Van Milligen, City Manager SUBJECT: Mystique Casino Parking Lot Repairs DATE: May 28, 2014 Dubuque Racing Association President and CEO Jesús Avilés is requesting permission to expend $41,237.60 from the Depreciation and Improvement Fund to repair, sealcoat and restripe the Mystique Casino parking lot and to repair the entrances and exits to the Casino and Hilton Garden Inn. Aviles, President and CEO / Dubuque Racing Association Issue: Repairs, Sealcoat & Restripe Parking Lot for Mystique Casino As required in the Amended and Restated Lease Agreement between the City of Dubuque and the Dubuque Racing Ltd., I am formally requesting City approval to sealcoat and restripe the West Parking Lot of Mystique Casino and repairs to the entrances and exits to Mystique Casino and the Hilton Garden Inn. My recommendation for this expenditure is $41,237.60. Three bids were obtained for crack sealing, seal coating and restriping the west parking lot. The bid would be awarded to Fahrner Asphalt Sealers of Dubuque for $27,110.39. Three bids were obtained for repairs to entrances and exits to the Casino and Hilton Garden Inn. The repairs are necessary because the concrete is settling and becoming an uneven walkway creating liability issues. The bid would be awarded to McClain Excavating of Dubuque for $14,127.21. The source of funding for the project is the Depreciation and Improvement Fund (D&I Fund), which has a balance of $570,798 and an available amount of $320,798; the required minimum balance for the D&I Fund is $250,000 per the City/DRA Lease Agreement.
