Sealed bids were received for the construction of the Dubuque Intermodal
Transportation Center. Parking Division Manager Tim Horsfield recommends award of
the contract to the low bidder, Conlon Construction, in the amount of $12,850,000,
which was 12.3% over the engineer's estimate. This represents an increase in the
overall budget of $1,406,000, which has a direct increase on the City cost of $613,169.
This increase will be covered with Greater Downtown Urban Renewal Tax Increment
Financing debt.
The City of Dubuque was awarded an $8,000,000 State of Good Repair (SGR) grant to
be used for an Intermodal Center adjacent to the Historic Millwork District. The
Intermodal Center has three components; parking, terminal and bus storage. The
parking and the terminal are the main priorities for the grant funds with any remaining
funds for the bus storage facility. Based on the parking needs for the Historic Millwork
District and the terminal portion of the Intermodal facility the City had planned to utilize
75% of the $8,000,000 SGR funding for the Intermodal Center and shift the remaining
funds to the Bus Storage and Maintenance Facility (BSMF), which is the second phase
of the project. If the remaining SGR funds are not shifted to the BSMF after the
Intermodal is constructed, the funds will be recaptured by the FTA and reallocated to
other projects.
The Intermodal Center is designed to improve access to transportation services in and
around the City of Dubuque, as it will provide a center at which all modes of
transportation will be accessed including: pedestrian, bicycle, Park -n -Ride, intercity
buses (Burlington -Trailways and Lamers), taxis, hotel shuttles, and area public transit
service (The Jule and the Regional Transit Authority or "RTA"). The parking ramp
component, 3 levels - 92 transit dependent and 200 non -transit dependent spaces, will
provide parking for users of public transit, staff based in the intermodal center and the
general public. The facility will also provide bicycle storage to support commuter travel
or recreational use. The approved feasibility study by Federal Transit Authority (FTA)
accommodates all improvements listed above with the City contributing $ 6,526,545 in
local funds toward the 200 general public parking and FTA State of Good Repair Grant
contributing $6,263,105 to complete the project. There is also an IDOT Intercity Bus
Grant in the amount of $199,916 for the project.
It is estimated there will be $961,827 left in the FTA State of Good Repair Funds for the
Bus Storage and Maintenance Facility. The total projected cost for this project is
$5,184,568. Any portion of the contingency for the Intermodal project, which is 9.4% of
the anticipated project cost, remaining would increase this amount. Other funding for
the Bus Storage is DMATS STP Funds $2,545,827 (an increase from previous
estimates for the reduction in FTA funds available), State Public Transportation
Infrastructure Grant (PTIG) Funds $640,000 and City CIP Funds of $1,036,910.
Considering the cost of both the Intermodal Transportation Center and the Bus Storage
Maintenance Facility, the project participation by the City will be $9,465,524.

approval.

Following the site selection process, architectural firm Neumann Monson from Iowa City/Des
Moines was awarded the design of the intermodal facility. Over the past 12-16 months the
design of the facility has been reviewed by the Federal Transportation Administration, State
Historic Preservation Officials, and local review boards and has met approval from all of the
reviewing bodies.

We have also been through sessions of value engineering in which some non -architectural
components of the facility have be adjusted or eliminated in order to work within budget
guidelines without compromising the efficiency or operability of the facility. The value
engineering is also a required process by FTA.
Discussion
On April 8, bids were received for the construction of the Intermodal Transit Center. In a
memo dated March 7, 2014, it was represented that the total estimated budget for the project
was $14,835,749 which was $1,521,655 over the previous budget estimate of which
$232,759 was to be allocated to FTA costs and $1,288,896 allocated to City costs. These
estimates represent all project cost such as engineering, camera equipment, administrative
cost (ECIA) and 9.4% contingency. It is also important to remember with this bid award are
only dealing with the cost of the construction, and none of those cost are included in the
numbers represented in the bid and contract award.
At bid opening, we received three submittals. Those were from Conlon Construction,
Knutson Construction, and Russell Construction. Considering just the construction cost for
the Intermodal Transportation Center, the engineer's estimate for the parking ramp, walkway
and transit center was $11,444,000. Following is a summary of the bids.

The low bid, Conlon Construction was 12.3% over the engineer's estimate. This represents
an increase in the overall budget of $1,406,000 of which has a direct increase on the City
cost of $613,169. Budget Director Jennifer Larson indicates that this increase will be covered
through the Greater Downtown TIF District. This brings the total estimated cost of the project
to $15,666,699.
As of now, we are estimating $961,827 to be left in the State of Good Repair Funds for the
Bus Storage and Maintenance Facility. The total projected cost for this project is $5,184,568.

the amount of $12,850,000.

RESOLUTION NO. 125-14
AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE DUBUQUE
INTERMODAL TRANSPORTATION CENTER
Whereas, sealed proposals have been submitted by contractors for the Dubuque
Intermodal Transportation. Center (the Project) pursuant to Resolution No. 94-14 and
Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on
the 7th day of March, 2014; and
Whereas, said sealed proposals were opened and read on the 8th day of April, 2014
and it has been determined that Conlon Construction Co. of Dubuque, IA, with a bid in
the amount of $12,850,000, is the lowest responsive, responsible bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DUBUQUE, IOWA, THAT:
Section 1: A Public Improvement Contract for the Project is hereby awarded to
Conlon Construction Co. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
