Van Milligen, City Manager FROM: Bob Green, Water Department Manager SUBJECT: Request for acceptance of the completion of the Bunker Hill Pump Station Improvement Project - CIP #740-1422 DATE: April 10, 2014 INTRODUCTION: The enclosed resolution provides for the acceptance of the construction contract for the construction contract for the Bunker Hill Pump Station Improvement Project with Portzen Construction, Inc. of Dubuque, IA for $ 578,503.41. BACKGROUND: This project included the construction of a new pumping facility to replace the 140 year old station that was deteriorated beyond repairs. This station provides control and booster pumps from pressure zone 1 to pressure zone 3 of the distribution system. The project consisted of various components, the major items being the demolition of the existing pumping facility building, the construction of a new 30'x40' block and brick building, with two 125 HP booster pumps, 12" DIP process piping, electrical, plumbing and mechanical components, standby power and site work (including PCC parking and driveway, site grading, fencing, seeding and 480 LF of 12" DIP water main installation including valves and hydrants). BUDGET IMPACT: The cost summary for the Bunker Hill Pump Station Improvement Project is as follows: Award Final Construction Contract $ 570,520.00 $ 570,520.00 Contingency $ 28,526.00 $ 7,983.41 Engineering Design & Inspection $ 72,500.00 $ 72,500.00 Total Project Cost $ 671,546.00 $ 651,003.41 ACTION TO BE TAKEN: I respectfully request that the city council adopt the attached resolution accepting the improvement and authorizing payment of the contract award of $ 578,503.41 to Portzen Construction, Inc. of Dubuque, IA for the Bunker Hill Pump Station Improvement Project. BG:jj Attachments cc: Jenny Larson, Budget Director Jackie Johnson, Water Plant Manager File 2 RESOLUTION NO. 116-14 ACCEPTING THE BUNKER HILL PUMP STATION IMPROVEMENT PROJECT AND AUTHORIZING THE PAYMENT OF THE CONTRACT AMOUNT TO THE CONTRACTOR Whereas, the Public Improvement Contract for the Bunker Hill Pump Station Improvement Project (the Project) has been completed and IIW Engineers & Surveyors, P.C. of Dubuque, Iowa, the City's consulting engineering firm, has examined the work and filed a letter stating that the Project has been completed according to the terms of the Public Improvement Contract and has recommended that the Project be accepted. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. The recommendation of the City's consulting firm is approved and the Project is hereby accepted. Section 2. The Finance Director is hereby directed to pay the Contractor from the Water Department's FY -2014 Capital Improvement Program Budget Fund Code 740- 1422 appropriation for the contract amount of $578,503.41 less any retained percentage provided therein as provided in Iowa Code, Chapter 573, and to pay such retainage only in accordance with the provisions of Iowa Code Chapter 573. We hereby certify that Portzen Construction, Inc. of Dubuque, Iowa, has completed construction of the above referenced project in compliance with the drawings and specifications and the project is ready for acceptance. The final project construction cost including Change Order No. 4 Final is $578,503.41. We have enclosed three copies of Contract Payment No. 7 in the amount of $902.50 and Change Order No. 4 Final for city approval. The change order documents the differences between the original contract quantities and the final installed quantities as well as the resolution to workmanship items. We recommend that the City of Dubuque approve Contract Payment No. 7 and Change Order No. 4 Final. After the city has approved and signed the forms, one signed copy of each form should be sent to Portzen Construction along with payment, one copy of each form is for city records, and one copy of each is for IIW. We also recommend that the City of Dubuque approve and accept the Water System Improvements Bunker Hill Pumping Facility 2013 work. Retainage in the amount of $28,925.17 will be held for 30 days after acceptance and paid at that time provided the City Attorney has made a determination regarding the claim by Hutcheson Engineering and provided no claims from others are filed. We will prepare Contract Payment No. 8 Final for the retainage due the contractor at the appropriate time. Approval and acceptance starts the two year warranty period. Sincerely, IIW, P.C. Marc D.
