BACKGROUND The City of Dubuque was awarded an $8,000,000 State of Good Repair (SGR) grant to be used for an Intermodal Campus adjacent to the Historic Millwork District. The Intermodal Campus has three components: parking, terminal and bus storage. The parking and the terminal are the city's first priority for the grant funds with remaining funds allocated toward the bus storage facility, which is a high priority for the Federal Transit Administration. DISCUSSION Based on the parking needs for the Historic Millwork District and the terminal portion of the Intermodal Campus, 75% of the $8,000,000 SGR grant funding will be used for the parking and the terminal portion of the project. The balance will be shifted to the bus storage portion of the project. If the remaining SGR funds are not shifted to the BSMF after the parking and terminal are constructed, the funds will be recaptured by the FTA and reallocated to other communities and projects. The current facility is over 100 years old and has a leaking roof system causing other structural deficiencies; inadequate space for the fleet; and a sprinkler system not meeting fire code. The BSMF will provide housing for The Jule's brand-new fleet of clean diesel buses that were purchased with federal and state grant funds during 2011-2012, as well as reduce long term maintenance costs by replacing the existing 100 year old facility. The BSMF will also provide options for future expansion. The BSMF will be located on the Intermodal Campus at the site of the old City garage and will complement the services provided at the Intermodal Center. The City hired IIW and Conlon Construction to develop a plan to construct the BSMF in multiple phases using the remaining SGR grant funding. The City programmed $433,307 in FY 14 and $939,206 in FY15 for local match in the Capital Improvement Project (CIP 600-2446) budget to construct the bus storage facility. These funds will be used as match for the State of Good Repair Grant funds (received), DMATS STP funds (received), and the PTIG funds (pending application). Total project cost for this request is $750,000, with the City of Dubuque contributing $150,000, or 20% match. This project remains a priority for the FTA in Kansas City. The BSF will be the administrative headquarters for The Jule and will house a new fleet of clean diesel buses purchased with 2010 Federal Transit Administration (FTA) Clean Fuels and State of Good Repair grant funds. The Jule headquarters will transform from an outmoded, century -old bus facility that has surpassed its useful life to a structure incorporating sustainable building design elements including efficient lighting, HVAC, energy recovery systems, low flow water systems, passive solar, and recycled construction materials. The annual utility costs at the existing bus maintenance facility will be reduced from $1.04 per square foot to $0.28 per square foot. An Iowa DOT award will allow the City to finish the last piece of the overall intermodal project and complete the bus facility as designed. This project exemplifies rehabilitation of former sites to create a true transportation hub in the urban core. Dilapidated Bus Facility: Existing Condition: Presently the city bus storage facility is over 100 years old and does not have adequate bus storage, office, or bus circulation space. There is no room for staging buses and very cramped quarters for storing the bus fleet. The fueling station at the existing site is in violation of existing codes and has been shut down since early 2012 requiring buses to be refueled at the City of Dubuque operations facility which is 22 blocks from the bus storage facility. All heavy maintenance work is also completed at the Dubuque operations facility. Street access is challenging due to a narrow alley and doorway. The existing facility is located on Central Avenue, a major corridor in Dubuque, with heavy cross traffic making it difficult for buses to enter and exit the facility. In addition, the existing facility is more than a century old and is operating beyond its useful life. The repairs needed are not cost effective given the age of the structure and the transit service has changed greatly due to the changes in technology, energy efficiency and growth of the city's urban population. Proposed Condition: By building a new, energy efficient and technologically advanced bus facility that will operate in conjunction with the new intermodal facility, the BSF will again be at the core of Dubuque's transportation system and will allow for long-term cost savings in route efficiency and overall sustainability. The proposed site is only two blocks from the city operations facility making it more efficient to fuel the buses and all maintenance work. This will greatly reduce deadhead miles for the system. For Sheet 1 of 3 example, the total current energy costs in the century -old bus facility are approximately $49,940 per year. The estimated annual energy cost for the new bus storage facility is $13,603 which is an annual estimated savings of $36,337 and an estimated savings of $1,090,115 over the projected 30 year useful life of the entire project. (See attached vicinity map.) Current Bus Facility is not in Urban Core Existing Condition: The existing bus facility is