SUBJECT: Letter of Support for Silos and Smokestacks Grant Application
Planning Services Manager Laura Carstens is recommending City support of a Friends
of the Mines of Spain State Recreation Area grant application to the Silos and
Smokestacks National Heritage Area.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Letter of Support for Silos and Smokestacks Grant Application
Wayne Buchholz, Park Ranger at the Mines of Spain State Recreation Area, has
requested that the City Council provide a letter of support for a grant application he is
preparing to the Silos and Smokestacks National Heritage Area for:
1. The planting of grape vines in the Junkermann farm site, to re-create the vineyard
that once existed on this farm.
2. The installation of audio recorders in a relief map at the E.B. Lyons Interpretive
Center so visitors can discover where places are and what they are in the park. This
feature will assist visitors with disabilities.
The City owns the E.B. Lyons Interpretive Center and 37 surrounding acres in the Mines
of Spain. The City has committed $30,000 to the expansion of the Center. The Silos and
Smokestacks grant application is consistent with the City's commitment to the
restoration and interpretation of the community's historic and cultural resources.
A draft letter of support is enclosed. I recommend that the City Council approve the
enclosed letter, and authorize the Mayor to sign the letter on behalf of the City.

Dear Mr. Buchholz:
On behalf of the City of Dubuque, I am pleased to provide this letter of support for your
grant application to the Silos and Smokestacks National Heritage Area for:
1. The planting of grape vines in the Junkermann farm site, to re-create the vineyard
that once existed on this farm.
2. The installation of audio recorders in a relief map at the E.B. Lyons Interpretive
Center so visitors can discover where places are and what they are in the park.
This feature will assist visitors with disabilities consistent with the 2006 State
Conservation and Outdoor Recreation Plan to develop and renovate existing
facilities to ensure there is equal access for atl users.
The Mines of Spain State Recreation Area is an important cultural, historical, and
natural resource for the Dubuque community. Expanding exhibits in the park and at the
Center helps to meet the recreational and educational needs of the community, as well
as tell the story of the Silos and Smokestacks National Heritage Area.
