jackson street which in my option is very busy
at times.
