City Engineer Gus Psihoyos recommends award of the contract to the low bidder, Drew Cook and Sons Excavating, in the amount of $162,946.75, which is 15.56% under the engineer's estimate of probable cost. Based on the bid results, it is hoped that the final assessments levied to property owners will be reduced from the original estimates due to the favorable bids received. The average assessment based on the engineers estimate, including contingency and engineering is $938. If final costs hold with the bid results, the estimated average assessment will be reduced to $741. Van Milligen, City Mana FROM: Gus Psihoyos, City Engineer DATE: May 8, 2014 SUBJECT: SRF Green Alley Bid Set 4 (CIP 7102450) INTRODUCTION The enclosed resolution authorizes the award of the construction contract for the SRF Green Alley Bid Set 4 Project. DISCUSSION Bid Set 4 will involve the reconstruction of two alleys in the Bee Branch Watershed. The alley locations are as follows: • Marshall Street to Hamilton Street (Between Rhomberg Avenue and Garfield Avenue) — 2 blocks This project will reconstruct the fourth set of alleys for the SRF Green Alleys in the Bee Branch Watershed. The Engineering Department and three private consulting firms are working on the design and construction documents for the remainder of the alleys. Additional construction bid sets will be developed in 2 to 10 alley groupings. The first year of alley reconstructions include no utilities, except sewer manhole repairs where the project affects them. The reconstruction of the alleys will include: — Removal of the existing alley pavement — Excavation of the subgrade to allow the placement of clean washed stone for a storage medium — Installation of a concrete border for the brick pavers — Installation of concrete headers at the alley intersection with the intersecting streets. — Reconstruction of the pavement surface with interlocking concrete pavers This project will reconstruct the alleys into green alleys. These alleys allow rainwater to infiltrate into the pavement rather than runoff into the storm sewers. This infiltration allows for filtering of the water and recharge back into the aquifer. Monitoring wells are also planned to be installed so that water quality improvements can be documented. The project construction documents will follow the Statewide Urban Design and Specifications (SUDAS) in the development of the construction documents. The Iowa Department of Natural Resources (IDNR) have reviewed and approved the plans so that the City cost can be covered with SRF funds. This project will have special assessments. BID RESULTS The City of Dubuque received the following bids for the SRF Green Alley Project - Bid Set 4 on May 8, 2014: Contractor Bid Results Drew Cook and Sons Excavating $ 162,946.75 McDermott Excavating, Inc. $ 168,672.24 Eastern Iowa Construction $ 201,124.50 Based on the bid results it is hoped that the final assessments levied to property owners will be reduced from the original estimates due to the favorable bids received. The average assessment based on the engineers estimate, including contingency and engineering is $938. If final costs hold with the bid results, the estimated average assessment will reduce to $741. RECOMMENDATION recommend that the contract for the for the SRF Green Alley Bid Set 4 Project be awarded to Drew Cook and Sons Excavating of Dubuque, Iowa in the amount of $162,946.75 which is 15.56% under the engineer's estimate of probable cost. The majority of the cost savings was in the bid price of the concrete pavement, stone and brick pavers. Whereas, said sealed proposals were opened and read on the 8th day of May, 2014, and it has been determined that Drew Cook and Sons Excavating of Dubuque, Iowa, with a bid in the amount of $162,946.75, is the lowest responsive, responsible bidder for the Project. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: That a Public Improvement Contract for the Project is hereby awarded to Drew Cook and Sons Excavating and the City Manager is hereby directed to execute a Public Improvement Contract on behalf of the City of Dubuque for the Project.
