Introduction
This memo transmits for City Council approval, the enclosed request for proposals
(RFP) for consultant services to assist the City with preparing a National Register of
Historic Places (NRHP) nomination for the OId Town Neighborhood Historic District.
Background
The City of Dubuque is a Certified Local Government (CLG) recognized by the State
Historic Preservation Office and the National Park Service. A responsibility of the City
as a CLG is to conduct ongoing surveys to identify historically and architecturally
significant properties and to assist and encourage the nomination of such properties to
the NRHP. These survey and registration projects are the framework for the City's
preservation program. Since 1979, the City of Dubuque has surveyed and evaluated the
historic and architectural significance of 4,728 structures which resulted in registering
many of our local and NRHP historic districts.
The OId Town Neighborhood is an area within the Washington Neighborhood that was
identified as being eligible for listing on the NRHP during the City's third phase of its
ongoing survey and evaluation program in 2004. Enclosed is a map which depicts the
Old Town Neighborhood NRHP District in relation to the Washington Neighborhood.
NRHP district boundaries are determined by the contiguity of architecturally significant
buildings and shared historic contexts. Consequently, at the time the neighborhood was
surveyed not all buildings within today's Washington Neighborhood boundary were
determined eligible for listing. As part of the nomination process, the selected consultant
will conduct additional research and field work to determine if additional buildings can
be included within the NRHP district.
Discussion
The importance of surveying and registering properties on the NRHP cannot be
overstated. NRNP districts are catalysts for many economic benefits such as State and
RFP for NRHP Nomination for Old Town Historic District
Federal Historic Tax Credits. These programs have had a profound impact in the
revitalization of Dubuque's downtown and historic neighborhoods. NRHP districts also
support the community's social and cultural vibrancy goals. Preserving and promoting
Washington Neighborhood's architecture is a key brand element of the Washington
Neighborhood Marketing Plan. Designating a historic district within the Washington
Neighborhood is also a strategy of the Washington Neighborhood Revitalize Initiative.
NRHP districts do not have any added regulatory impacts for City Staff or property
owners.
Budget Impact
The estimated project cost is $7,517.32. The City has secured 59% of the project costs
or $4,500 in CLG grant funds. The City is contributing 41 % of the project cost or
$3,017.32 in local cash match from FY2014 CIP #102-2432, Historic/ Architectural
Surveys and Evaluations.
Recommendation
The City's RFP and contract approval processes will be followed as we are the grantee.
Once the recommended RFP is approved, the Consultant Selection Committee will
solicit, review and evaluate proposals; interview a short list of consultants, if needed;
and then recommend a consultant to the City Manager. The RFP will be distributed to
qualified consultants registered with the State Historic Preservation Office.
After conferring with other Department Managers, the recommended Consultant
Selection Committee for this project is:

Requested Action

NATIONAL REGISTER OF HISTORIC PLACES NOMINATION
REQUEST FOR PROPOSAL

INTRODUCTION
The City of Dubuque, Iowa has received a FY2014 State of Iowa Certified Local Government
Grant to prepare a National Register of Historic Places (NRNP) nomination for the Old Town
Neighborhood Historic District. The city is soliciting proposals from qualified consultants to
provide professional services to prepare and facilitate the nomination. The consultants work on
this project is anticipated to begin June 2014 and conclude June 2015.
BACKGROUND
The City of Dubuque began surveying and evaluating buildings in the mid 1970's. In 1979 the
Architectural Survey of Dubuque was completed. This survey and evaluation project created the
groundwork for the City of Dubuque Historic Preservation Program and early historic districts.
Dubuque's many architectural themes and historic contexts were later recorded in the 1999
Comprehensive Survey and the 2000 Community Assessment of historical contexts and
supporting architectural themes. This multiple property document became the foundation for
phased historical and architectural surveys and evaluations of Dubuque's older residential and
commercial neighborhoods.
Completed in 2003, Phase III of Dubuque's historic and architectural survey program evaluated
647 structures in and around the central business district and downtown. The Old Town
Neighborhood was identified as an eligible district for listing on the National Register of Historic
Places at that time. Enclosed is a map of the district and a map of surrounding districts. The
district is documented in a Site Inventory Form which available with the City of Dubuque
Planning Services Department and/or the State Historic Preservation Office.
The Old Town Neighborhood Historic District represents the oldest surviving range of
vernacular homes in Dubuque and was determined eligible for listing on the National Register on
the basis of its architecture. The vast majority of the district buildings pre -date 1884 and
collectively the district represents a very -well preserved array of vernacular stores and
residences, with minimal intrusive construction. The district represents the earliest intact original
residential neighborhood in Dubuque.
PROJECT SUMMARY
The Consultant must prepare the Old Town Neighborhood NRHP District to the standards and
processes set forth by the NPS and SHPO. The consultant will conduct archival research and
fieldwork to not only fully document historic resources and develop historic contexts to the

