Van Milligen, City Manager SUBJECT: US 20 (Devon Drive to Menards) Capacity Improvements Project -Phase II, Traffic Signal and Intelligent Transportation System Improvements Iowa DOT Project No. STP-A-020-9(187)--22-31 On February 20, 2007, bids were received for the US 20 Capacity Improvements Project -Phase II. The bids exceeded available funding and it was determined that there was an error in the plan specifications. City Engineer Gus Psihoyos is recommending that all bids be rejected and that staff work with the Iowa Department of Transportation to re-bid the project. SUBJECT: US 20 (Devon Drive to Menards) Capacity Improvements Project -Phase II, Traffic Signal and Intelligent Transportation System Improvements Iowa DOT Project No. STP-A-020-9(187)--22-31 INTRODUCTION On July 7, 2006, the City Council approved (Res. 270-06) an agreement with the Iowa Department of Transportation (Iowa DOT) and the City of Dubuque (City) for the funding of the US 20 Capacity Improvements Project for the use of Iowa Clean Air Attainment Program (ICAAP) funding. Phase I of this project included the installation of fiber optic cable on US 20 from Devon Drive to Hill Street and then on various City streets from US 20 and Hill Street to City Hall. The Phase I contract was awarded to Volkens Excavating, Inc. in the amount of $189,855.00 and is scheduled to begin April 2, 2007. The project is expected to be completed in 25 working days. Phase II of this project involves camera installation and traffic signalization improvements on US 20 at the Menard's entrance, Iowa 32 (Northwest Arterial), Wacker Drive, John F. Kennedy Road, and Devon Drive. Under ICAAP funding, 80 percent (80%) or $260,370 of the total eligible project items are reimbursable. DISCUSSION On February 20, 2007, the Iowa Department of Transportation (Iowa DOT) received the bids for Phase II. After the bids were received, it was determined that the plans and specifications were incorrect. The project will be reviewed to meet the May 15, 2008 Iowa DOT bid-letting schedule. RECOMMENDATION recommend that the City Council reject all bids for the US 20 (Devon Drive to Menards) Capacity Improvements Project -Phase II, Traffic Signal and Intelligent Transportation System Improvements (Iowa DOT Project No. STP-A-020-9(187)--22- 31). The remaining City matching funds ($300,724) will be covered from the Traffic Signal Interconnect CIP and the Fiber Optic Conduit -Private Subdivisions & Miscellaneous Projects CIP. The Dubuque Metropolitan Area Transportation System (DMATS) has submitted the funding into the Transportation Improvement Program (TIP) and the Iowa DOT has submitted the funding into the Statewide Transportation Improvement Program (STIP) for authorization of the federal funds. These funds remain available for the May 15, 2007 bid-letting. ACTION TO BE TAKEN I recommend that the City Council reject all bids received through the adoption of the enclosed resolution for the US 20 (Devon Drive to Menards) Capacity Improvements Project -Phase II, Traffic Signal and Intelligent Transportation System Improvements, Iowa DOT Project No. STP-A-020-9(187)--22-31. STP-A-020-9(187)--22-31) Whereas, sealed proposals have been submitted by contractors for the US 20 (Devon Drive to Menards) Capacity Improvements Project -Phase II, Traffic Signal and Intelligent Transportation System Improvements (Iowa DOT Project No. STP-A-020-9(187)--22-31) (the Project) pursuant to Resolution No. 32-07 and notice to bidders published in the City of Dubuque, Iowa, on the 26th day of January, 2007. Whereas, sealed proposals were opened and read on the 20th day of February, 2007, by the Iowa Department of Transportation; and Whereas, the City Council has deemed it advisable to reject. all bids and re-bid the Project at a later date. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. That the bids for the above Project be rejected. Passed, adopted and approved this 5th day of March, 2007.
