Seconded by Braig. Mo-
tion carried 5-2, with Cline
and Lynch voting nay.
Cline stated that there
were five issues in the
budget which concerned
her. They were: (1) not pro-
viding additional funding
for the Historic Preserva-
tion Grant Program, (2)
Fire Department staffing -
she did not feel there were
enough facts to make an
informed decision, (3) not
being able to provjde
some funding for the Maria
House / Teresa Shelter, (4)
custodial help for the
Transit Division not being
recommended, and (5)
part-time clerical help at
the Police Department not
being recommended for
funding. Lynch expressed
concern that the City
Council did not support
the City Manager's recom-
mendation with regard to
Fire Department staffing.

poundment by providing
for the removal and im-
poundment of any vehicle
with five (5) or more unpaid
parking violations or three
(3) unpaid violations where
the most recent violation is
more than thirty (30) days
past due, presented and
read. Michalski moved that
the requirement that the
proposed Ordinances be
considered and voted on
for passage at two Council
Meetings prior to the
.meeting at which they are
to be finally passed be
suspended. Seconded by
Jones. Motion carried 7-
0. Michalski moved final
consideration and passage
of the Ordinances.

tion carried 7-0.