degree necessary for a NRHP nomination but also document any changes to the district and
adjacent areas since the time the Site Form was prepared in 2003. The research will yield
sufficient information to recommend proposed significance or non -significance of the
investigated properties and further develop the historic contexts and district boundaries. The
consultant will prepare a National Register Form consistent with National Register of Historic
Places Bulletin 16A. The document will be presented by the consultant with proper content, form
and order to the State Nominations Review Committee for consideration and recommendation to
the National Park Service.
SCHEDULE/ PROCESS
May 19, 2014: Consultant proposals are due to the City.
June 2, 2014: The City selects a consultant.
June 6, 2014: The consultant submits the research design and schedule of activities to the City.
June 2014: Tele -conference with the SHPO, consultant and City to discuss the project, research
design, and schedule for work.
June 24, 2014: Fieldwork and archival research begin.
September 1, 2014: Consultant submits 3 draft copies of nomination and technical materials to
the State Historic Preservation Office (SHPO) for preliminary review. Requested revisions are
sent to the Consultant.
November 14, 2014: Consultant submits revisions, if necessary, to SHPO Staff for review. Any
additional revisions are sent to the Consultant.
December 1, 2014: Consultant submits three (3) final draft copies of the nomination and
technical materials to SHPO for final review. The State schedules the nomination for the
February 13, 2015 State Nominations Review Committee meeting. SHPO sends Certified Local
Governments (CLG) a copy of the nomination and a set of photographs. SHPO sends mock-up
committee packet and photographs to print shop.
January 1, 2015: SHPO sends Property Owners and CLG contact notification of SNRC meeting.
SHPO sends committee packets to SNRC members. SHPO sends CLG National Register Review
Form.
January 15, 2015: The City of Dubuque Historic Preservation Commission considers the
nomination at their regularly scheduled public meeting.
February 2, 2015: The City of Dubuque City Council will consider the nomination at their
regular public meeting.
February 13, 2015: The SNRC meeting is held.

March 9, 2015: Notice of revisions and editing requests provided by SNRC members are sent to
Consultant by SHPO. Owners, Mayors, and CLGs are notified by SHPO of SNRC decision.
March 20, 2015: Consultant submits three single -sided revised draft copies of nomination.
April 15, 2015: Consultant submits three single -sided final copies of the nomination on 25%
cotton, acid free paper to State and required technical materials.
April 17, 2015: SHPO send the nomination to the National Park Service in Washington, DC for
final review.
June 1, 2015: Old Town Neighborhood District is listed on the NRHP.
PROFESSIONAL REQUIREMENTS
The project will require a professional with expertise in the field of archival survey and
documentation. The consultant must meet the Secretary of the Interior Professional Qualification
Standards for History and Architectural History. The Consultant must be approved by the State
Historic Preservation Office.
The selected consultant shall adhere to insurance requirements for professional services as
detailed in the attached insurance schedule during the term of the contract agreement. Please
provide confirmation that the requirements will be met. An insurance certificate can be supplied
at a later date by the successful firm.
SUBMISSION REQUIREMENTS
The City of Dubuque reserves the right to reject any and all proposals and to negotiate changes
with any firms. The City of Dubuque is not liable for any cost incurred by any firms prior to the
execution of an agreement or contract. Nor shall the City of Dubuque be liable for any costs
incurred by the firm that are not specified in the contract. The City of Dubuque is an Equal

