SUBJECT: FY2007 Vehicle Replacement Purchases
Chief of Police Kim Wadding recommends City Council approval of the FY2007
replacement vehicle purchases for ten police vehicles: eight police package Ford Crown
Victorias, one Ford Expedition and one Criminal Investigation Dodge Charger, for a total
vehicle replacement cost of $218,586. Nine of these units will be from Mike Finnin Ford
and one unit from Turpin Dodge.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to request the purchase of ten police replacement
vehicles: eight marked squad cars, one marked Sports Utility Vehicle, and an
unmarked car for the Criminal Investigative Division for a total purchase price of
$218,586.
BACKGROUND
The police department's FY2007 vehicle purchase budget contains $234,200 for the
vehicle replacement of eight patrol vehicles, a Patrol Sports Utility Vehicle, and an
unmarked Criminal Investigation vehicle.

For several years the only police package vehicle was the Crown Victoria manufactured
by Ford Motor Company. Since then General Motors and Chrysler Corporation have
both introduced a police package model, the Chevrolet Impala from General Motors and
the Dodge Charger from the Chrysler Corporation.
With the availability of these models, the police department compared the models to
each other coupled with our history and experience with our current fleet of Ford Crown
Victorias. The examination focused on the efficiency, reliability, and safety of each
ti
vehicle. As a result, the Ford Crown Victoria was found to be the preferred patrol
vehicle. In regards to Criminal Investigations, the Dodger Charger was found to be the
most preferred, primarily due to the diversification of the Criminal Investigations vehicle
fleet for purposes of covert and surveillance operations.
DISCUSSION
As we moved forward in the vehicle replacement and examination, purchase bids were
solicited from local vehicle dealerships. Bids received regarding the police package
vehicles include:
As we reviewed the performance coupled with the purchase price, we found additional
costs associated with a transition away from the current Ford Crown Victoria patrol fleet.
The Chevrolet Impala requires the addition of a horn relay, extra electrical leads, a
deletion of the door chime-dome light, a factory installed strobe kit, a light bar kit, and a
different prisoner cage unit. This would be an additional cost adjustment of $1,115 to
the bid making the final transition price $20,415.
Additional transitional cost for the Dodge Charger includes an interface module, a light
bar kit, and a different prisoner cage unit, totaling $800. This would make the final
purchase price with the transition $20,916. With no additional transition cost associated
with the Ford Crown Victoria, the original bid price remains at $22,057.

In reviewing the vehicle purchases regarding performance, efficiency, reliability, safety
and maintenance, the Ford Crown Victoria continues to be the most preferred vehicle
for the patrol fleet. With the ever-increasing placement of mobile technology and
supplemental law enforcement equipment, interior space remains a vital component to
safe operations.
The interior footprint, both in the front seat and back seat of the Ford Crown Victoria,
coupled with the trunk storage area allows for the most efficient and effective use of
space and visibility. Operations and Maintenance agrees with this assessment and adds
that maintaining a standardized patrol fleet minimizes the need for stocking multiple
style vehicle parts as well as streamlining their vehicle maintenance by having a limited
number of vehicle models to maintain.

If approved, the vehicle purchases would reflect the following:

In consideration of the purchases of the Patrol Sports Utility Vehicle and the Criminal
Investigation vehicle, we would propose the Patrol Sports Utility Vehicle be purchased
from Mike Finnin Ford who provided the low bid of $22,014. As for the Criminal
Investigation vehicle, we propose the purchase of an unmarked Dodge Charger.
Although the purchase price for the Dodge Charger is $816 higher than the Chevrolet
Impala, the purchase continues the Criminal Investigations fleet diversity. Fleet variety
allows flexibility when using vehicles for surveillance/covert operations.
Of the budgeted vehicle replacement amount of $234,200, the above purchase of
$218,586 leaves a vehicle replacement balance of $15,614.
RECOMMENDATION
Based upon our findings, we recommend the purchase of ten replacement police
vehicles, eight patrol police package Ford Crown Victorias and one Ford Expedition
from Mike Finnin Ford at a cost of $198,470 and one Criminal Investigation Dodge
Charger from Turpin Dodge in the amount of $20,116, resulting in the total vehicle
replacement cost for all ten vehicles at $218,586.

Action requested is to approve the above FY2007 replacement vehicle purchases for
ten police vehicles: eight police package Ford Crown Victorias and one Ford Expedition
from Mike Finnin Ford in the amount of $198,470 and one Criminal Investigation Dodge
Charger from Turpin Dodge in the amount of $20,116 for a total vehicle replacement
cost of $218,586.

APPROVING THE PURCHASE OF 10 REPLACEMENT POLICE VEHICLES
Whereas, the City Manager recommends the purchase of 10 replacement police
vehicles, eight police patrol vehicles, one SUV (Sports Utility Vehicle) police patrol
vehicle, and one Criminal Investigation vehicle. The police patrol vehicles are to be
purchased from Mike Finnin Ford, for a purchase price of $198,470 and the Criminal
Investigation vehicle from Turpin Dodge for a purchase price of $20,116. The total
vehicle replacement cost for all vehicles is $218,586.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. The purchase of 10 replacement police vehicles, being eight police
patrol vehicles, one SUV police patrol vehicle from Mike Finnin Ford for a purchase
price of $198,470 and one Criminal investigation vehicle from Turpin Dodge for the
purchase price of $20,116, for a total vehicle replacement cost of $218,586 is hereby
approved.
