SUBJECT: City Hall Envelope Restoration (Tuckpointing) Project
Sealed bids were received for the City Hall Envelope Restoration (Tuckpointing) Project.
Two bids were received on this project and the low bid was $454,000, approximately
28% over the estimate for construction. Building Services Manager Rich Russell
recommends rejection of all bids and that the project be re-programmed for a future
fiscal year as part of the City Hall Maintenance CIP.
I concur with the recommendation and respectfully request Mayor and City Council
approval.

SUBJECT: City Hall Envelope Restoration (Tuckpointing) Project
INTRODUCTION:
At the March 5, 2007 City Council meeting, the City started the bid process for the
above-listed project. The estimate for the total project cost was $374,403. This
included design and construction administration fees of approximately $20,000.
DISCUSSION:
The City received two bids for the on March 27, 2007. The following is a summary of
the bids:

The low bid including the removal of 2000 bricks was $454,000. This is
approximately 28% over the estimate for construction. An additional $20,076 would
need to be committed to design fees and construction administration.
RECOMMENDATION:
I respectfully recommend that all bids be rejected and that the project be
reprogrammed for a future fiscal year as part of the City Hall Maintenance CIP.

REJECTING BIDS FOR THE CITY HALL ENVELOPE RESTORATION
(TUCKPOINTING) PROJECT
Whereas, sealed proposals have been submitted by contractors for the
City Hall Envelope Restoration (Tuckpointing) .Project (the Project) pursuant to
Resolution No. 128-07 and notice to bidders published in the City of Dubuque,
Iowa, on the 6th day of March, 2007.
Whereas, sealed proposals were opened and -read on the 27th day of
March, 2007, and
Whereas, the City Council has deemed it advisable to reject all bids and
re-bid the Project at a later date.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF DUBUQUE, IOWA:
Section 1. That the bids for the above Project be rejected.
