The presentation provides an update of the planning process, reviews the input received to this point in the process, and presents alternative concepts for future development of the island. How can the City of Dubuque work with current lease holders while opening up Chaplain Schmitt Island to the market for the first time? 2. How can Mystique Casino build on its existing success to attract new visitors and continue to support the City of Dubuque? 3. How can the island work with - not against - its natural island qualities (changing water levels, protected habitats, etc.) to be an attractive place to visit year-round? 4. How can Chaplain Schmitt Island fit into Dubuque's larger riverfront revitalization vision while defining its own unique sense of place? Goals Connect the riverfront. Put your feet in. Celebrate the island's "islandness". Spend the day - and night! Visit in any season. Three Areas Island Resort Existing Conditions Issues & Approach: • Dog racing will stay for the next 3 - 10 years. • Casino needs to attract younger audience. • Campground is popular - interest in updating for larger vehicles. Island Resort Proposed Phase 1 Features: • Casino expands toward river while allowing dog racing to stay. • Casino expansion includes: Event Center (35,000 sf), Retail and Restaurants (15,000 sf), and Parking ramp (400 cars). • Outdoor amphitheater (capacity +/- 2500 persons) • Boardwalk trail through wetland. • Upgrades to campground. • Stormwater management in parking lot. Island Resort Proposed Phase 2 Features: • Casino expands toward wetland when dog racing leaves. • Casino expansion includes: Meeting & ball rooms (25,000 sf), Hotel (200 rooms), Outdoor pool & spa, and bungalows (7,000 sf). • 'vi- $.. • . Recreational Channel Existing Conditions Issues & Approach: • Channel is silting in. • Need calm water for additional boating and expanded recreational opportunities. • Endangered mussels in channel (south end). • Interest in expanded/improved boathouse. • Public interest in beach. Marina Village Phase 1 Proposed Features: • New roundabout allows for easier access and minimized traffic congestion. • New road alignment protects against flooding, offers new public access, eases circulation. • Consolidated marina opens up valuable land on point. • New public access/park. • Improved Memorial Plaza - connects to park, picnic pavillion on pond, room for more memorials. Marina Village Phase 2 Proposed Features: • MCIC entrance moved to face the marina/river. • Additional recreational building on property leased from the city by MCIC. • New development on marina point - restaurants and housing. • Wetland trail along river. • Public riverwalk along point and marina. Marina Village Phase 3 Proposed Features: • Development of entire point with restaurants and housing. Catfish Charlie's remains. • Parking ramp at entry eases congestion at roundabout.
