Van Milligen, City Manager CD a, SUBJECT: Engineering Study, Trail Along Catfish Creek Leisure Services Manager Gil Spence recommends City Council approval to use $70,800 of funds currently budgeted in Fiscal Year 2007 for development of Westbrook Park to conduct an engineering study for a trail along Catfish Creek currently budgeted in Fiscal Year 2010. This would flip-flop funding for the engineering study with the park development and would allow the trail study to be completed. This area of Westbrook Subdivision has not been platted and the developer advises that this will not be done for two years. I concur with the recommendation and respectfully request Mayor and City Council approval. Micha I C. Spence, Leisure Services Manage :~° 4~ SUBJECT: Engineering Study, Trail Along Catfish Creek INTRODUCTION The purpose of this memorandum is to request City Council approval to use $70,800 of funds currently budgeted for development of Westbrook Park to conduct an engineering Study for a trail along Catfish Creek. DISCUSSION The current C.I.P. budget contains $150,000 for development of Westbrook Park in the Westbrook subdivision next to the Dubuque Industrial Center West. The area of this subdivision has not been platted and the developer has said he will not have that done for two years. This would mean the park development could not begin until FY 2009. During the Park Division budget hearing with the City Council, Charlie Winterwood representing the Tri-State Trail Vision Committee (a subcommittee of the Envision 2010 Committee) asked that the $70,800 budgeted in FY 2010 for an engineering study to determine the feasibility of a trail along Catfish Creek be moved forward. I recommend $70,800 be taken from the Westbrook Park development project to fund this study now, leaving $79,200 in the current budget and $70,800 in FY 2010 for phase II of the park development. I recommend we flip-flop funding for the engineering study with the park development. This would allow the trail study to be completed now and would have atwo-phased park development -- $79,200 in current budget and $70,800 in FY 2010. This will allow for park development within the time frame outlined by the developer. ACTION STEP The action requested is City Council approval of moving the Engineering Study, Trail, Catfish Creek forward to the current fiscal year. GDS:et
