A communication from the Historic Preservation Commission, the staff report, and an ordinance are attached. Discussion The City has designated eight local landmarks: City Hall, Dubuque County Courthouse, Four Mounds Estate, Julien Dubuque Monument, Mathias Ham House, Old Jail, Shot Tower, and William M. Black Steamboat. Chapter 25 of the City Code (Historic Preservation Ordinance) requires the Historic Preservation Commission to make a determination upon the evidence as to whether the nominated landmark does or does not meet the criteria for designation. The Historic Preservation Commission's recommendation on the nomination as a landmark then is filed with the Long Range Planning Advisory Commission. After receipt of the Historic Preservation Commission's recommendation, the Long Range Planning Advisory Commission reports to the City Council with respect to the relation of the nomination to the general development plan, zoning ordinance, proposed public improvements, and any plans for the renewal of the area involved. Upon submission of the report of the Long Range Planning Advisory Commission, the City Council sets the date of a public hearing on the nomination. The City Council then submits the proposed nomination to the State Historical Society of Iowa for review and recommendations at least 45 days prior to the date of the public hearing. After the public hearing, the City Council makes a decision on the landmark nomination. The recommendation from the Historic Preservation Commission is attached. By a vote of fi to 0, the Long Range Planning Advisory Commission recommends approval of the Carnegie Stout Public Library nomination for landmark designation in that the nomination is consistent with the general development plan, Zoning Ordinance, proposed public improvements, and any plans for the renewal of the area involved. The Long Range Planning Advisory Commission respectfully requests that the City Council forward the proposed ordinance and supporting documentation to the State Historical Society of Iowa and set a public hearing for May 21, 2007 to designate the Carnegie Stout Public Library as a City Landmark. Background On February 15, 2007, the Historic Preservation Commission held a public hearing on the enclosed nomination for landmark designation for the public library. The Historic Preservation Commission has determined that the circa 1901 portion of the public library meets the criteria set forth in Chapter 25, the Historic Preservation ordinance, for designation of local landmarks. The next step in the nomination process is for the Long Range Planning Advisory Commission to report to the City Council with respect to the relation of the nomination to the general development plan, zoning ordinance, proposed public improvements, and any plans for renewal of the area involved. Discussion An extensive renovation of the 1901 and 1979 portions of the Carnegie Stout Public Library are planned by the Library Board of Trustees. The proposed plan will reopen 8,000 square feet of space for public use. It also will restore many architectural features of the historic older portion. The estimated renovation cost is $5.3 million. Nomination for Landmark Designation Page 2 The City Council has made the library renovation a top priority. The City has committed to match a fundraising campaign and additional funds for "green" improvements. The public library is within the Jackson Park Historic District, which is listed both locally and nationally. The public library is in the Jackson Park Urban Revitalization Area. Recommendation Staff recommends approval of the nomination for these reasons: The landmark designation of the older portion of the public library is consistent with the City's Comprehensive Plan, which encourages renovation and recognition of historic structures. The landmark designation is consistent with the Zoning Ordinance, which seeks to preserve the property values and historic character of the community. The landmark designation is consistent with the proposed public improvements for renovation of the public library. Finally, the landmark designation is consistent with the objectives of the Jackson Park Historic District and Urban Revitalization Area to conserve historic resources and revitalize targeted neighborhoods. Requested Action The requested action is for the Long Range Planning Advisory Commission to make. a recommendation to the City Council regarding the nomination for landmark designation for the Carnegie Stout Public Library. The Historic Preservation Commission is required to hold a public hearing on a nomination for landmark designation. The public hearing on the landmark nomination for the Public Library is scheduled for the Commission's February 15 meeting. Local landmarks are listed in the City's Historic Preservation Ordinance. We currently have eight local landmarks: City Hall, County Courthouse, Four Mounds Estate, Old Jail, Mathias Ham House, William M. Black Steamboat, Shot Tower, and Julien Dubuque Monument. Review Criteria Chapter 25 of the City Code, the Historic Preservation Ordinance, defines a Landmark as: A property or structure designated by ordinance of the City Council ... that is worthy of preservation, rehabilitation or restoration because of its prehistoric, historic, architectural, archeological or cultural significance to the city, the state or nation. Chapter 25 also requires the Historic Preservation Commission to use the following criteria for consideration of a landmark nomination: (1) The nominated property, structure, object, site or area: a. Is of "architectural significance", as defined by this chapter; or b. Is associated with the lives of persons significant in the past of the city of Dubuque, Dubuque County, the state of Iowa or the nation; or d. Has yielded, or may be likely to yield, information important in prehistory or history; and (2) The structure, property, object, site or area has sufficient integrity of location, design, materials and workmanship to make it worthy of preservation or restoration; and (3) The structure, property, object, site or area is at least fifty (50) years old, unless the Commission determines that it