City Engineer Gus Psihoyos recommends the City Council amend Residential Parking
Permit District "D" by adding Alicia Street from Pennsylvania Avenue to Andrea Street,
both sides, and Marjorie Circle from Amy Court to Andrea Street, both sides. It is
further recommended that the portion of the petition not meeting the 80% criteria be
excluded from Residential Parking Permit District "D". This includes Marjorie Circle
from Andrea Street to Welu Drive both sides, and Andrea Street from Donovan Drive to
Marjorie Circle.
Staff conveyed to Ms. Bruxvoort that the current construction at Hempstead High
School is anticipated to last through early 2016. When completed, parking capacity on
Hempstead property will increase from approximately 470 stalls to 799 stalls. Ms.
Bruxvoort still wanted to proceed with the petition.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
This is memo is to clarify the number of parking spaces at Hempstead High School.
BACKGROUND
In the May 22, 2014 memo to you regarding the upcoming Public Hearing for the
Residential Parking Permit District (RPPD) "D" Area Amendment. It was discovered
that the number of parking spaces at Hempstead High School was incorrectly stated at
approximately 470 spaces. The correct number of parking spaces prior to construction
is approximately 695.
DISCUSSION
After speaking with Bill Burkart, Grounds and Maintenance Supervisor for the Dubuque
Community Schools the number of parking spaces were confirmed. Mr. Burkart clarified
Hempstead High School had a total of 695 parking spaces before renovation, of those
695 parking spaces, 150 were removed for construction on site. The school district has
rented 65 spaces at a church west of the campus. Currently Hempstead has 610
parking spaces available, and will have 799 spaces when the project is completed.
RECOMMENDATION
I recommend that the City Council still amend Residential Parking Permit District D by
adding Alicia Street from Pennsylvania Avenue to Andrea Street and Marjorie Circle
from Amy Court to Andrea Street to existing RPPD "D". Engineering also recommends
the portion of the petition not meeting the 80% criteria be excluded from RPPD "D".
This includes Marjorie Circle from Andrea Street to Welu Drive both sides, and Andrea
Street from Donovan Drive to Marjorie Circle.

INTRODUCTION
Becky Bruxvoort has submitted a letter to the Engineering Department requesting an
amendment to the current RPPD "D".
BACKGROUND
On April 24, 2014, a petition was submitted by Becky Bruxvoort of 1673 Alicia Street
regarding an area amendment to the current RPPD "D" that would add the following
streets:
• Alicia Street from Pennsylvania Avenue to Andrea Street, both sides;
• Andrea Street from Donovan Drive to Marjorie Circle, both sides; and
• Marjorie. Circle from Amy Court to Welu Drive, both sides
o Marjorie Circle from Pennsylvania Avenue to Amy Court was
amended to District "D" in 12/2012.
This amendment would not change the current time restrictions that are established for
RPPD "D".
DISCUSSION
A parking study was conducted for a petition to amend RPPD "D" on Alicia Street,
Andrea Street, and Marjorie Circle. Engineering has determined the total available
curbside parking in the petition area is 102 parking spaces. A count was conducted on
04/29/2014 from 0928-0941 resulting in 47 cars parked curbside, with 42 of the 47 cars
being non-residents of the area.
According to City Ordinance 9-14-321.722(B):
1. At least eighty percent (80%) of the curbside parking spaces in the proposed
parking permit district were utilized during peak periods. For purposes of this
criterion, a legal curbside parking space shall be twenty three (23) linear feet;
and
2. At least twenty five percent (25%) of the curbside parking spaces in the
proposed parking district were utilized by nonresident parkers. For purposes
of this criterion, the latest available motor vehicle registration information shall
be used.
This parking study results in 46.1 % of the total curbside spaces being utilized during
peak hours. Of the 47 cars parked during the study, 89.4% were non-residents of the
area. The vast majority of the 47 cars were located on Marjorie Circle between Amy
Court and Andrea Street, and Alicia Street between Pennsylvania Avenue and Andrea
Street. If Ms. Bruxvoort limited her petition to this area, 100% of the curbside spaces
were utilized during the parking study, exceeding the 80% criteria. Ms. Bruxvoort
petitioned a larger area than was necessary in an attempt to prevent the parking
problem from simply migrating to adjacent streets. Of the proposed area to be added,
68.8% of the residents signed the submitted petition.
Since the parking area did not meet the 80% criteria, and since there is no provision in
the ordinance to make an exception, we are recommending that the area be limited to
the portion of the petition meeting the criteria. Therefore, only Alicia Street from
Pennsylvania Avenue to Andrea Street, both sides, and Marjorie Circle from Amy Court
to Andrea Street, both sides, be amended to the RPPD "D".

The City Council is requested to adopt the attached ordinance to amend Residential
Parking Permit District "D".
