Replacement Project. City Engineer Gus Psihoyos is recommending award to the low
bidder, Portzen Construction, in the amount of $363,873.15.

INTRODUCTION
The enclosed resolutions authorize the award of the construction contract for the
Historic Old Main Street -Lighting and Sidewalk Replacement Project.
BACKGROUND
The Historic Old Main Street -Lighting and Sidewalk Replacement Project provides for
the replacement of all street lights and traffic signals from 1St Street to 5th Street. The
replacement of the street lights and intersection lights will be with historic looking
fixtures. It is planned to replace the existing street lights with 20 - 12' high historic street
lights and 8 - 25' high historic intersection street lights which are similar to the lighting
fixtures installed at Washington Park.
The project will include the total reconstruction of the traffic signals located at 31d and
Main and at 4th and Main to include count-down pedestrian signals, pre-emption
capabilities and battery backup systems along with fiber optic communications conduit.
New historic lighting equipment and traffic control equipment have already been
purchased for the project to eliminate the long lead time in ordering. These lighting
controllers will also be able to support any future reconstruction of street lights around
the Five Flags Center.
In conjunction with this lighting replacement, the project provides for the replacement of
the existing sidewalk and pedestrian access curb ramps with buff colored sidewalk to
match the historic downtown sidewalk standard. In addition, an asphalt street overlay of
Main Street from 1St Street to 5th Street will follow at a later date as a separate contract
as part of the 2007 Asphalt Paving Program.
BID RESULTS
Sealed bids were received on the project on March 15, 2007. Portzen Construction, Inc.
of Dubuque, Iowa submitted the low bid in the amount of $363,873.15. This amount is
23.0% under the estimate of probable cost. A summary of the bid proposals received
are as follows:

RECOMMENDATION
I recommend that the contract be awarded to Portzen Construction, Inc. in the amount
of $363,873.15. This amount includes Alternate 1 (Traffic Signal Equipment Installation
at 3~d & 4th Streets), which the Engineering Department recommends including in the
construction contract.

The estimate of probable costs for the Historic Old Main Street -Lighting and Sidewalk

The Historic Old Main Street -Lighting and Sidewalk Replacement Project will be
funded through the annual capital improvement project appropriation of City funds as
noted above in the amount of $331,803.72. The project, as outlined, will require Special
Assessments in the amount of $59,871.11 and expenditure from the Historic District
Public Improvement Program in the amount of $97,698.05.
ACTION TO BE TAKEN
I recommend that the City Council adopt the attached resolutions awarding the Historic
Old Main Street -Lighting and Sidewalk Replacement Project to Portzen Construction,
Inc. in the amount of $363,873.15.

Whereas, sealed proposals have been submitted by contractors for the Historic
Old Main Street -Lighting and Sidewalk Replacement Project (the Project) pursuant to
Resolution No. 98-07 and Notice to Bidders published in a newspaper published in the
City of Dubuque,. Iowa on the 23rd day of February, 2007.
Whereas, said sealed proposals were opened and read on the 15th day of
March, 2007 and it has been determined that Portzen Construction, Inc. of Dubuque,
Iowa, with a bid in the amount of $363,873.15, is the lowest responsive, responsible
bidder for the Project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That a Public Improvement Contract for the Project is hereby awarded to Portzen
Construction, Inc. and the City Manager is hereby directed to execute a Public
Improvement Contract on behalf of the City of Dubuque for the Project.
