INTRODUCTION:
The purpose of this memorandum is to request your approval and signature to the
attached Contract with Westrum Leak Detection, Inc. of Stratford, Iowa in the amount of
$25,000.
DISCUSSION:
The intent of this system wide water leak survey is to identify any current leaks within
the water distribution system. The City completed this same survey in 1999 (contract
cost of $13,900) and again in 2011 (contract cost of $23,850) and found there to be
forty-four (44) leaks and fifty-one (51) leaks respectively.
Due to the large number of water main breaks and the greater than normal frost depth
this winter we feel this survey would be very beneficial and it was planned in our budget
to take place every other year for preventative maintenance and follows our
commitment to the sustainability principles.
This project will be funded from our FY'14 budget CIP #7402472-62712 current balance
amount of $25,000 for consulting engineers.
ACTION:
Staff and I are recommending with your support and approval by signing the attached
contract that we proceed with the Computerized Distribution System Leak Detection
Survey. The cost limit of this project does not require City Council action.
Staff and I are available to discuss and answer any questions you may have.

Computerized leak detection survey description.
1. AH accessible hydrants and or valves where needed will be monitored with
sensitive listening transducers / amplifier equipment to determined if leakage is
occurring.
2. All areas where leakage is confirmed will be further investigated with the
computerized correlator to pinpoint the location of the leaks.
3. A report will be submitted containing detailed drawings of all leaks located with the
estimated leak sizes and savings resulting from the repair of the leaks.
4. Westrum Leak Detection will provide all equipment and personnel to
accomplish the above.
5. The city -utility shall provide all personnel for traffic control, if needed, to
successfully and safely complete the survey.
SURVEY COST SHALL BE $25.000 FOR 100% OF THE SYSTEM IN THE
YEAR OF 2014 - 318 Mi of main $25p0.
