Minutes ESAC 3 6 07 MINUTES OF THE ENVIRONMENTAL STEWARDSHIP ADVISORY COMMISSION MARCH 6, 2007 4:00 P.M. CITY HALL ANNEX, 1300 MAIN, CONFERENCE ROOM # 1 Joseph Suarez called the meeting to order at 4:06 p.m. MEMBERS PRESENT: Joseph Suarez, Claire Miller, Wayne Klostermann, Sr. Mary Clare O'Toole MEMBERS ABSENT: Gayle Casel, John Nemmers, Mike Buelow STAFF PRESENT: Mary Rose Corrigan Mary Rose Corrigan completed the Certification of Compliance with the Iowa Open Meetings Law. APPROVAL OF MINUTES: Sister Mary Clare O'Toole moved to accept the Minutes of the February 6, 2007 meeting. Wayne Klostermann seconded the motion. Motion passed unanimously. TEST AGENDA: Wayne Klostermann distributed a letter on the Emerald Ash Borer and asked that it be put on the agenda under "new business". With that change, Wayne Klostermann moved to accept the agenda. Claire Miller seconded the motion. Motion passed unanimously. ITEMS FROM COMMISSION: NEW BUSINESS: 1. Committee Reports. Developers Roundtable - (Mike Buelow) - no report Unified Development Code Citizen Advisory Committee - (Wayne Klostermann) - Wayne reported that the group is reading ordinances. He stated that the Subdivision Ordinance is interesting and the Zoning Ordinance is very complicated. The next meetings are March 13 & 15. Stormwater/Erosion Control Committee - (Sr. Mary Clare O'Toole) - no report. She said that she had not been notified of any meetings. Bluffland Advisory Committee - (John Nemmers) - no report Comprehensive Plan Update - (Joe Suarez) - no report. He had not received any notification of meetings. Mary Rose Corrigan stated that the Committee Reports will be a standing agenda item in the future. 2. Keep Iowa Beautiful. Wayne Klostermann attended the meeting. He stated that he felt the only topic addressed was the litter problem and that Keep America Beautiful has three components. There will be another meeting on March 22 and Jenny Lawler will chair that meeting. Mary Rose stated that litter is a difficult problem to enforce. 3. Communication from Steve Pregler on Emerald Ash Borer. Wayne distributed a letter from Steve Pregler on the Emerald Ash Borer. He spoke briefly about the issue and his desire to see the City Council take a proactive approach to this problem. There was a discussion about the best way this could be addressed. The Commission agreed to invite Steve Pregler to the next meeting to speak to the Commission. ITEMS FROM STAFF: 1 Deer Program - Mary Rose Corrigan Mary Rose told the Commissioners that the results of the aerial survey indicate that deer numbers are up. She stated that some of the zones (D, E, and F) had very little hunting pressure and that probably explains some of the increase. She invited Commissioners to the deer hunters chili supper wrap-up meeting next week. She told Commissioners that when Dubuque is compared to other cities in Iowa with deer programs, we're still doing very well. Mary Rose will be updating the deer plan and it will be discussed at a future meeting. ITEMS FROM THE PUBLIC: CLARIFICATION OF TASKS: Mary Rose will invite Steve Pregler to a future meeting. She stated that if Commissioners had any reports from their boards/commissions, they can e-mail them to her or Chris for inclusion in the packets. FUTURE AGENDA ITEMS: Board/Commission reports.
