Economic Development Director Maurice Jones recommends City Council recognition
of the appointments of Peggy Murray (Iowa Workforce Development) and Daniel White
(Northeast Iowa Community College) to the Enterprise Zone Commission, and approve
the re -appointment of City Manager Michael C. Van Milligen to serve on the
Commission.

INTRODUCTION
This memorandum recommends recognition of three appointments to the City's Enterprise
Zone Commission. The City Council is asked to receive and file recommendations from the
Iowa Workforce Development and Northeast Iowa Community College for respective
representatives and presents for City Council consideration to re -appoint City Manager
Michael C. Van Milligen to serve on the Commission.
BACKGROUND
The composition of the City's Enterprise Zone Commission is regulated by State law. Some
commissioners must represent specific organizations, including Iowa Workforce
Development and Northeast Iowa Community College. As Commissioners' terms have
expired or vacancies are created by departures, the representative organizations have been
asked to select or reconfirm their chosen representatives.
DISCUSSION
Attached to this memo are two commissioner approvals from specific organizations for
Peggy Murray (Iowa Workforce Development), and Daniel White (Northeast Iowa
Community College). Peggy Murray and Daniel White currently serve on the
commission and have requested to serve another term for the represented
organizations. Their terms will run until February, 2018.

At the November 16, 2009 board meeting, the Northeast Iowa Community College
(NICC) Board of Trustees directed that NICC Trustees representing qualifying
Enterprise Zone communities serve as representatives to their particular Enterprise Zone
Commission. Daniel White is the Northeast Iowa Community College Trustee
representing the Dubuque Enterprise Zone Commission. His term on the NICC Board
goes through September of 2015.
