recommending purchase of Peninsular Technologies sewer pipeline inspection
hardware and software at a price of $17,250.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: Sewer Pipeline Inspection Hardware and Software
INTRODUCTION
The purposes of this memorandum are to provide information and request your
approval of the purchase of sewer pipeline inspection hardware and software from the
firm of Peninsular Technologies.
BACKGROUND
The Public Works Department's FY07 budget includes $135,000 for the replacement of
the department's current sewer pipeline inspection equipment. The inspection vehicle is
twenty-three years old. The vehicle's television inspection and recording equipment is
fifteen years old. The FY07 budget provides for replacing the current, VCR/tape
inspection and recording equipment with computer-based digital equipment.
DISCUSSION
The attached memorandum from Street and Sewer Maintenance Supervisor John
Klostermann details the process and team used to evaluate the hardware and software
previously judged by John to best fit the City's needs. His memorandum then notes that
the evaluation team recommends that the sewer pipeline inspection hardware and
software proposed by Peninsular Technologies be purchased, in the amount of
$17,250.

I concur with the team's recommendation and request your approval of same.

SUBJECT: Pipeline Inspection Software and Equipment (CIP# 7101840)
In this memorandum I'll make a recommendation concerning the purchase of the
computer and software needed for the new pipeline television inspection system
scheduled for replacement this year.
In January of this year I invited employees from the Information Services
Department, Engineering Department, and City Managers Department to
evaluate software for the new pipeline television inspection system. I felt it was
necessary to include other departments in this evaluation process so we could
select the best system to collect and store the information, share the information
and import the information to our GIS database. The other members of the
evaluation team included Nicki Breitsprecker, Chris Kohlmann, Joe Pregler, Bill
Meyers, and Ron Gulyash.
The following companies were invited to demonstrate their products; Pipeline
Data Management provided a demonstration of WinCan Software, Cues Inc.
demonstrated Granite XP software and Peninsular Technologies demonstrated
PipeTech software. These companies were selected based on their strong
reputation in the industry and their experience in working with the equipment
manufactures.
Due to scheduling conflicts several members were not able to make all of the
demonstrations, however Nicki Breitsprecker, Joe Pregler, Ron Gulyash and I
were present for all of the presentations. It is our recommendation that we
purchase the software package and computer hardware from Peninsular
Technologies. We feel that PipeTech software is the most user friendly for the
operator in the field and meets all our needs for sharing the information and
importing it to our GIS system. We also feel that Peninsular Technologies will
provide the necessary support needed to make this transition to digital data
collection a successful one.
The Fiscal Year 2007 Capital Improvement Project Budget (CIP# 7101840)
provides $135,000 for the replacement of our current pipeline inspection
equipment. Peninsular Technologies has provided a quote for the software and
computer equipment to be used with the new inspection system unit. Their quote
for this package is $17,250. I have attached a copy of their quote for your review.
This purchase would leave a balance of $117,750.00 for the purchase of the
remaining inspection equipment, which I hope will be ready to bid in the next few
weeks.
