Chief of Police Kim Wadding recommends City Council approval of the DARE (Drug
Awareness Resistance Education) Contract between the City of Dubuque, the Dubuque
Community Schools and the Holy Family Catholic Schools for the 2006/2007 school
year.

INTRODUCTION
The purpose of this memorandum is to seek City Council approval of the attached
DARE contract between the City of Dubuque, the Dubuque Community Schools and the
Holy Family Catholic Schools.
BACKGROUND
For the past several years the Dubuque Police Department has provided DARE (Drug
Awareness Resistance Education) to the Dubuque Community Schools and the Holy
Family Catholic Schools. Through the DARE program, the Dubuque Police Department
provides specially trained police officers to teach life skills and resistance techniques to
elementary and junior high students with the intent to better prepare the students to
resist the pressure to use drugs.
DISCUSSION
As part of the cooperative arrangement with the Dubuque Community Schools, the Holy
Catholic Family Schools, and the police department, the attached agreement outlines
the elements of the instruction and the financial obligation from the Dubuque
Community Schools for the FY2006/07 school year. The contract has been reviewed by
Barry Lindahl, City Attorney.
RECOMMENDATION
We recommend approval of the attached agreement between the City of Dubuque, the
Dubuque Community Schools, and the Holy Family Catholic Schools for the FY2006/07
school term.
ACTION REQUESTED
The action requested is for City Council approval of the attached DARE contract
between the City of Dubuque, the Dubuque Community Schools and the Holy Family
Catholic Family Schools.

This Agreement, executed in triplicate, thi ~- day of ap#Sw~er, 2666; by and among the City of
Dubuque (City), the Dubuque Community School District (School District) and the Holy Family Catholic
Schools (Holy Family).
Whereas, City, School District and Holy Family hove a strong desire and commitment to continue
the implementation of the Drug Abuse Resistance Education Cooperative Program (D.A.R.E. Program) as a
strategy to prevent substance use among the school children of the Dubuque community.
NOW, THEREFORE, IT IS AGREED BY AND AMONG THE PARTIES AS FOLLOWS:
1. Purpose. This Agreement defines the role of each party in providing the D.A.R.E. Program to Thomas
Jefferson, Eleanor Roosevelt and George Washington Middle Schools. The Agreement also includes D.A.R.E.
Program Services to be provided to those schools which are within the boundaries of the Dubuque
Community School District and within the jurisdiction of the Holy Family Catholic Schools on-site at
Mnzzuchelli Middle School.
2. Term. The term of this Agreement is from August 15, 2006 through June 15, 2007.
3. City through its Police Department will provide a ten (10) week program entitled "D.A.R.E." taught by
specially trained police officers who will teach life skills and resistance techniques to middle school
children with the intent to better prepare the students to resist the pressure to use drugs. The D.A.R.E.
curriculum will be designed to give students learning experiences through audio, visual and kinesthetic
learning modalities, utilizing role playing and role modeling as reinforcement tools. Additionally, the
D.A.R.E. officers will spend informal time with the students during recess and lunch to build rapport and
encourage interaction.
4. The Police Department will provide a graduation program for those students successfully completing
the D.A.R.E. Core Curriculum.
5. The Police Department will provide a Parent Training Program consisting of at least one hour in which
nn overview of the D.A.R.E. Program will be given, some parenting skills will be addressed, some of the
common drugs being used in Dubuque will be identified and gang concerns/prevention will be addressed.
6. The Police Department will provide all program materials and supplies including workbooks, graduation
materials and information packets, with the exception of some art supplies used for some of the follow-up
assignments.
7. City, in cooperation with School District and Holy Family, will provide evaluation of the program, the
results of such evaluation being available to School District, Holy Family and City.
t3. The Police Department will provide feedback to the school staff and School District and Holy Family
will provide feedback to the Police Department.
9. School District and Holy Family will provide the premises and classroom time required for the proper
implementation of the D.A.R.E. Program. Premises will include the 6th and 8th grade classrooms, other
classrooms as agreed upon, the gym as required and other such premises as needed for student/parent
education in regard to the D.A.R.E. Program. Classroom time (45-60 minutes) will be allotted for each core
or junior high curriculum class in each school. School District and Holy Family will further allow the Police
Department to use the furniture and equipment contained in the areas defined above and other equipment
such as audio visual equipment.
10. School District and Holy Family will provide financial support to City for use in implementing the
D.A.R.E. Program in the amount of Eight Thousand Dollars ($8,000.00) as follows.
A. City shall invoice School District by November 10, 2006.
School District shall pay City by December 15, 2006.
Amount due is $8,000.00
11. Any party may terminate this Agreement for any reason by providing written notice of intent to
terminate this Agreement to the other parties not less than ten (10) days prior to the beginning date of
each semester of the school year.