has achieved significance within the past fifty (50) years and is of exceptional importance. Review Process Chapter 25 requires the Historic Preservation Commission to make a determination upon the evidence as to whether the nominated landmark does or does not meet the criteria for designation. Discussion The original 1901 building of the Carnegie-Stout Library is a Neo-Classical Revival style embodied in the main north entry with a Corinthian column temple front with full entablature and pedimented gable, an in-wall side porch (four columns), stone exterior and horizontal block scoring, stone faux voussoirs, attic lights with stone frames, cornice with modillions and rooftop balustrade. The original 1901 building has a parapet front with temple front entry, rectangular two story plan with raised stone foundation (basement fully fenestrated) and water table; belt courses separate floor levels. The designer/ builder was Williamson & Spencer, architects, Chicago. The 1978-79 addition is now the entry. The addition is not eligible for the National Register or local landmark designation because it is less than 50 years old. Landmark Nomination for Public Library Page 3 of 3 The original 1901 building of the Public Library was listed individually in the National Register of Historic Places in 1975 with local significance. The nomination is enclosed. The enclosed Iowa Site Inventory Form prepared in 2004 indicates that the original 1901 building is significant under National Register Criterion C for distinctive architectural characteristics. The Site Inventory Form indicates that the Public Library is a contributing structure in the Jackson Park Historic District. The Site Inventory Form includes a map that shows the Public Library in relation to the district boundaries. Under the Historic Preservation Ordinance, exterior renovations to local landmarks that require a building permit and are visible from public streets, alleys, sidewalks, or steps are regulated by the Historic Preservation Commission, just like buildings in local historic districts. Since the Public Library is in the Jackson Park Historic District, it is already regulated by the Historic Preservation Ordinance. Designation as a local landmark will not add any regulations, but will add additional recognition of the structure's local significance. Recommendation Planning Services staff recommends approval of the landmark nomination for the Carnegie Stout Public Library because the property meets Historic Preservation Ordinance landmark designation criteria (1), (2) and (3) above. An amendment to the Historic Preservation Ordinance listing the original 1901 building of the Public Library as a landmark is enclosed. Action Step The requested action step is for the Historic Preservation Commission to review the criteria for consideration of a landmark nomination, and then make a recommendation with respect to landmark designation for the Carnegie Stout Public Library. NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF DUBUQUE, IOWA: Section 1. Constructed in 19II1, its style is fully that of the Classical-Beaux Arts. The exterior walls on the north and west which front Eleventh and Bluff Streets, respectively, are built of buff Limestone from Bedford, Indiana. The south and east walls of the library are of white brick. The north wall, which fronts Eleventh Street, is the primary facade and entrance to the building. It is composed of seven bays of which the center five receive a hexastyle, Roman Corinthian portico modelled after that found on the Pantheon in Rome. The fluted columns are matched with pilasters behind on the wall. The entablature above the columns carries the inscription, "Carnegie-Stout Free Library," In the center of the pediment above the entablature is a wreath encircling the year, i901. Atop the pediment is a prominent stone anthemion. Veiling the slightly sloping hip roof of the library is a classical stone balustrade which intersects the pediment of the entrance portico as a pair of flanking stone panels, Beneath the balustrade is a richly articulated, modillioned cornice which also is used in the pediment, The entablature of the portico continues around the bull-ding below the cornice. Rising from sidewalk level to the portico is a three bay wide set of monumental steps. Flanking rectangular masses of stone on either side of the steps carry ornate Classical Beaux Arts lamp posts. The center three bays of the facade at first floor level con- tain tall entrance doors with Roman styled windows above. On either side of the front steps were entry ways leading into the basement entrance, which is no longer used, The single end bays of the facade which are not covered by the portico are treated in the same manner as the flanking bays of the west facade. The we3t facade is composed of a central three bay tetra-style portico in antis and recessed from the facade, flanked by five bays on either side. At the basement level are basically square windows, the heights of which vary with the slope of the sidewalk. These windows are set in a horizontally rusticated stone wall, which continues unbroken to a belt course just below the sills of the second floor windows.. The first floor windows employ double- hung one-over-one sash with voussoirs similarly rusticated to match that of the wall surface, The second floor windows are double-hunk and square, with panes set in a Roman styled configuration, as are the upper sash of the first .floor windows. The second floor window stpne window frames in analogous to the Palazri Massimi in Rome. An entablature, cornice, and balustrade identical to those on the north are carried , above the windows. The. central portico on the west front is a copy of that on the north, but without a pediment and monumental stpes. A single door at street level is found in the central bay. The east and south sides reflect the north and west side in fenestration, but are much more simplified in detail, being constructed_of white brick. The interior remains little altered with elaborate classical plasterwork, ornate copper railings and light fixtures, marble flooring, varnished white oak woodwork. The plan remains