The City of Dubuque has been made aware of legislation to increase transportation
funding in the State of Iowa called Transportation Investment Moves the Economy in the
21St Century (TIME-21).
The City of Dubuque recognizes the need for additional funding for the Iowa
Department of Transportation as detailed in their recent departmental review. The City
of Dubuque and Dubuque County also have pressing transportation needs, the most
obvious of which is the construction of IA32-Southwest Arterial.
We urge you to support TIME-21 with the 20% distribution for cities and the 20%
distribution to counties. Please do not make the local dollars a competitive grant
process. Allocating the money on a per capita basis would seem to be the most fair.
There are several local road classifications including: Primary Arterial, Arterial,
Collector and Local.
Requiring the local dollars be spent only on roads classified as a Primary Arterial,
Arterial or Collector Street would avoid the state money being spent on purely local
roads.
