For over four decades now, the North End Neighborhood Association (NENA) has steadfastly and consistently worked with our neighbors, the City, and other Dubuque residents for the preservation and betterment of our North End neighborhoods. Our motto is "Clean, Quiet, and Safe." NENA continues to serve as a sounding board and advocate for residents who have legitimate concerns, and we are delighted to include our friends and associates from City government and the state legislature among our participants. One such issue we hear about year after year is the deep concern regarding the insufficient street lighting in the 2500 block of Jackson Street, a main thoroughfare for both vehicles and pedestrians. The attached petition contains several dozen signatures of residents on or around this. block; it verifies the extremely dark nighttime conditions and our desire for better lighting there. It is our understanding that recent technological advances reduce the operating cost by at least 50 to 70 percent and that the initial outlay is relatively modest. NENA wholeheartedly supports the City Life program and we would like to propose a collaborative effort between the City and NENA to contrive an acceptable solution to this problem — sort of a "Take the lemon and make lemonade" approach, if you will. We feel a synergism is possible in this case by combining the forward thinking and broad expertise that exists in City government with the knowledge, skills, and experience of NENA members. We look forward to a continuing good relationship with the City of Dubuque, and are eager to begin this effort.
