PRESENT: Tom Blocklinger, Kim Daykin, Chuck Duggan and Paul Hoffmann
ABSENT: Gary Harjehausen, Karen Lyness and Evelyn Nadeau
OTHERS: Staff present: Gil Spence, Pat Prevenas, Bob Fritsch and Eileen Trimble
MINUTES It was moved by Daykin, seconded by Blocklinger, to approve the minutes of
APPROVED; the February 20, meeting. The motion passed unanimously.
VOTE:
BOY SCOUT Alex Lange present representing the Boy Scouts, asking to have the entrance
REQUEST TO fee to Eagle Point Park waived for persons attending their pancake breakfast
WAIVE on Mother's Day. Leisure Services Manager Gil Spence explained that this
ENTRANCE FEE request is the same every year, and in exchange for waiving the entrance fee,
TO EAGLE POINT the scouts do a service project at Eagle Point Park.
PARK; VOTE:
It was moved ~ Daykin, seconded b~/ Duggan, to waive the entrance fee to
Eagle Point Park on Mother's Day, May 13th, for anyone attending the
Scout pancake breakfast. The motion ap ssed unanimously.
OPEN MEETINGS Discussion was held regarding the night for the open meetings on golf
ON GOLF operations. At the February meeting it was decided to go with the first Monday
OPERATIONS: of each month, beginning in April. Mr. Spence asked to change that because
Mondays are the golf pro's day off and he would like pro at the meetings.
Commissioner Duggan said people had asked him about holding the meeting
on a different night each month.
After discussion, it was decided to rotate the meeting, Wednesday, Thursday,
and Tuesday, starting Wednesday, April 5th at 5:00 p.m.
PARK DIVISION Park Division Manager Bob Fritsch updated commissioners:
REPORT: • greenhouse operation is going well, lots of flowers planted; hanging planters
have been planted; working on a "wall of flowers" for City Expo, same as last
year; • equipment is all ready to go for start of park season; • Mr. Spence
and Mr. Fritsch are working with City's GIS person to get a map with all park
locations on it; • CIP project for tree removal at Heron Pond is completed.
Bids for fee collector's booth at Eagle Point came in $111,000 over budget;
found funds from some other projects to cover the overrun; project is to be
completed by July 1st.

RECREATION Recreation Division Manager Pat Prevenas updated commissioners:
DIVISION • gike mechanics class and olf fitness class had to be canceled due to lack

of registrations. • A national golf magazine reported that for the first time in
sixty years there were more golf courses closed than opened. • Post season
basketball tournament is currently in progress; alumni tournament registration
deadline is tomorrow (Modern Division is full with 16 teams). We had some
problems with Loras and University of Dubuque because of insurance issues,
but those have now been worked out. • Third grade after school basketball is
scheduled at four schools. • working on summer brochure; will be available at
City Expo April 10th. • Work to be done at Flora Pool this spring includes
expanding the pool enclosure to add more grass area, adding a handicap ramp
from pool to concession, and adding some more shade structures.
OTHER Meeting location: Discussion was held about moving meetings out of snack
BUSINESS: bar during golf season. It was decided to try the screened in porch area and
see how well that works.
Mozena family donation: Commissioner Duggan asked if the City Council
agreed to provide funding for the balance of the pavilion project the Mozena
family wanted to do at Eagle Point Park. Mr. Spence said no, the city did not
have the funding needed to cover the balance after the donation.
ADJOURN; It was moved by Blocklinger, seconded by Duggan, that the meeting be
