Minutes_Housing Trust Fund Advisory Committee 4 11 14UNAPPROVED MINUTES OF THE HOUSING TRUST FUND ADVISORY COMMITTEE DATE: Friday, April 11, 2014 TIME: 7:30 a.m. PLACE: Housing and Community Development Department 350 W. 6th Street, Suite 312, Dubuque IA 52001 Chairperson Jim Holz called the meeting to order at approximately 7:35 a.m. following staff assurance of compliance with Iowa Open Meeting Law. Committee Members Present: Amy Eudaley (via phone) Jim Holz Sr. Dorothy Schwendinger Committee Members Absent: Doris Hingtgen John Walsh Staff Present: Jane Glennon Alvin Nash Kris Neyen Public Present: none Certification of Minutes: September 6, 2013 Housing Trust Fund Advisory Committee Meeting Sr. Dorothy Schwendinger moved to approve the September 6, 2013 Housing Trust Fund Advisory Committee meeting minutes. Jim Holz seconded. Amy Eudaley abstained. All others present in favor. Motion passed. Correspondence / Public Input None Old Business Update on Trust Fund Activities Kris Neyen provided information on the Iowa Finance Authority (IFA) projects from inception of the Washington Neighborhood Program to date totaling $4.2M. Discussion centered on structure of the Washington Neighborhood loan program and the FY 2015 IFA application. New Business FY2015 Housing Trust Fund Application Kris Neyen reported she will begin working on the Iowa Finance Authority (IFA) application for continued support of homeownership and property rehabilitation activities in the Washington Neighborhood. Housing Code of Appeals Board Alvin tabled his request for the Housing Trust Fund Advisory Committee to consider appointing a member of the Trust Fund to the Housing Code of Appeals Board. Information Sharing Expiring Committee Member Terms Kris reviewed expiration dates for all committee members' terms on the Housing Trust Fund Advisory Committee. City of Dubuque CIP Alvin Nash announced the upcoming City of Dubuque FY15 & FY16 $4.5M CIP to improve marginal properties. He requested the Housing Trust Fund Advisory Committee oversee the administration of the program requiring quarterly or monthly meetings. Brainstorming followed. The Committee agreed to meet to further discuss options. HOME Workshop Class Kris provided information on the continued growth of the HOME Workshop class which is hosted five times per year. Approximately 20 participants attend each session. Homes for Sale Two City owned properties remain for sale at 1318 Jackson and 2521 Stafford. Community Housing Initiative (CHI) As mentioned at the previous Housing Trust Fund Advisory Committee meeting, the City, in partnership with the Community Housing Initiative (CHI) and Dubuque Bank and Trust (DB&T) is working to improve properties in the Washington Neighborhood and promote homeownership. IFA Fund Balance Kris reported that there is a balance of $21,000 for FY13 IFA allocation. The entire unspent FY14 balance of $190,000 remains. Recipients are eligible for up to $40,000 to improve their owner -occupied home in the Washington Neighborhood.
