INTRODUCTION
The purpose of this memorandum is to request your support and approval, by signature,
for the attached WHKS Agreement. This addendum is pertaining to additional water
design services for the airport project.
DISCUSSION
WHKS is the engineering firm currently working with the city on the designs for water,
sewer, and fiber optic services for the airport project.
During the course of the original design work it was discovered that an additional water
pump station with an in ground reservoir would provide the best and most reliable water
service to the airport. This design change would eliminate our current design issues of
excessive water pressure at the low line area of the Highway 151/61 interchange.
In addition, a second pump station with an in ground reservoir would considerably
reduce the risk of the airport ever being without water service for domestic and fire
needs.
The City Utility Team assigned to this project recommends this improvement, and would
like to proceed with WHKS Engineering. Staff and I are available to discuss and answer
questions you may have with this recommendation.
City Attorney Barry Lindahl has reviewed this proposed addendum agreement and finds
it to be acceptable for signature.
ACTION
If in agreement with the recommendations, sign and return the attached addendum, so
that we may continue with this stage of the project.

WHEREAS, the City of Dubuque (Client) and WHKS & Co. (WHKS) executed a Professional
Services Agreement (Prime Agreement) dated November 17, 2012, for Engineering, Surveying
and Construction Services for CITY OF DUBUQUE UTILITY EXTENSIONS TO THE DUBUQUE
REGIONAL AIRPORT (Project), and
WHEREAS, the Prime Agreement included Engineering, Surveying and Construction Services along
with a detailed Scope of Services, and
WHEREAS, WHKS will provide Engineering, Surveying and Construction services above and
beyond that set forth in the Prime Agreement, and as described below in this Addendum.
SCOPE OF SERVICES
This addendum is a continuation of the services being provided to the Client and entails necessary
engineering and surveying services for additional Design Phase Services consisting of design of the
water system layout relating to Option #4 established as part of Addendum 3, including booster
stations, pipe sizes and storage tank as proposed beyond that of the Prime Agreement. WHKS & Co.
shall perform the described services as listed in Attachment A:
Supplemental Fees
Not -to -Exceed Amount of $156,200.00
See Fee Breakdown on Attachment B
In all other respects, the obligations of the Client and WHKS shall remain as specified in the Prime
Agreement.

Scope of Services for Addendum No. 4
The WHKS Team will provide the following services for the City of Dubuque for the Design of City
Utility Extensions to the Dubuque Regional Airport:
Data Collection
Detailed Ground Survey
WHKS will perform survey tasks related to the project:
1. Provide necessary topographic surveying for the design of the two booster station sites.
a. The ground control and elevations will be referenced to the datum in use for the SW
Arterial Project and tied to the City's GIS.
2. Contact Iowa One -Call.
3. Identify and prepare permanent and temporary easement descriptions and acquisition plats for
use in acquiring necessary easements and parcels for construction of the booster stations and
ground storage tank.
4. The City will be responsible for all plat recording fees and/or expenses.
5. The easements will be acquired by the City, utilizing information from WHKS, and may include:
• Field boundary survey.
• Property Warranty Deed search.
• Previous surveys, subdivisions or individual tracts and IDOT right-of-way search.
6. WHKS will correspond with the Dubuque County Zoning Department. WHKS will provide minor
subdivision plat, zoning amendment requests and certifications for the City to obtain approval
from the Dubuque Zoning Department.
Obtain Environmental and Geotechnical Data
Soil borings for the proposed booster stations and ground storage tank will be obtained to determine
the existing soil conditions.
1. Borings are based on:
a. Three (3) Booster Station borings to a depth of 20 feet.
b. Four (4) Storage tank borings to a depth of 50 feet as per tank requirements.
2. Soil Report and recommendations.
Design
Prepare Conceptual Design for Booster Stations and Ground Storage (50%)
The project team will begin to layouts for the booster stations and ground storage tank.
1. Building site locations for the proposed booster station will be evaluated.
2. Review and revise existing alignments for the fiber optic conduit and water main that take into
account the new booster stations and storage tank..
3. A hydraulic model of the City of Dubuque's entire existing water system is not included as a
part of this scope and fee.
4. Scope and fees do not include any surge analysis or surge protection design for the proposed
water line extension. Longer pressure systems with significant elevation change have the

