Van Milligen, City Manager SUBJECT: Federal Building Renovation Project CIP 1001841 Sealed bids were received for the Federal Building Renovation Project. City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Tricon General Construction, in the amount of $1,685,200, which is the base bid in the amount of $1,591,000 and Alternates 1 through 4 in the amount of $94,200. It is also recommended that the contingency be increased from 10% to 15% due to the unforeseen work requirements that may be discovered when working in an old building. While this bid is favorable compared to the bid estimates, the total project costs, which include project components outside the scope of this bid, is still $3,589,648. Van Milligen, City Mana er FROM: Gus Psihoyos, City Engineer SUBJECT: Federal Building Renovation Project CIP 1001841 INTRODUCTION The enclosed resolutions authorize the award of the construction contract for the Federal Building Renovation Project. BACKGROUND The Federal Building Renovation Project includes the following: 1. Second Floor - Conversion of the former courtroom to a public auditorium and meeting facility. - Conversion of the jury deliberation rooms for a small meeting room and a remote broadcast studio for local cable channel 8. - Work in these areas will include new painting, installation of sound & video systems, plaster repair, ADA required improvements, new furnishings and HVAC/electrical updates. 2. Third Floor - The former office of the Social Security Administration will become the offices of the Housing & Community Development Departments. - The renovated area will contain a public reception area, approximately 20 office spaces, an ADA compliant bathroom and a breakroom. Anew security system will be installed to cover all renovated areas. - Work will include complete renovation by relocating interior walls, painting, flooring replacement, installation of voice & data systems backbone technology. Other items included in the project scope are miscellaneous ADA improvements to the building's public spaces, dedication plaque, mechanical system improvements to the renovated areas, electrical system improvements and a green roof will be added in the second floor light well. ,~ ~- , BID RESULTS Sealed bids were received on the project on March 14, 2007. Tricon General Construction of Dubuque, Iowa, submitted the low base bid in the amount of $1,591,000. This amount is 8.5% under the estimate of probable cost. RECOMMENDATION recommend that the contract be awarded to Tricon General Construction in the amount of $1,685,200. Since the project initiate, various phases of the project have been refined. For example, the Furniture Purchase and Window Paint & Repair contracts are now separate cost items, versus its inclusion in the "Construction Contract with Alternatives" line item. However, the total project estimate has not changed. During the project initiate, the original contingency was estimated at 10 percent (10%). It is recommended that this contingency be increased to 15 percent (15%) due to unforeseen work requirements that may be discovered when working in an old building. Schneider, CMC, City Clerk RESOLUTION NO. 172-07 AWARDING PUBLIC IMPROVEMENT CONTRACT FOR THE FEDERAL BUILDING RENOVATION PROJECT Whereas, sealed proposals have been submitted by contractors for the Federal Building Renovation Project (the Project) pursuant to Resolution No.92-07 and Notice to Bidders published in a newspaper published in the City of Dubuque, Iowa on the 21 day of February , 2007. Whereas, said sealed proposals were opened and read on the 14th day of March, 2007 and it has been determined that Tricon General Construction of Dubuque, Iowa, with a bid in the amount of $1,685,200.00, is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to Tricon General Construction and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project. Buol, Mayor RESOLUTION NO. 17 3 -0 7 APPROVING THE PUBLIC IMPROVEMENT CONTRACT AND BOND WITH TRICON GENERAL CONSTRUCTION FOR THE FEDERAL BUILDING RENOVATION PROJECT Whereas the City Council by Resolution No. 1 ~ 2-0 ~ awarded Public Improvement Contract for the Federal Building Renovation Project to Tricon General Construction; and Whereas Tricon General Construction has submitted the attached executed Public Improvement Contract and bond. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: The Public Improvement Contract and bond attached hereto are hereby approved.