not conducive to intermodal use and is located 14 blocks from the core of the city. While passengers using the RTA or Burlington Trailways services can be dropped off at the current facility or the Iowa Street Transfer, there are no coordinated efforts between the three systems. The current facility and Iowa Street Transfer provide limited shelter from the weather, inadequate parking for bicycles, no convenient access to the local bike/hike system, and are not located near the intercity bus station. There are also no public rest room amenities. The current facility lacks a safe buffer from heavy highway traffic and the Iowa Street Transfer is located at the convergence of four parking ramps serving approximately 1,600 vehicles during peak commuting hours. The current facility is also not in close proximity to the hub of the routes and a key element in maintaining an efficient system is reduction of the deadhead miles. Proposed Condition: The new bus storage facility will again be at the core of Dubuque's transportation system, uniting local transit users with other transit services to disperse passengers regionally and nationally. The Campus will be the transfer station for intercity bus services operated by Burlington Trailways and Lamers Bus Lines with service to Chicago, Des Moines, Indianapolis, Omaha, Madison, Milwaukee, and St Louis. Burlington Trailways serves Chicago, Des Moines, Indianapolis, Omaha, Milwaukee, and St Louis and has locations in Colorado, Illinois, Indiana, Iowa, Missouri, and Nebraska. Lamers Bus Lines offers an extensive list of services throughout the states of Wisconsin and Florida and provides a daily route service to and from Madison, with stops in Dubuque, Platteville, Dodgeville, Mount Horeb, Verona and Madison. Building a new facility will also help extend the life of Dubuque's buses, as deadhead miles will be reduced with refueling and repairs being done only two blocks from the proposed site at the City Operations Facility. The BSF will become part of the intermodal campus which will replace the current facility and the Iowa Street transfer point. The intermodal campus will be located at the intersection of the urban trail system and access the 26 mile rural Heritage Trail. Users will enjoy separated and secure transfer points between several modes of transportation, including a weather -protected waiting area with public amenities including restrooms. The intermodal campus is located away from high traffic corridors and parking ramps but provides convenient access for residents of the Washington Neighborhood, an area where 68% of the population earns less than 80% of the area median income. The Intermodal Center has three components: parking, terminal and bus storage facility. The City has several layers to complete the overall intermodal project. A PTIG grant award will be applied directly to the BSF and assist in completing this priority project. Based on the parking needs for the Historic Millwork District and the terminal portion of the Intermodal Center, 88% of the $8,000,000 SGR grant funding will be used for the parking and the terminal portion of the project. The balance will be shifted to the bus storage portion of the project. DMATS, the Dubuque MPO, has also made this project a priority and is allocating $2.54 million in STP funds. The Intermodal Center is designed to improve access to various transportation modes in and around the City of Dubuque and provide parking for users of public transit and the general public. The feasibility study approved by Federal Transit Authority (FTA) Sheet 2 of 3 accommodates all improvements listed above with the City contributing $8.43 million in local funds toward the 200 general public parking and 20% local match for FTA State of Good Repair funds. The FTA State of Good Repair funds will contribute $7.04 million to complete the project. The BSF will provide housing for The Jule's brand-new fleet of clean diesel buses that were purchased with federal and state grant funds during 2011-2012, as well as reduce long term maintenance costs by replacing the existing 100 year old facility. The BSF will also provide options for future expansion; reduce deadhead travel and potential delays of the service. The BSF will be located on the Intermodal Campus at the site of the old City garage and will complement the services provided at the Intermodal Center. The City hired IIW and Conlon Construction and developed a plan to construct the BSF using the remaining SGR grant funding, City CIP funding, PTIG funding from the State, and STP funding. The City programmed $433,307 in FY 14 and $939,206 in FY 15 for local match in the Capital Improvement Project (CIP 600-2446) budget for local match to construct the bus storage facility. As part of the final design for the BSF, input will be considered from the planning and safety teams. Construction on the $12.8 million Intermodal Center will begin in May of 2014 and will be completed by summer of 2015. The final design for the BSF will start in June 2014 and construction will begin in Spring of 2015. The authorizing resolution and PTIG application will be on the Dubuque City Council agenda for May 5, 2014. The public hearing will be held May 8, 2014. The proof of publication is attached.
