RTigges called the meeting to order at 4:01 p.m.
Acceptance of the Agenda
Upon a motion by Hoverman, seconded by Vincent, the Agenda was accepted 5 - 0.
Approval of the Minutes of April 2, 2014
Upon a motion by Vincent, seconded by McMullen, the Minutes were approved 4 — 0, Hoverman
abstaining.
Public Input
There was no public input.
Access Equipment & Expenditures
Schaefer presented a request for $18,549 field production gear including cameras, cases,
microphones, lights, and solid state recording cards. He noted that Loras students are doing a
tremendous amount of production and some of their equipment is very old. RTigges noted that
certain adapters are available to record to SD cards in Panasonic P2 drives. Hoverman moved to
approve up to $19,000 for the request. The motion was seconded by Vincent and approved 5 — 0.
From the Archives Presentation
Nowack discussed a new showcase called From the Archives that will premiere on the City's
government access channel in June. He provided some background on the showcase which began
with the digitizing of some of the City's old videotapes seven years ago. He showed a video of how
the showcase will appear on the air.
PEG Channel Proposal
Nowack provided a brief update on this proposal. He is waiting to get a quote for an upgrade to the
Annex TV Control Room routing system which he'd like to do simultaneously with the proposal.
Mediacom Cable Report
Barefoot reported that he is looking into a problem that is manifesting itself with the live Mercy Mass
telecasts which have no audio on certain Mediacom cable converter boxes. He also informed the
Commission that he's been working with the Dubuque Substance Abuse Coalition and expects to
have a completed show from a recent event fairly soon.
Cable TV Report
Nowack informed the Commission about two new shows premiering on CityChannel Dubuque this
week as well as others that are being considered. He also passed along information about two
channels that Mediacom is moving from the Sports & Information tier to the Digital Family Cable tier.

And finally he said that earlier in the day he submitted a recommendation for the Video Production
Intern to the City's personnel director.
