Dubuque County Historic Preservation Commission Funding/Volunteer RequestTo the City Councils of: Asbury, Balltown, Cascade, Dubuque, Durango, Dyersville, Epworth,
Farley, Graf, Holy Cross, New Vienna, Peosta, Rickardsville, Sherrill, Worthington
1 June 2014
Dear Honorable City Council,
The Dubuque County Historic Preservation Commission (DCHPC) is sending you this
letter as the result of a work session we had with the Board of Supervisors on Monday 21 April.
Since DCHPC serves the whole county, we are reaching out to all the city councils within the
county to explain what we do and ask for support.
This is what we do:
Surveys to identify historic properties in the county (the most recent of these was a
survey of Peru township in 2011);
,.. Reviewing National Register Nominations on any property nominated from within the
borders of the county (we haven't had any of these recently);
Providing a public forum for historic preservation discussions in the county (all our
meetings are open to the public, in accordance with Iowa's open meetings law, but we also move
them around the county so as to be convenient for any public that wants to attend);
Undertaking Section 106 reviews (this is required for any public or private project
occurring within Dubuque County that receives federal funds or is under the jurisdiction of a
federal entity);
In partnership with the Dubuque County Historical Society, give out annual Historic
Preservation Awards; and
Writing the annual Certified Local Government report for Dubuque County
summarizing all of the above, which goes to the State Historic Preservation Office (SHPO) each
year to renew Dubuque County's CLG status.
We are also working to strengthen relationships with these historical societies around the
county: Dyersville, Epworth, Farley, New Vienna, Peosta/Vernon Township, Tri -County and
Dubuque County.
The Dubuque County Board of Supervisors has asked us to ask for $50 from every City
Council within the county. If you would like to contribute this amount, please contact R.R.S.
Stewart, Chair of DCHPC by mail at 460 Summit Street, Dubuque, Iowa, 50021; by phone at
(563) 583-4419; or by e-mail at stew0220@umn.edu.
DCHPC wants to emphasize that the amount the Dubuque County Board of Supervisors
has asked us to ask the city councils for is not the only way you can support us.
We would be willing to come to a city council meeting or worksession to present what
we do and/or talk about ways to collaborate. Contact Chair Stewart to arrange this.
We also have two openings on DCHPC, which is appointed by the Board of Supervisors.
If there is anyone in your community you would like to recommend as a Commissioner to give
your city a voice on DCHPC, please give them the enclosed application to fill out and submit to
Mary Ann Specht, Personnel Director and Assistant to the Board of Supervisors, Dubuque
County Courthouse, 720 Central Avenue, Dubuque, Iowa, 52001; maryannspecht@dbeco.org
