ENTERPRISE ZONE COMMISSION MINUTES

OATH OF OFFICE
Stillings administered the Oath of Office to Peggy Murray, in order to continue her
service to the board.
CALL TO ORDER
Stillings called the meeting to order at 2:10 p.m.
AFFIDAVIT OF COMPLIANCE
Connors confirmed that the meeting was being held in compliance with Chapter 21 of
the Code of Iowa, known as the "Iowa Open Public Meetings Law".
MINUTES - December 19, 2013
A motion was made by LoBianco, seconded by Murray, to approve the December 19,
2013 minutes. Motion carried unanimously.
APPLICATIONS
An application for Enterprise Zone benefits — Weaver Castle, LLC; 75 W. 17th Street —
was distributed and reviewed by the board. Connors confirmed that to her knowledge,
the application met all the criteria for the Enterprise Zone program.
Stelpflug clarified that the 16 units will be market rate rentals. They do not yet have
bank financing, as the bank is waiting for their current projects to begin having rent
revenue. Of those current projects, one is finished and three are in process of
rehabilitation. Carner mentioned framing is complete on one of the three, with electrical
work in process. Anticipated start of 75 W. 17th Street is early 2015.
Stelpflug and Carner mentioned that they have an interested party in purchasing the
Federal Historic Tax Credits for this project.
A motion was made by Van Milligen, seconded by LoBianco, to approve the application
for 75 W. 17th Street. Motion carried unanimously.
Van Milligen thanked the developers for their investment in Dubuque, and general
congratulations were extended.
Baker moved to adjourn, Van Milligen seconded. Motion carried unanimously.
