The budgets tor. the fol- ' lowing City Departments were discussed: Five Ft$gs Civic Center, Recreation Division, Park Division, In- formation Services Depart- ment and Cable N Divi- sion. Five Flags Civic Center: Leisure Services Manager ' Gil Spence provided the Cour{cil with an overview of activities and projects at the Center. A detailed budget will b'e submitted to the Five Flags Commis- sion in March and to the City Council in April for ap- proval. Michalski spoke of her continued concern re- garding the amount of handicapped parking avarlable around the Five Rags Center. Recreation Division: Rec- reation- Division Manager . Pat Prevenas provided a summary - of the past year's accomplishments and activities. Michalski suggested thaFpartnership opportunities be looked at for funding of the Prescott and Lincoln after-school programs.. Connors ques- tioned why Sutton Rool was closed prior to Flora Pool in the fall. It was ex- plained that Flora Pool had the larger capactty and was more centralty.tacated than Sutton Pool. Park Divlst n• Park 177vi- sioll MBrii>i~r fob i=tltsch and explained the pro- posed overall re- organization of the mainte- nance staff to improve effi- ciency and quality of work performed. Connors questioned whether pro- ~ spective users would have input on what would or would not work at the pro- posed BMX Park. Michalski asked whether the Port of Dubuque Park could be moved up. City Manager Van Milligan re- sponded that the schedule is being coordinated with construction of the parking ramp. Braig questioned whether dogs would be al- lowed in the Port of Dubu- que Park and whether there were any plans for construction of a second dog park. Leisure Serv- ices Manager Gil Spence stated that a location has been selected for the sec- ond dog park and that plans would be developed this spring with construc- tion either this year or next. A decision has not yet been made as to whether dogs would be al- lowed in the new park at the Port of Dubuque. Charles Winterwood, Tri- State Trail Vision, spoke in support of funding for the Catfish Creek trail study and requested that, if pos- sible, this be moved up from 2010 to allow earlier construction of the trail. Mike Heitz, 1085 Universi- ty Avenue, expressed ap- preciation to the City Council for their response to the need for updated / additional skate board fa- cilities. Justin DeMuth, 1780 Garfield, spoke in support of the skate board parks and requested the inclusion of water foun- tains and restrooms at the parks. Information Services De- partment: Information Services Manager Chris Kohimann expressed ap- preciation for the recom- mended funding of the Lead Applications/Network Analyst position and ex- plained how the position would be utilized. Jones questioned whether it would be possible to have dog and cat license infor- mation on-line to assist with tracking owner infor- mation when City Hall is not open. Cable N Division: Cable TV Coordinator Craig Nowack reviewed past and future initiatives for the de- partment, which include the televising of Zoning Advisory Commission meetings. Buol ques- tioned whether the City .Council would be allowed lieu of the recent Iowa Su- preme Court ruling. There being no further business, upon motion meeting adjourned at 8:05 p. m. 1sf Jeanne F.
