MEMORANDUM
February 28, 2007
TO: The Honorable Mayor and City Council Members
FROM: Michael C. Van Milligen, City Manager
SUBJECT: Verbiage on Welcome Signs
The City of Dubuque has one modern Welcome to Dubuque sign. That sign is located
on Highway 61/151 at the Dubuque Technology Park. The sign was designed and
funded by the Dubuque Rotary Club. The sign reads, "Dubuque, Iowa, Home of
America's River."
The City budget has funding for two more new Welcome to Dubuque signs. One sign
will be on Highway 20 near Seippel Road on property provided by Mike Portzen. The
other will be on the northwest corner of Locust and the Locust Street Connector, just
before 1St Street as you enter downtown.
The City is now changing its stationary from "Dubuque, Show the Spirit" to "Dubuque,
Masterpiece on the Mississippi."
Prior to final design, staff would like to know if the City Council want "Home of America's
River" or "Masterpiece on the Mississippi" placed on the signs. Staff also wants to know
if the location on Highway 20 is acceptable.

MEMORANDUM
February 19, 2007
TO: Michael C. Van Milligen, City Manager

FROM: Gil D. Spence, Leisure Services Manage~~~
SUBJECT: Verbage on Welcome Signs
INTRODUCTION
The purpose of this memorandum is to request City Council approval of verbage to be
placed on two new Welcome to Dubuque signs.
DISCUSSION
The FY 2007 and FY 2008 C.I.P. budgets each contain funds to construct one
Dubuque, Iowa sign like the one located on Highway 61 South at the Dubuque
Technology Park.
There are two questions I would like direction on as bid documents are prepared:
1. What verbage would we like on the signs?
2. Approval of the location of the sign to be placed on Highway 20 West.
Attached is a drawing of the sign. The one at the Technology Park has
"Dubuque, Iowa
Home of America's River"
Would the City Council like to stay with that verbage or change to the new City logo tag
line "Dubuque, Iowa
Masterpiece on the Mississippi"

One sign will be located at the northwest corner of Locust and the Locust Street
Connector, just before 1st Street as you enter the downtown. The second is to be
located on Highway 20 West, replacing the old sign by Hy-Vee that has been removed.
When Mike Portzen platted his business park across from the landfill, he offered space
to place one of these signs there. This seems to be the best location for the following
reasons:
• It is on the correct side of the highway to be viewed by people entering the city.
• It is far enough out that it will be a number of years before it seems like it is inside
the city.
• This location is at an elevation where the sign will stand out and be seen. Many
areas along this section of the highway are lower than the road and would be difficult
to see.
ACTION STEP
The action requested is direction on these two items.
