WHEREAS,
Mississippi Valley Promise Executive Director Jane Steele, in cooperation with the City of
Dubuque and the Chamber of Commerce made application in September 2006 to the 100
Best Communities for Young People, a distinction appeals to America’s competitive spirit to
encourage communities to become great places in which to grow up; and
WHEREAS,
A selection panel comprised of civic, business, and non-profit leaders was selected to
evaluate entries that required detailed information about each community’s efforts to fulfill
the Five Promises: caring adults, safe places, a healthy start, an effective education, and
opportunities to help others; and
WHEREAS
, The America’s Promise Alliance, founded in 1997 by retired General Colin L. Powell, is the
nation’s largest private-public partnership committed to ensuring that every child receives
the Five Promises essential for success; and
WHEREAS,
The many remarkable agencies and youth-serving organizations of our community believe
there is no greater return on investment than to empower our youth to make good life
choices through education, character formation, and social responsibility; and
WHEREAS,
The America’s Promise Alliance names Dubuque as one of the 100 Best Communities for
Young People in part because of the work of the Dubuque Mentoring Partnership in
collaboration with Big Brothers Big Sisters, Dubuque Community Schools, Holy Family
Catholic Schools, St. Mark’s Community Center, Dubuque County Extension AmeriCorps,
Court-Appointed Special Advocates, Retired Senior Volunteer Program, Helping Services of
NE Iowa, Foster Grandparents, Dubuque Community Y, and Mississippi Valley Promise.
NOW THEREFORE, I, ROY D. BUOL, MAYOR OF THE CITY OF DUBUQUE, IOWA, ON BEHALF OF THE
ND
CITY COUNCIL, STAFF AND CITIZENS OF DUBUQUE, DO HEREBY PROCLAIM THE 2 DAY OF APRIL,
2007, AS
“AMERICA’S PROMISE DAY”
IN THE CITY OF DUBUQUE, IOWA, AND CONGRATULATES THE MISSISSIPPI VALLEY PROMISE AND
PARTNERING AGENCIES FOR THEIR COMMITMENT TO PROVIDING HEALTHY, SAFE, AND CARING
ENVIRONMENTS FOR Y0UNG PEOPLE, AND MAKING DUBUQUE ONE OF THE 100 BEST
COMMUNITIES FOR YOUNG PEOPLE.
IN WITNESS THEREOF, I have hereunto set my hand
and caused the Great Seal of the City of Dubuque to be
affixed this 2nd day of April, 2007.
