City Engineer Gus Psihoyos is recommending City Council approval of the plans,
specifications, form of contract and the estimated cost and to adopt the Resolution of
Necessity for the City Hall Parking Lot Reconstruction Project.
This estimated $838,477 project will provide for the reconstruction of underground
utilities, adjacent sidewalks, perimeter lighting, parking lot sub-base and the
construction of new 7-inch thick concrete pavement. The project will also provide for
the installation of new perimeter fencing that complements the historical features of City
Hall. All existing overhead electric lines and services will be transferred to underground.
The existing generator and electrical cabinets will be screened with an enclosure that
matches the proposed perimeter fencing.
The Engineering Department has coordinated with the Leisure Services Department to
design landscaping for the parking lot that will allow for the installation of bioswales.
The purpose of the bioswales is to intercept the storm water prior to entering the storm
sewer system so as to allow for a large percentage of the impurities to be filtered out.
An alternate is also proposed for this project to allow for the City of Dubuque to receive
bids on the option of reusing purington brick pavers for the parking stalls.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

INTRODUCTION
The enclosed resolutions are in reference to the public hearing on the City Hall Parking
Lot Reconstruction Project.
DISCUSSION
The City Hall Parking Lot Reconstruction Project will provide for the reconstruction of
underground utilities, adjacent sidewalks, perimeter lighting, parking lot sub-base and
the construction of new 7-inch thick concrete pavement. The project will also provide for
the installation of new perimeter fencing that complements the historical features of City
Hall. All existing overhead electric lines and services will be transferred to underground.
The existing generator and electrical cabinets would be screened with an enclosure that
matches the proposed perimeter fencing.
The following utility upgrades and repairs are included:
• The reconstruction of 3 deteriorated brick manholes.
• The reconstruction of approximately 520 lineal feet of watermain, mainline
valves, fire hydrants, and the replacement of 3 lead commercial water services.
The cost of the individual lead commercial water service replacements will be
assessed to each respective private property owner.
• The project also provides for the construction of approximately 135 lineal feet of
new storm sewer and 2 catch basins to complement bioswales that are proposed
for the medians.
• The installation of fiber optics and telecommunications conduit infrastructure are
proposed to improve connectivity with City Hall. This will include 485 lineal feet of
4-inch conduit with inner ducts and the construction of two fiber optic manholes.
The installation of 6 electrical service pedestals and 6 water lawn hydrants to
provide for the future electrical and water needs of the Farmer's Market and other
festivals.
The sidewalks are proposed to be replaced with new decorative buff-colored sidewalk
that follows the downtown decorative sidewalk standard. The sidewalks would be
illuminated at night by historic pedestrian lighting. These pedestrian light poles would be
placed around the perimeter of the parking lot. In addition, electrical service pedestals
and water hydrants would be placed around the perimeter of the parking lot similar to
those installed at Washington Park. This would serve the future power and water needs
of festivals and the Farmer's Market.
The Engineering Department has coordinated with the Leisure Services department to
design landscaping for the parking lot that will allow for the installation of bioswales. The
purpose of the bioswales is to intercept the storm water prior to entering the storm
sewer system so as to allow for a large percentage of the impurities to be filtered out.
Parking lots tend to have a lot of impurities such as oil residue, antifreeze, metals, etc.
The bioswales provide the appropriate vegetation to allow for the removal of these
impurities prior to them entering the storm sewer and ultimately the Mississippi River.
An alternate is also proposed for this project to allow for the City of Dubuque to receive
bids on the option of reusing purington brick pavers for the parking stalls. This alternate
would provide for the ability to recycle old pavers formerly used on City streets and use
them as part of the parking lot paving surface. The pavers would provide for asemi-
pervious paving surface that would help recharge the existing water aquifer, minimize
runoff and improve the water quality of the runoff. Currently it is anticipated there will not
be sufficient funding to support this alternate based on the engineer's estimate. If
favorable bid prices are received, this alternate can be considered for inclusion in the
project.
An additional alternate is also being proposed. This alternate would provide for the
installation of heat tubes in the sidewalk along the 13th side of City Hall. The heat tubes
would be installed to provide for the future connection to a heat pump. The system,
when connected and operational, would provide snow melt capacity similar to what is
currently in place on the east and west sides of City Hall. This alternate only provides
for the installation of the heat tubes and does not provide for afully-functional snow melt
system at this time.
This project would occur concurrently with the City Hall Envelope Restoration
(Tuckpointing) Project. City staff will coordinate the construction activities to minimize
disruption to this project. Staff also will be coordinating with Dubuque Main Street Ltd. to
minimize disruption to the Farmer's Market. City staff will also work with Thompson
Properties (Oky Doky Food Mart and Breezy's Cafe) to minimize disruption of their
businesses during the construction of the parking lot and alley behind the businesses.
BUDGET IMPACT
The estimate of probable cost for City Hall Parking Lot Reconstruction Project is
summarized as follows:

The City Hall Parking Lot Reconstruction Project will be funded through the annual
capital improvement project appropriation of City funds as noted above in the amount of
$832,473.67. The project, as outlined, will require Special Assessments in the amount
of $6,003.88.
An alternate is proposed to use recycled purington pavers in the drive stalls of the
parking lot. If this alternate is selected, it is currently estimated that it would cost an
additional $109,881. There currently isn't sufficient funding to support this alternate.
Favorable bid prices could change that however.
PROPERTY ASSESSMENTS
Three private lead water services are proposed to be replaced as part of this project.
The three services currently serve the Thompson Properties Buildings (Oky Doky Food
Market and Breezy's Cafe). These services would be directly assessable to the property
owner who would bear 100% of the cost for these services.
RECOMMENDATION
I recommend that the City Council approve the plans, specifications, form of contract
and the estimated cost and to adopt the Resolution of Necessity for the City Halt
Parking Lot Reconstruction Project.
ACTION TO BE TAKEN
The City Council is requested to approve the plans, specifications, form of contract and
the estimated cost and to adopt the Resolution of Necessity for the City Hall Parking Lot
Reconstruction Project.

Whereas, the City Council has proposed a Resolution of Necessity for the City
Hall Parking Lot Reconstruction Project has given notice of the public hearing thereon
as required by law; and
Whereas, the public hearing has been held, all persons offering objections have
been heard and consideration given to all objections and is pending before this Council;
and
Whereas, this is the time and place set as provided for the taking of action on the
proposed Resolution of Necessity.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF DUBUQUE, IOWA:
That the proposed Resolution of Necessity described above is hereby:
