Minutes Housing Commission 2 27 07MINUTES OF HOUSING COMMISSION MEETING DATE: 27 February 2007 TIME: 4:00 p.m. PLACE: Housing and Community Development Department 1805 Central Avenue, Dubuque, IA 52001 Commissioner Kapler called the meeting to order at 4:02 p.m. following staff assurance of compliance with Iowa Open Meeting Law. Jeremy Jensen Public Present: Fred Miller Jessica Manning Review and Certification of Minutes of 23 January 2007 Commission Meeting Commissioner Plein moved to approve the 23 January 2007 Housing Commission meeting minutes. Commissioner Culbertson seconded. Roll call. Commissioners Mozena, Holz and Savage -Abstain. All others present in favor. Motion passed. Comesaondence/Public Input None Old Business HUD FY07 Appropriation David Hams summarized HUD's FY07 budget, as authorized by Congress. He stated that there will be more money available for housing voucher funding than in previous years. David noted that he will advise the Commission with updated information as it becomes available. New Business Washington Neighborhood Lending Guidelines David explained the amendment made to the current Housing Department loan guidelines in order to promote homeownership in the Washington Neighbofiood. It states that all families, regardless of income would receive $5,000 forgivable loans for purchase and rehabilitation; $10,000 as a due-upon-sale loan for additional rehab; and up to another $10,000 as a 0%, 20- yearloan for rehabilitation. Report on financing of DB~T/CDC homes Joleen Patterson n:ported on the financing of the Dubuque Bank 8~ Trust homes located at 1502 Washington, 1605 Jackson, 1699 Washington and 1896 Washington. To-date financing for 1502 Washington and 1605 Jackson has been approved by the Commission. Joleen is requesting the Commission approve a rehabilitation loan for 1699 Washington in the amount of $45,000 which exceeds the current loan limit. Commissioner Holz moved to approve the request. Commissioner Plein seconded. Roll Call. All present in favor. Motion passed. Amendment to Administrative Plan: Juvenile Offenders Janet explained the amendment to the administrative plan regarding juvenile offenders. The amendment states that juvenile family members shall not be considered engaging in a criminal activity unless the actions of the juvenile result in the filing of a Petition under the Iowa Code alleging the child has committed a delinquent act. If the complaint is handled through the informal adjustment process of the Iowa Code and satisfactorily completed, the activity shall not be considered to be a criminal activity. Commissioner Schwendinger moved to approve the amendment. Commissioner Culbertson seconded. Roll Call. All present in favor. Motion passed. Trust Fund Committee Report Commissioner Holz reported that the Housing Trust Fund Committee met on January 29, 2007 for a teleconference regarding a coalition of local housing trust funds that is petitioning the State Legislature, to appropriate funds using the real estate transfer tax to be a permanent source of funds for the State Housing Trust Fund. The funds will benefit all local housing trust funds and project-based applicants to enhance affordable housing and community and economic development throughout the State of Iowa. The Housing Trust Fund Committee did pass a resolution in support of the petition. Mid-America Housing Partnership -Eagle Valley Report David reported on the Mid-America Housing Partnership -Eagle Valley townhouses. To-date, four of the eight units have been completed, one has been sold and another closing in March. A third duplex. is under construction. David also noted that MAHP, out of Cedar Rapids is no longer in operation and the project is being taken over by Four Oaks. Commissioner Conflicts of Interest David explained the letter from City Attorney, Bany Lindahl regarding conflicts of interest on behalf of commission members, in connection with the approval of budgets for agencies over which the commission has authority. Request from Jessica Manning for Section 8 Appeal Janet explained a hearing that was held on December 13, 2006 regarding Jessica Manning to deny her Section 8 program application, for failing to disclose complete information. Jessica did not show for the hearing but called the next day to say that she was with her daughter in the hospital. Janet advised her to get proof from the doctor and that it would be forwarded to the Commission in request to hold another hearing. On January 25, 2007, Jessica provided a statement about not attending the hearing, but no proof from the doctor. On February 8, 2007 she did submit a hospital discharge summary. Commissioner Holz moved to allow a hearing. Commissioner Plein seconded. Roll Call. All in favor. Motion passed. Information Sharinc Shelter Plus Care Award: Phoenix Housing Partnership with Project Concern David announced a HUD Shelter Plus Care award in the amount of $536,520 that was awarded to the City and Project Concern, from the Continuum of Care Homeless Assistance grant program. The City helped sponsor an application with Project Concern for support services for homeless persons with disabilities. Presentation: FY 2008 Department Budget The FY 2008 Housing Department Budget power point was shown to the Commissioners. NAHRO Housing America Campaign David received notice from NAHRO regarding a public awareness event "Housing America 2007" that will be taking place in March and April. This is a effort initiated by the Board of Governors to raise public consciousness of the critical role of the housing and community development and the benefits that are received from these activities. Washington Neighborhood Visioning Process David explained that the City of Dubuque is seeking proposals from qual~ed firms to provide consulting services associated with the Washington Neighbofiood Revitalization initiative. The purpose of the Washington initiative is to restore this historic downtown neighborhood. The strategy includes promoting an increase in homeownership, encouraging a mix of household incomes, reducing concentrated poverty and the high percentage of rental units, and building non- profit capacity. It also involves targeting City resources, infrastructure improvements and concentrated code enforcement Adjournment There being no further business to come before the Commission, Commissioner Holz motioned to adjourn the meeting. Commissioner Kapler seconded. Motion passed by acclamation.
