Operations and Maintenance Department Manager Don Vogt has forwarded the
Floodwall Inspection Report from the U.S. Army Corps of Engineers. In every category
the City received the highest Corps rating of acceptable. In the cover letter to
Street/Sewer Maintenance Supervisor John Klostermann, the Corps of Engineers
states, "I commend you for your fine efforts in maintaining your flood control project.
Your efforts will help insure the project continues to provide the maximum amount of
flood protection. The city of Dubuque and its employees are recognized for the
excellent work."

The attached floodwall inspection report from the U.S. Army Corps of Engineers
is for your information. As you may note from the general comments in the
center of page 1, the Corps is highly complimentary of the efforts of John
Klostermann and his crews.

This letter is in reference to the Dubuque Local Flood Protection Project
Continuing Eligibility Inspection performed on November 1, 2001. The overall general
condition for the project is considered Acceptable as defmed by Public Law (PL) 84-99
project maintenance standards. The enclosed report and photographs provide details of
the inspection results.
An effective maintenance program based on PL 84-99 requirements is necessary
to insure maximum flood protection during periods of high water. Additionally, a project
in good standing remains eligible for consideration of repair assistance under PL 84-99
should it become damaged during a flood event.
I commend you for your fine efforts in maintaining your flood control project.
Your efforts will help insure the project continues to provide the maximum amount of
flood protection. The city of Dubuque and its employees are recognized for the excellent
work.
As a reminder, you are required to perform an annual interim inspection of your
flood control works. At the conclusion of your inspection, you are to send a report to this
office noting all the maintenance efforts that have been accomplished. My office should
receive the report no later than August 1, 2002. A summary of your inspection, the
maintenance work performed, and the operation of the flood protective works should be
included.
Also attached, please find a pre-addressed postage paid "Levee Inspection
Program Customer Survey" form. Please take time to complete this survey, fold, staple
and return it to this office. This survey aids us in improving our program services.

FLOOD CONTROL WORKS INSPECTION REPORT

4. Inspection Procedures Followed: Walked and drove the entire levee, discussed recent and planned improvements
5. General Condition of Flood Control Works: The general overall condition of the levee system is considered: ACCEPTABLE
General Comments: The levee system sustained some damages due to the 2001 springtime high water. APL 84-99 repair contract is underway at
the time this report is being written. The damages include loss of riprap and section loss within the 7th Street Harbor. The City has again done an
excellent job of maintenance and preventive maintenance. They patrolled the levee during the high water and took immediate action when
required.

M -- Minimally Acceptable A deficient condition(s) exists which needs to be improved by the levee owner. The inspectors' evaluation
should establish specific time periods within which the minimally acceptable performance items must be
upgraded to acceptable.
U -- Unacceptable Items, which fall into this category, will render the FCW ineligible for rehabilitation trader PL 84-99 unless
immediate corrective action is taken by owner/sponsor to upgrade the deficiencies to at least minimally
acceptable. Though the goal is to accomplish all necessary work prior to the next flood season, the district may
establish a reasonable time period and schedule that is to be coordinated with the appropriate divisions office
and owner/sponsor. The Emergency Management Division/Branch will notify the owner of potential impacts of
this condition.
