Cable TV Coordinator Craig Nowack is recommending approval of the Cable TV
Commission recommendation for funding from the Public, Educational, and Government
(PEG) Capital Grant for Access Equipment and Facilities in the amount of $19,000 for
new field production gear, including cameras, cases, microphones, lights and solid state
drives for Loras College.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The purpose of this memorandum is to forward a recommendation from the Cable TV Commission for funding from the
Capital Grant for Access Equipment and Facilities.
BACKGROUND
The Capital Grant for Access Equipment and Facilities created by the cable franchise agreement that went into effect on
June 5, 2005, currently has a balance to be awarded of $469, 362.
At its meeting on May 7, 2014, the Cable TV Commission approved a request for up to $19,000 for new field production gear
-- including cameras, cases, microphones, lights, and solid states drives-- for Loras College. The grant application is
attached.
RECOMMENDATION
I respectfully request that the Commission's recommendation for this request be forwarded to the City Council to receive, file,
and approve. Thank you.

Provide a general description of what you are requesting and why:: We are looking to enhance the field
production gear we utilize to produce our ever-growing amount of PEG programming. Last fall, we
received field cameras from the Cable Commission. We have put them to great use! We are now
looking to add 4 more of them to complete our pool and retire our old DV -100 miniDV cameras. The
requested cameras mirror the request from last fall with one exception. We are requesting one of them
with SDI output. That will tie into our portable switcher and give us additional flexibility for location
production. The cameras are professional in quality but still at a reasonable price point. To take care of
them, we are requesting camera bags with rain slickers. We are committed to caring for our equipment!
We are also requesting lavalier microphones for each camera so that it can be checked out as a complete
package. (We have the tripods already.)
To shoot good video, you need good lighting so we are requesting a Lowell DP light kit.
In addition, we are requesting 2 64GB P2 cards. While these cameras take SDHC cards, we still shoot
P2 on our full body cameras in the studio and could desperately use 2 more cards for long -form
recording.
Finally, we are requesting a handheld AVCCam Recorder. Currently, we can shoot in HD and send an
HD signal to our switcher, but we can record in HD. This will solve that issue!
We continue to be extremely thankful to the Commission for ongoing support. We hope you are proud of
the quality work we put on the channel to inform, educate and entertain the Dubuque community!
Describe how the community will benefit from your request:: For years now, Loras College has been one
of the top 2 producers of PEG programming in Dubuque(alongside City Channel 8). Over the past year
our pace of producing high quality production for the educational access channel has accelerated even
more.

We've increased the volume of news stories and events we cover and simultaneously improved the
quality. In fact, this week LCTV News was just named one of 12 finalists for the top collegiate newscast
in the nation. (Almost all of our competitors are universities of 25,000+ whereas we enroll 1,500. We are
small, but mighty!) As your know we focus our newscast on the people and events of the tri -states, not
Loras College. We remain the only tri-state newscast focusing solely on our community. In addition we
are now covering more live sporting events than ever before. In fact, SportsZone was just named the
Best collegiate sports show among the 7 states up the upper Midwest by the Midwest Journalism Society.
We are not only producing a large quantity of work, but with exceptional quality.
Outside of news and sports, we are also producing more talk shows than ever before, more short films
than ever before, more educational lectures than ever before, and more experimental art videos than ever
before. All of them find a home on the PEG channel we manage and are available to our audience.

CAPITAL GRANT FOR ACCESS EQUIPMENT AND FACILITIES
AWARD AGREEMENT
BETWEEN
THE CITY OF DUBUQUE, IOWA
AND
LORAS COLLEGE
This Capital Grant for Access Equipment and Facilities Award Agreement
(Agreement), dated for reference purposes the 017 day of , 2014, is
made and entered into by and between the City of Dubuque, loWa (City) and Loras
College (Loras).
Whereas, Section 6(b) of the Cable Franchise Agreement between City and
MCC Iowa, LLC, dated June 5, 2005, provides for a Capital Grant for Access Equipment
and Facilities for capital support for PEG and I -Net use; and,
Whereas, Loras has submitted a grant application; and,
Whereas, City has approved the grant application, on the terms and conditions
set forth herein.
NOW, THEREFORE, IT IS AGREED BY AND BETWEEN CITY AND LORAS AS
FOLLOWS:
1. City hereby awards a grant (the Grant) to Loras in the amount of nineteen
thousand (19,000) dollars.
2. The Grant must be used solely for the purpose(s) described in Loras'
application for funding, a copy of which is attached hereto and incorporated
herein.
3. All equipment and facilities purchased with the Grant shall remain the
property of City. Loras shall name City as a Loss Payee under Loras' property
insurance policy covering the equipment and facilities.
4. Any unused portion of the Grant shall be credited to City's Capital Grant
fund.
5. All equipment and facilities purchased with the Grant shall be used solely
for non-commercial purposes.
6. All programming produced by Loras shall air on the shared educational
access channel.
7. Failure by Loras to abide by the terms and conditions of this Agreement
may result in forfeiture of the equipment and facilities purchased with the Grant.
City shall provide written notice to Loras of any such failure and Loras shall have
thirty (30) days in which to correct such failure. In the event Loras fails to cure
such failure within such thirty (30) day period, Loras shall within ten (10) days
thereafter return all equipment and facilities purchased with the Grant and the
balance of any Grant funds remaining to City.
