INTRODUCTION
This memorandum is to amend a resolution that was adopted on February 20, 2007, for
the 5th Street Reconstruction Project -Delhi Street to Alpine Street.
DISCUSSION
Resolution 74-07, dated February 20, 2007, provided for the adoption of the Final
Schedule of Assessment for each category of work for properties in the special
assessment district of the 5th Street Reconstruction Project -Delhi Street to Alpine
Street.
Following the acceptance of the project, three properties contacted staff and provided
supporting documentation which requires revisions to the final special assessment
Since project acceptance, it has been determined that three properties were charged for
services outside the project scope. One property was incorrectly charged $918.60 for a
water service lateral from the new watermain on 5th Street that was not connected
because the property has two water service locations, one from 5th Street and one from
Glen Oak. The second property was incorrectly charged $940.42 for a private sanitary
sewer lateral that was previously replaced by the property owner in 1998. Historically it
has been the City's policy to not charge property owners for the additional cost because
the private improvements were completed prior to the City project at the property
owner's expense. A third property was incorrectly charged $907.42 for a sanitary sewer
lateral connection that was not made.
RECOMMENDATION
I recommend that Resolution 74-07, dated February 20, 2007, be rescinded and that a
Revised Final Schedule of Assessments for the 5th Street Reconstruction Project -
Delhi Street to Alpine Street be adopted.

RESCINDING RESOLUTION 74-07 AND ADOPTING IN LIEU THEREOF A
REVISED FINAL SCHEDULE OF ASSESSMENTS FOR THE 5T" STREET
RECONSTRUCTION PROJECT -DELHI STREET TO ALPINE STREET
Whereas, the City Council passed Resolution 74-07, dated February 20, 2007,
approving the Final Schedule of Assessments for the reconstruction of 5th Street from
Delhi Street to Alpine Street; and
Whereas, it has been determined that the Final Schedule of Assessments
incorrectly charged three properties in the special assessment district for services
outside of the project scope.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
Section 1. That the attached Revised Final Schedule of Assessments, as
shown on the attached sheets, 1 to 3 inclusive, is hereby determined for the
reconstruction of 5th Street from Delhi Street to Alpine Street and the revised special
assessments herein are hereby approved.