potential for sudden pump failure. For this project we do not anticipate needing a surge
analysis or design, however, if it is determined during design that it is needed, it would be
considered extra work.
5. WHKS will meet with City of Dubuque and Dubuque Regional Airport staff to discuss the
revised booster station and tank locations and water main alignment.
The following tasks will be completed as a part of the booster station design:
Site Selection
1. The WHKS Team will identify potential sites for the new booster stations.
2. A preliminary booster station layout will be developed to evaluate the minimum land area
required.
Hydraulic Analysis
1. The WHKS Team will revise the hydraulic analysis of the water main extension to determine
the design criteria for the new booster stations. A list of recommended locations will be
provided for the standard fire flow tests, as well as set of instructions and recording forms.
A list of observation hydrants to monitor residual pressures will also be provided. In order
to establish these lists, a map or shapefiles of the entire pressure zone water system will
be provide by the City of Dubuque, showing all distribution system piping, cross -zone
connections, and pressure regulating structures/devices. City Staff will perform additional
fire flow tests, if needed, to establish a base condition and assess potential existing
deficiencies. WHKS will provide a field technician to assist and coordinate the testing
efforts. It is anticipated that fire flow conditions/increased demand conditions from the Airport
service area may be simulated by opening several hydrants near the proposed connection
point; then monitor the residual pressure at key locations throughout the distribution zone
to observe pressure drops. This procedure is anticipated to provide a rough snapshot of
how the system responds. If deficiencies are observed, this will give the City an idea of
where future studies and/or improvements may be needed. The results of the tests will be
reported to the City and will identify deficiencies or the need for additional studies.
2. The WHKS Team will performed a hydraulic analysis to update the current model, developed
in Addendum 3, and confirm the booster station design capacities, pressures, head losses
and key water surface elevations to be used for final design and specification of the pumping
facilities. Modeling for the hydraulic analysis will be WaterCAD software.
Design Assumption
a. A total of 6 hours have been budgeted to review, confirm and finalize the hydraulic
model for Option #4. Any additional modeling will be considered addition
Preliminary Design (75%)
Based on the comments received during the review and discussion of the Booster Station Design to this
point with the City, the WHKS Team will:
1. Booster Station No. 1 will be located adjacent to US Highway 61 as shown on Attachment C
attached hereto.
2. Booster Station No. 2 will be located at Jet Center Drive as shown as shown on Attachment C
attached hereto.
3. Booster Station No 1 will have two pumps and will be approximately 30 FT by 50 FT in
dimension. The booster station will be buried into a hill and masonary wall and modular block
and brick construction will be used for the building. A green roof option will be considered
along with the precast roof style.
4. Booster station No. 2 will utilize the design and layout of the booster station as designed to
95% as part of the original contract. The civil site plan, utilities, and grading will be modified to
accommodate the selected site and orientation of the building shown. Minimal changes are

anticipated to the inside of the booster station and most likely the elimination of one large
pump and the mirroring of the water piping. Minimal changes are expected to the floor plan,
materials, doors, wall sections, roof plan, HVAC, and plumbing are included in this scope.
5. Site plans for each booster station will be design with a paved access and a parking area,
similar to the previous booster station design.
6. Provide booster station drawings which will include:
• Floor plans and elevations of booster station
• Site plan for each booster station
• Electrical one -line drawing for each booster station
• Structural plan, sections and details for each booster station building envelope and
foundation/footing.
7. Specification development will utilize the 16 Division specifications format for building related
construction.
8. Based on the preliminary design efforts, the Consultant will update the cost estimate and
construction schedule for the project
9. The WHKS team will conduct a meeting with City Staff for review, discussion and comments
on the preliminary documents.

Final Plan and Bidding Document Preparation
Scope remains as per the Prime agreement.
Bid Letting and Contract Award
Scope remains as per the Prime agreement.
Additional Assumptions
