Van Milligen, City Manager FROM: Alvin Nash, Housing & CD Director DATE: May 16, 2014 RE: Notice of Intent to Apply For Family Self Sufficiency Coordinator Grant 2007 • 1012 • 2013 The US Department of Housing and Urban Development has published the Funding Opportunity for the Family Self -Sufficiency (FSS) Program Coordinators for HUD's Fiscal Year 2014. The purpose of the FSS program is to promote the development of local strategies to coordinate the use of assistance under the Housing Choice Voucher program with public and private resources to enable participating families to increase earned income and financial literacy, reduce or eliminate the need for welfare assistance, and make progress toward economic independence and self-sufficiency. Funds awarded under this Notice may only be used to pay the annual salary and fringe benefits of FSS program coordinators. As in previous years, eligibility for funding will be based on the number of FSS program participants during the target period (January 1, 2013 through December 31, 2013), according to a formula that supports one full time position for the number of participants served. For three positions, 125-174 families must be served during the target period. Due to limited funding available, HUD has identified funding priority categories. The first category provides funding fqr Renewal Coordinator Positions that are administering an FSS program under a currekt award. Therefore, a request for $63,478 for one renewal position will be submitted under this category. Next HUD has set up "Funding Priority Categories" for new positions. The second category is for new coordinator positions that have commitments under the Rental Assistance Demonstration (RAD) Programs that had previously been funded. Funding category three is for new coordinator positions for eligible applicants with RAD that had not been previously funded. Last category 4 allows for the application of new coordinator positions without RAD priority. Funding for this category will be determined based on the applicant's staff -to -client ratio. HUD will fund new coordinator positions under this category starting with applicants that show the coordinators with the highest caseload first. We intend to submit the request for two FSS Coordinator positions under this category in the amount of $115,450. The grant is due May 29, 2014. HUD anticipates the award announcements will take place before September 30, 2014.