essentially the same, despite some functional changes in various rooms. An elaborate central rotunda serves to unite the circulation of the building. Also of note is the double tiered bookstack area with a thick, transluscent glass floor separating the two tiers. A contemporary account describes the interior arrangement of rooms: The main entrance through "a large column portico leading through a vestibule with three pairs of doors into the main corridor and rotunda. These pilasters are to be in the corinthian order with the decoration of the same order carried out in the cornices and ceiling. The screen wall will have Italian marble base, and oak panelled wainscoting above the base. The vestibule walls will be wainscoted with Italian marble to a height of five feet, and both vestibule and corridor will have marble floors. At the south end of the main corridor and placed at the right angle to it is the rotunda, measuring 3$ x 22 feet. In the ceiling of this rotunda there is a light well 13 feet in diameter, through which light is admitted from a dome in the roof over the upper story. At the east side of the rotunda is the main staircase leading to the basement and upper story. On the west side is placed the librarian's room, and a staircase communicating with a side entrance on Bluff Street and with the basement. At the southwest corner of the rotunda is the entrance to the cataloguer's room. The delivery desk is placed in a continuation of the rotunda on the south side of it. This desk is octagon in shape with a diameter of fifteen feet... ...At the southeast corner of the rotunda is a reference room 23 x 14 feet with a students; room attached. These two rooms are only entered from the stack room. Immediately behind the delivery desk is the large stack room 45 x 72 feet and 27 feet high, from floor to the underside of the trusses. This room is lighted by large windows on three sides and by a skylight 44 x 18 feet...The rotunda is oramented by eight circular corinthian columns, with frieze and cornice above giving a similar but richer affect to that produced in the main corridor; the floor of the rotunda will be marble." --- From a description by the architect. G. Wi 11 i amson & John STATEMENT OF SIGNIFICANCE ---Fencer The primary area of significance lies in the outstanding architectural merit of this building. One of the most ~gant buildings constructed in Iowa in the Classical tradition of the Beaux Arts, it is perhaps the finest extant example of that style in the state. A truly exceptional feature of the building is the extremely well-preserved interior, which faces a very uncertain future, Current plans call for an addition to be built on a lat neighboring the library with the current library to be gutted and refitted for warehousing, stack areas, and bookmobile garage space, It should be emphasized that these are the plans of the library administration. The local populace is generally ignorant of these plans and favors the preservation of this building.. At present the state of preservation of the library is excellent. Aside from the architectural value of the building, there are several other prominent areas of significance, The library has been gifted over the years with various works of art, most which date from the period of thy,erection of the building, Two are especially noteworthy. They are "Victorian Survival and "The Barter,"both painted by.Grant Wao~ Hung on the wall of the second floor rotunda, "Victorian Survival" shares an ambience with the rich interior which, like the painting, represents one of the final gasps•of Victorian culture, The library also houses the private collection of Senator William B,.Alliso>i% prominent Congressman of the late nineteenth century.. This library contains a number of rare and invaluable books and is kept in a specially designed fireproof room, Coupled with the collection of 20,000 books formerl owned by the Young-Men's Literary Associ~.ation (the predecessor of the present Library, an invaluable collection of books is formed. Altogether, this is an example of the Carnegie Library par excellence. Its history reflects the tremendous popularity of the library building program of Carnegie. The initial gift of $60,000.00 by Mr. Carnegie met an enthusiastic local respon a which manifested itself in the gift of a lot for the library worth $20,000.00 by r. Stout and a gift of $25,000.00 by the Young Men's Literary Club. Following a period of massive urban renewal in the 1960 `s, feeling again is running high far the preservation of local buildings of architectural merit. Given the proper impetus, a repetition of the early enthusiasm for the Library may ago%n occur. The architects for the library were the firm of W. G. Narrative Description: This property is located in the Jackson Park Historic District. Style/Year: 1901, 1978-79, Neo Classical Revival style embodied in the main north entry with Corinthian column temple front with full entablature and pedimented gable, an in-wall side porch (four columns), stone exterior and horizontal block scoring, stone faux voussoirs, attic lights with stone frames, cornice with modillions and rooftop balustrade. Designer/Builder: Williamson & Spencer, architects, Chicago John Spencer was architect of Frank D. Stout house across the street. Physical Description: parapet front with temple front entry, rectangular two story plan with raised stone foundation (basement fully fenestrated) and water table. Belt courses separate floor levels. Alterations: major addition to east, window replacement. Permits note re-roofing in 1991 ($56,000), addition and remodeling 1979 ($705,568), remodel reference office 1995 ($37,194). Landscaping/Setting: prominent corner lot, fronts north. Annex is now the entry. 8. Narrative Statement of Significance: Special Significance; Camegie Stout Library Original Owner/Builder: Building History: the addition cost $705,568 in 1979 (permit), being addressed as 360 West 10"'. Sylvia L. Scott owned the parcel when it was sewered. Money for library was donated by Andrew Carnegie and land was donated by Frank D. Stout, hence the Camegie-Stout library National Register of Historic Places in 1975 9.