notified shortly after the selected firm has been approved.
INFORMATION TO BE INCLUDED IN THE PROPOSAL
Letter of Transmittal
Provide a letter of transmittal briefly outlining the consultant's understanding of the work and
general information regarding the consultant and individuals to be involved, and the name,
address, telephone number, fax number, and e-mail address for the firm's primary contact
person.
Profile of Consultant
The proposal shall include general information about the consultant, the consultant's area of
expertise related to this RFP, and the consultant's official name, address, and principal officers,
including qualifications of the project manager and other key personnel who would be assigned
to the project.
Qualifications
1. The proposal shall include the name of the project manager, his or her qualifications and
experience, and the names, qualifications, and experience of other key personnel who
would be associated with the project. The selection of a project manager by a consultant
will constitute a contractual commitment by that consultant and a substitute manager will
not be allowed without prior written approval by the City of Dubuque.
2. The proposal shall describe the experience of the consultant in preparing National
Historic Landmark Nominations and amending National Register Nominations. The
proposal shall include at least three references of clients with which the consultant has
had similar projects and which have been completed within the past five years, and the
names of the key personnel proposed for this project who worked on the reference
projects.
3. The proposal shall discuss the consultant's ability to integrate this project into the
consultant's present workload.
Fees and Compensation
Provide a proposed cost plus expenses budget for completion of the scope of services with cost
breakdowns by scope element. Quotation of fees and compensation shall remain firm for a
period of at least 90 days from the proposal submission deadline. Please provide the proposed
fees and compensation under separate cover. Initial screening will be done by a selection
committee without the benefit of knowing the proposed fee for services.

A contract for services must be included in the submittal.

EVALUATION CRITERIA
Proposals will be evaluated by a selection committee. Proposals will be screened to ensure that
they meet the minimum requirements of the proposal. A review of qualifying proposals will
identify the potential consultant which most closely meets the needs of the City. Factors to be
considered by the selection committee will include the following:
1. Qualifications and experience of the consultant — reference checks, achievements, and
completion of similar projects within the past five years.
2. Grasp of project requirements and understanding of project scope — the consultant's
analysis, preparation, and level of interest.
3. Proposed schedule require to complete project and ability to complete the project on time
and within budget.
4. Proposed cost to complete project.

City of Dubuque Insurance Requirements for Professional Services
1.
Insurance Schedule C
shall furnish a signed Certificate of Insurance to the City of Dubuque, Iowa for the
coverage required in Exhibit 1 prior to commencing work and at the end of the project if the term of work
is longer than 60 days. Providers presenting annual certificates shall present a Certificate at the end of
each project with the final billing. Each Certificate shall be prepared on the most current ACORD form
approved by the Iowa Department of Insurance or an equivalent. Each certificate shall include a
statement under Description of Operations as to why issued. Eg: Project # or Lease of premises
at or construction of
2. All policies of insurance required hereunder shall be with a carrier authorized to do business in Iowa and
all carriers shall have a rating of A or better in the current A.M. Best's Rating Guide.
3. Each Certificate shall be furnished to the contracting department of the City of Dubuque.
4. Failure to provide minimum coverage shall not be deemed a waiver of these requirements by the City of
Dubuque. Failure to obtain or maintain the required insurance shall be considered a material breach of
this agreement.
5. Subcontractors and sub subcontractor performing work or service shall provide a Certificate of Insurance
in accord with Exhibit 1.
6. All required endorsements to various policies shall be attached to Certificate of insurance.
7. Whenever a specific ISO form is listed, an equivalent form may be substituted subject to the provider
identifying and listing in writing all deviations and exclusions that differ from the ISO form.
8. Provider shall be required to carry the minimum coverage/limits, or greater if required by law or other
legal agreement, in Exhibit I.
9. Whenever an ISO form is referenced the current edition of the form must be used.

Preservation of Governmental Immunities Endorsement
1. Nonwaiver of Governmental Immunity. The insurance carrier expressly agrees and states that the
purchase of this policy and the including of the City of Dubuque, Iowa as an Additional Insured does
not waive any of the defenses of governmental immunity available to the City of Dubuque, Iowa
under Code of Iowa Section 670.4 as it is now exists and as it may be amended from time to time.
2. Claims Coverage. The insurance carrier further agrees that this policy of insurance shall cover only
those claims not subject to the defense of governmental immunity under the Code of Iowa Section
670.4 as it now exists and as it may be amended from time to time. Those claims not subject to
Code of Iowa Section 670.4 shall be covered by the terms and conditions of this insurance policy.
3. Assertion of Government Immunity. The City of Dubuque, Iowa shall be responsible for asserting any
defense of governmental immunity, and may do so at any time and shall do so upon the timely
written request of the insurance carrier.
4. Non -Denial of Coverage. The insurance carrier shall not deny coverage under this policy and the
insurance carrier shall not deny any of the rights and benefits accruing to the City of Dubuque, Iowa
under this policy for reasons of governmental immunity unless and until a court of competent
jurisdiction has ruled in favor of the defense(s) of governmental immunity asserted by the City of
Dubuque, Iowa.
No Other Change in Policy. The above preservation of governmental immunities shall not otherwise
change or alter the coverage available under the policy.
